India: Industry, Settlements, Planning & Issues — UPSC Geography Optional Paper II
Weightage: Units 4 to 10 of Paper II. The contemporary issues unit is the one most exposed to General Studies drift, and the regional planning unit is the one most under-prepared — which makes them, respectively, the highest risk and the highest opportunity in the paper.
1. Industry
Evolution and locational factors
The evolution falls into four phases, each with a distinct locational logic. Colonial industry — cotton in the west, jute in the east — located at ports for import of machinery and export of product, and near raw material where it was bulky. Post-independence planned industry located heavy industry at mineral and coal sources in the eastern belt, under a policy that also sought deliberate dispersal to backward regions. Post-liberalisation industry has located by market access, infrastructure quality and institutional environment, which has favoured the western and southern coastal regions. Knowledge-based industry has located by skilled labour pools and urban amenity, concentrating in a small number of metropolitan regions.
Locational factors by industry, each explained by the mechanism rather than listed.
Iron and steel is the classic weight-losing industry with a material index above one, so it locates at coal or ore sources or at a point minimising combined transport — which explains the eastern belt concentration where coal, iron ore, manganese and limestone occur in proximity. Later plants at coastal locations reflect a changed logic: imported coking coal of better quality, and export access, which shifts the optimum seaward.
Cotton textiles originally located at the raw material source and at ports, and subsequently dispersed widely because cotton is not weight-losing, power became transmissible, and the market is national — which makes it a footloose industry in Weber's terms and explains its wide distribution.
Jute remained concentrated near its raw material and its port because the raw material is bulky, the growing region is confined, and the product was export-oriented.
Sugar is strongly raw-material oriented because cane loses sucrose rapidly after harvest, so mills must be within a few hours of the fields — which is why sugar mills are distributed with cane cultivation and why the industry migrated as cultivation shifted.
Aluminium is power-oriented, since smelting is electricity-intensive, so plants locate where cheap power and bauxite are both available.
Fertiliser locates by feedstock — gas fields and pipelines, or ports for imported feedstock — and by market, since the product is bulky relative to value.
Paper locates by raw material where forest-based, and increasingly by market and by agricultural residue availability.
Chemicals and pharmaceuticals locate by port access for imported inputs, by skilled labour, and by regulatory and institutional environment — with clustering strong because of shared infrastructure and supplier networks.
Automobiles locate by market access and agglomeration, with assembly plants attracting component suppliers into clusters, producing a small number of large regional concentrations rather than dispersal.
Cottage and agro-based industries locate by raw material and by labour availability, and are dispersed by definition — their significance being employment intensity rather than output.
Industrial regionalisation, policy and zones
Industrial regions are delimited by concentration of industrial employment, output or units. The principal Indian regions are the Mumbai-Pune belt, the Hugli belt, the Ahmedabad-Vadodara belt, the Chotanagpur mineral belt, the southern region around Chennai-Bengaluru-Coimbatore, the Gurugram-Delhi-Meerut region, and the Kollam-Thiruvananthapuram region — with smaller districts and nodes elsewhere.
The criteria must be stated in a delimitation answer, and the analytical observation is that the regions correspond to port access, mineral availability or metropolitan market rather than being distributed evenly — which is agglomeration and cumulative causation operating, and which is why dispersal policies working through incentives have had limited effect against self-reinforcing concentration.
Industrial policy moved from a licensing regime with reservation for the public sector and for small-scale industry, through liberalisation removing licensing for most industries and opening sectors to private and foreign investment, to the current emphasis on manufacturing promotion, corridors and cluster development. The geographical consequence of liberalisation was to weaken the dispersal that licensing had imposed and to strengthen concentration in regions with better infrastructure and institutions.
Special economic zones and export processing zones are enclaves with distinct regulatory and fiscal treatment intended to attract export-oriented investment. Their geographical assessment: they have concentrated in coastal and metropolitan-adjacent locations because those minimise logistics cost, which reproduces existing concentration rather than dispersing activity; and the enclave character — limited linkage to the surrounding economy — determines whether they generate regional development or merely relocate activity.
Tourism is examinable geographically: its resource base is physical — mountains, coasts, wildlife — and cultural — heritage sites, religious centres, festivals; its distribution follows those resources modified by accessibility; and eco-tourism raises the question whether visitor pressure on fragile environments can be managed within their carrying capacity, with the honest answer that it depends on whether the revenue accrues to those who bear the ecological cost.
2. Transport, communication and trade
Road transport carries the largest share of both passenger and freight traffic and provides the only connectivity to most settlements, and its network reflects terrain and settlement density — dense in the plains, sparse in the hills, forests and desert.
Railways were laid under colonial priorities connecting interiors to ports rather than region to region, and the resulting radial pattern from port cities persists in the network's structure. Their comparative advantage is bulk freight over long distances, which is why coal movement from the eastern coalfields dominates freight tonnage and shapes capacity constraints.
Inland waterways are under-used relative to potential and to their low cost per tonne-kilometre, constrained by seasonal flow variation, siltation, low bridge clearances, and the absence of terminal infrastructure — with the analytical point that the Gangetic and Brahmaputra systems have the physical potential and the peninsular rivers largely do not, because they are seasonal.
Airways have grown fastest in passenger terms and serve a small share of freight by weight and a large share by value, concentrating at metropolitan hubs.
Pipelines carry crude, products and gas, and their significance is that they are the cheapest mode for continuous bulk liquid and gas flow and require the least land per unit carried, which is why the network has expanded with hydrocarbon consumption.
Their complementary roles in regional development is the syllabus's phrasing and should be answered as such: each mode has a cost-distance range within which it is optimal, and regional development requires the combination rather than any one — with the general finding that connectivity is a necessary and insufficient condition for development, since a road that permits produce out also permits competing goods in.
Ports are examinable through the western-eastern contrast established in the physical setting: the western coast's faulted submerged character provides natural harbours in drowned valleys, while the eastern coast's emergent depositional character provides few, so eastern ports are largely artificial and require continuous dredging against sediment supplied by the deltas. Hinterland is the analytical concept — the area from which a port draws cargo, determined by transport connectivity and competing ports, and expandable by improving the connections rather than the port.
Trade is examinable structurally rather than by current figures. India's trade balance has characteristically been in deficit, driven by hydrocarbon and gold imports; the composition has shifted from primary exports toward manufactures and, distinctively, toward services; and the direction has diversified away from the former colonial concentration. Trade policy moved from import substitution with high protection to progressive liberalisation, with the current position combining openness with sector-specific protection.
Communication and information technology have altered the geography of services decisively: because output is transmissible at near-zero marginal cost, service production can be separated from consumption, which permitted the concentration of software and business services in a small number of Indian metropolitan regions serving distant markets. The spatial consequence is a form of development that does not require the transport infrastructure manufacturing needs, and therefore concentrated where skilled labour and urban amenity existed rather than where ports or minerals did.
The space programme is examinable through its applications geography: remote sensing for resource mapping, crop assessment, forest cover and land use change; meteorological observation for cyclone tracking and monsoon monitoring; communication satellites for connectivity to remote areas; and navigation. Its significance in a geography paper is that it supplies the data on which spatial analysis and planning now depend.
3. Cultural and demographic setting
Diversity. India's linguistic diversity comprises several major language families with distinct geographical distributions, and the linguistic reorganisation of states was the political accommodation of it. Religious diversity, with the geography of minority concentration. Tribal populations, distributed in the central Indian belt, the northeast, the western belt and southern hill regions, with the northeast distinctive in that tribal populations are majorities in several states.
Tribal problems should be given structurally: land alienation despite protective legislation, defeated by benami and debt-based transfers; displacement by mining, dams and industry, in which tribal populations are over-represented among the displaced and under-represented among the rehabilitated — a consequence of the mineral-forest-tribal coincidence established earlier; the tension between forest conservation law and forest rights; indebtedness; and the relationship between this grievance structure and the concentration of left-wing extremism in the same belt.
Cultural regions are delimited by the distribution of cultural traits, with the standard caution that different traits produce different boundaries and that the region is therefore defined by the trait selected.
Population is examinable through distribution and density, whose correspondence with physiographic division is traced in the previous chapter; through growth, where the demographic transition is well advanced in some states and less so in others; and through demographic attributes.
The regional divergence in fertility is the unit's most important structural fact: several southern and western states have reached or fallen below replacement fertility while several northern and eastern states remain above it. Its consequences are differential age structures, internal migration from younger to older regions, and the political question of representation based on population.
The sex ratio puzzle must be handled correctly: the adverse child sex ratio is more marked in several prosperous states and among better-off, better-educated households — which defeats any account in which development dissolves son preference. The explanation is that prosperity and education supplied access to sex-determination technology and to the small-family norm without altering the underlying preference, so falling desired family size intensifies the pressure on each birth. The structural reasons for the preference — patrilineal inheritance, patrilocal residence, old-age dependence on sons, and dowry which has expanded with prosperity — are what require addressing.
Migration in India is predominantly internal, with the largest single category being marriage migration of women, and with the economically significant category being circular labour migration from poorer to richer states. The analytical point established earlier applies: costs and benefits are geographically separated, with remittances flowing to origin while servicing costs arise at destination, and circular migrants counted in one place and provided for in neither because entitlements attach to place rather than to person.
Population policy moved from a target-driven approach — which produced the coercive episode of the mid-1970s and a lasting distrust of the programme — to a target-free reproductive health approach, on the finding that fertility responds to the conditions determining desired family size more than to contraceptive availability.
4. Settlements
Rural settlements in India illustrate the general controls established in Paper I. Nucleation dominates in the northern plains, where historical insecurity, shared water sources and cooperative agriculture favoured clustering. Dispersion is more common in the high-rainfall regions with abundant water and consolidated holdings, and in hill regions where cultivable land is scattered. Hamleted settlement, in which a village comprises several distinct clusters, is characteristic of parts of the east and is frequently associated with caste-based segregation of clusters — which is a sociologically significant morphological fact.
Urban development in India has three features worth naming. It has been slower than industrialisation would predict, partly because formal industrial employment absorbed a limited share of the workforce. It is concentrated in large cities, producing metropolitan primacy at the state level even though the national urban system is not primate. And a substantial share of urban growth occurs through census towns — settlements acquiring urban characteristics without acquiring urban administration — which means a large urbanising population lives under rural governance with rural service standards and no municipal planning.
Morphology of Indian cities departs systematically from the Western models, and the departures should be explained rather than merely noted. Indian cities are typically a historical palimpsest: a dense pre-colonial core of organic street pattern and mixed use; a colonial addition of cantonment and civil lines with entirely different density, plot size and layout; planned post-independence extensions; and informal settlement distributed throughout. The income gradient is frequently inverted, with a poorer periphery than core, and high- and low-income areas are adjacent rather than segregated by ring or sector — which is functional, since service workers live near the households employing them.
Functional classification of Indian towns identifies administrative, industrial, transport, commercial, mining, religious, educational and resort towns, with Nelson's statistical method — classifying by the degree to which employment in a function exceeds the national average — converting an impressionistic classification into a reproducible one.
Conurbations and metropolitan regions arise where adjacent urban settlements coalesce, requiring planning at a scale larger than any single municipality — which is the governance problem, since the planning region and the administrative units do not coincide.
Urban sprawl is the low-density outward extension of built-up area, driven by land price gradients, transport improvement, and regulatory limits on central density. Its costs are transport-intensive, service-provision-expensive, and agriculturally consumptive.
Slums must be analysed as a housing market outcome rather than as a migration problem: cities require labour at wages that cannot purchase formally supplied housing, formal supply for that income range does not exist because of land cost and regulatory standards, so informal settlement is the only available option. Tenure insecurity is the central mechanism of deprivation, preventing investment in the dwelling, obstructing service access that requires an address, and exposing residents to eviction that destroys assets and networks together. Slum populations are integral to the urban economy, supplying construction, domestic, transport and service labour.
Town planning in India includes the planned capitals and industrial towns of the post-independence period, master planning through development authorities, and the persistent gap between plan and implementation — arising because master plans zone land without controlling the land market, and because the planning authority and the service-providing agencies are frequently different bodies.
5. Regional development and planning
The experience. Indian planning began with a national-sectoral emphasis in which space was a residual — plans allocated between sectors and the regional distribution followed. Regional concerns entered progressively through backward area programmes, industrial dispersal incentives, and area development schemes, and later through decentralised planning.
The Five Year Plans are examinable for their spatial content rather than their targets: the early emphasis on heavy industry located at mineral sources; the deliberate location of public sector plants in backward regions as growth poles; the area-based programmes for drought-prone, desert, hill and tribal areas; and the later shift toward decentralised planning.
Integrated rural development programmes sought to raise incomes of identified poor households through asset transfer and credit. The geographical assessment is that area-based and target-group approaches address different problems — an area programme improves conditions in a place, a target-group programme reaches identified households — and combining them poorly produces neither.
Panchayati Raj and decentralised planning. The constitutional amendments made local government mandatory with regular elections and reservation, and left the transfer of functions, funds and functionaries to state discretion. The consequence for planning is that local bodies have a planning mandate without the authority or resources to execute it, and the district planning committee intended to consolidate local plans into a district plan has functioned unevenly.
Command area development addresses the gap between irrigation potential created and potential utilised, through field channels, land levelling, drainage and water user organisation — the recognition being that building a dam and a main canal does not deliver water to fields.
Watershed management treats the drainage basin as the planning unit, which is the correct ecological unit because runoff, sediment and recharge operate within it and cross administrative boundaries. It is the appropriate approach for rain-fed and hard-rock regions where the constraint is storage and recharge rather than allocation.
Special area planning for backward, desert, drought-prone, hill and tribal areas rests on the recognition that these face specific and different constraints: the desert programme addresses wind erosion, sand stabilisation and water; the drought-prone programme addresses moisture conservation and drought-proofing; the hill programme addresses slope, accessibility and ecological fragility; and the tribal programme addresses land alienation, forest rights and livelihood. Applying a uniform development template to all of them is the error the special area approach exists to prevent.
Multi-level planning proposes plan formulation and integration at national, state, district and block levels, with each level handling what it is best placed to handle. Its difficulty is that the information and the authority sit at different levels — local bodies know local conditions and lack resources, while higher levels have resources and lack local knowledge — and that resolving this requires the devolution that has not occurred.
Island territories planning is distinctive because of insularity, ecological fragility, limited carrying capacity, dependence on the mainland for supplies, and strategic significance — which makes tourism, fisheries and connectivity the development levers and ecological limits the binding constraint.
6. Political aspects
The geographical basis of Indian federalism. The federal structure responds to a spatial diversity of language, culture, ecology and economy that a unitary state could not accommodate. Its design combines a strong centre — residuary powers, single citizenship, integrated judiciary, All-India Services, emergency provisions — with substantial state autonomy in specified subjects, which is why it is characterised as quasi-federal or as a union with federal features.
State reorganisation on linguistic lines was initially resisted on the argument that it would encourage fissiparous tendencies and was conceded after sustained mobilisation. The geographical finding is that accommodation strengthened rather than weakened the union: linguistic identity, given an institutional home within the federal structure, ceased to be a threat and became a basis of ordinary political competition. The mechanism is general — recognition is not divisible and therefore not negotiable, while resources and representation are, so conceding the first converts an existential demand into a bargain.
The emergence of new states since has followed development grievance and sub-regional identity rather than language, and the geographical assessment is that statehood addresses recognition effectively and development only where the new state's own capacity and resource base permit — so new states have sometimes reproduced internal regional grievances against their own capitals.
Regional consciousness and inter-state issues include river water disputes, arising because basins cross state boundaries while water is a state subject; boundary disputes; and sons of the soil movements asserting local preference in employment.
International boundary issues should be treated through the boundary classification framework: the boundaries differ in origin, character and therefore in the problems they present — an undemarcated line in the north with differing perceptions of alignment, a disputed boundary in the northwest, open borders with two Himalayan neighbours, a long densely populated and partly riverine eastern boundary, and a difficult forested boundary in the northeast. The general point is that superimposed boundaries drawn across cultural patterns produce more disputes than subsequent ones adjusted to them.
India's role in world affairs and the geopolitics of South Asia and the Indian Ocean are treated at length in the PSIR chapters. The specifically geographical content is the asymmetry problem — India borders every South Asian state except one and no two others stand in that relation, so its ordinary actions read as pressure to smaller neighbours; and the maritime position athwart the sea lanes connecting the Persian Gulf to East Asia, which is why the Indian Ocean's significance has risen with India's trade dependence.
7. Contemporary issues
This unit is the most exposed to General Studies drift, and the discipline is to give the geographical analysis: the spatial distribution of the problem, its physical controls, and who bears the cost where.
Ecological issues and hazards apply the risk decomposition — hazard, exposure, vulnerability — with the Indian distributions established earlier: seismic zones following the tectonic setting, floods in the low-gradient plains and deltas, droughts where variability is highest, landslides in the young mountains and the Western Ghats, cyclones on the eastern coast, and heatwaves in the interior.
Pollution should be analysed spatially: air pollution concentrating in the northern plain during winter because the topographic and meteorological setting — a basin bounded by the Himalaya, with winter inversions trapping emissions under a shallow boundary layer — converts a given emission into a far higher concentration than the same emission would produce elsewhere. That is a geographical explanation, and it is why the problem is regional rather than city-specific and why source control in one city is insufficient.
Land use change — agricultural land converted to non-agricultural use around expanding settlements, forest converted to agriculture and to infrastructure, and wetlands lost to reclamation — with the analytical point that conversion is irreversible in practice and that the land converted is disproportionately the most productive, since settlements historically located on good land.
Environmental impact assessment is the principal procedural instrument, and its effectiveness depends on the independence of the assessor, the quality of baseline data, and the seriousness of public consultation — the three points at which it characteristically fails.
Population and food security apply the four-dimension framework, with the Indian specificity that availability has been secured while access, utilisation and stability remain the binding constraints — which is why nutritional outcomes have improved more slowly than production, and why sanitation and water improvements affect nutrition as much as food programmes do.
Desertification and soil erosion are treated in the Paper I framework, with the Indian distributions being the ravine lands of the Chambal and Yamuna valleys, the shifting cultivation areas of the northeast under shortened cycles, the deforested Himalayan and Western Ghat slopes, and the arid west under wind erosion.
Agrarian and industrial unrest should be analysed through their social base: agrarian mobilisation since the 1970s has been of the relatively prosperous surplus-producing peasantry demanding prices and subsidies, which is a different phenomenon from the earlier movements of tenants and the poor; industrial unrest is fragmented by the organised-unorganised division and by the ascriptive fragmentation of the workforce.
Regional disparities in development persist and are explained by cumulative causation: initial advantage in infrastructure, human capital and market access attracts investment, which raises returns, which attracts further investment. The convergence that neoclassical reasoning predicts has not occurred between Indian states, and the divergence has if anything widened since liberalisation — because liberalisation weakened the dispersal that licensing had imposed and strengthened the pull of regions with better infrastructure and institutions.
River linking should be handled by writing the structure of the disagreement, as set out in the previous chapter.
Globalisation and the Indian economy is examinable geographically through its uneven spatial impact: the regions and sectors integrated into world markets have grown faster than those not, which is a principal mechanism of the widening regional disparity; and through the observation that services trade, being transmissible, permitted a form of integration that did not require the port and transport infrastructure manufacturing integration would have needed.
Worked example 7.1 (a full 20-mark answer). "Examine regional disparities in India's development and assess the effectiveness of regional planning in addressing them. (20 marks)"
Model answer. Regional disparity in India is best analysed as a case of cumulative causation, and the planning record assessed against whether it addressed the mechanism or only its symptoms.

The pattern. The broad gradient runs from the western and southern states, with higher incomes, better human development indicators and more advanced demographic transition, to the eastern and central states with lower values on all three. There are important qualifications: the pattern is not uniform, with pockets of prosperity in the east and of deprivation in the west and south; and intra-state disparity frequently exceeds inter-state disparity, so a state-level analysis conceals district-level variation that matters more to the people concerned.
The causes, in the order of their explanatory weight.
Historical and colonial inheritance. Regions with permanent settlement tenures inherited a rentier landholding structure with low agricultural investment, while ryotwari regions inherited a cultivator-based structure — and the divergence in agricultural performance tracks this. Colonial infrastructure connected interiors to ports rather than region to region, which advantaged coastal regions and left the interior peripheral in a network still substantially inherited.
Physical endowment, which matters and is frequently over-weighted. Alluvial plains with assured water support intensive agriculture; hard-rock plateaus with unreliable groundwater do not. But endowment does not determine outcome — the mineral-rich states are among the less prosperous, which is the resource curse pattern operating at sub-national scale, through revenue volatility, enclave extraction generating few local linkages, and rents capturable without broad-based taxation.
The Green Revolution's regional selectivity, which required assured irrigation and therefore widened the gap between irrigated and rain-fed regions.
Cumulative causation, which explains persistence where the other causes explain origin. Initial advantage in infrastructure, skills and market access attracts investment; investment raises returns; higher returns attract more investment; and the process is self-reinforcing. Myrdal's backwash effects — the drain of capital, skilled labour and enterprise from periphery to centre — exceed the spread effects in most of the Indian record.
Liberalisation's spatial effect. The licensing regime had imposed a degree of dispersal by requiring locational clearances and offering backward-area incentives. Its removal allowed investment to follow infrastructure and institutional quality, which strengthened the pull of the already-advantaged regions — so disparity widened after liberalisation, which is the opposite of what convergence reasoning predicted and is well documented.
The planning response and its record.
Growth pole strategy located public sector plants in backward regions on the expectation that growth would spread. The outcome divided sharply: where local linkages developed, ancillary industry and urban growth followed; where the plant was an enclave — capital-intensive, importing inputs, exporting output, employing migrants for skilled positions — the surrounding region was substantially unchanged. The variable was linkage, which is a design choice rather than an accident, and the strategy was applied without ensuring it.
Backward area incentives — subsidies, tax concessions and freight equalisation — attempted to offset locational disadvantage with fiscal transfer. Their record is poor for a structural reason: an incentive can offset a cost difference but cannot supply the agglomeration economies, skilled labour and infrastructure that determine modern industrial location. Units established for the incentive frequently closed when it expired.
Special area programmes for drought-prone, desert, hill and tribal areas correctly recognised that these face different constraints requiring different interventions, which is the approach's genuine contribution. Their limitation was scale relative to the problem and dilution across too many areas.
Decentralised planning through panchayati raj was intended to bring local knowledge into plan formulation. It has been constrained by the incomplete transfer of functions, funds and functionaries — local bodies received a planning mandate without authority or resources, and district planning committees have functioned unevenly.
Fiscal transfers through the Finance Commission and central schemes are the largest instrument in practice, redistributing resources toward poorer states through devolution formulas weighted by income distance and population. This has moderated disparity in public provision more effectively than the industrial location instruments moderated disparity in production.
Assessment.
Regional planning has been more effective at redistributing consumption than at relocating production, and the reason is structural: fiscal transfer can equalise service provision, while production location is determined by agglomeration economies that policy instruments cannot easily offset.
The instruments that worked addressed capability — human development investment, which raised outcomes in states that prioritised it regardless of their income — rather than attempting to attract industry against agglomeration forces. The states that closed gaps most did so through health and education investment, not through industrial incentives.
What would address the mechanism rather than the symptom: infrastructure investment sufficient to alter relative accessibility, since transport and power reliability are the largest locational disadvantages of lagging regions; human capital investment, which is portable and raises returns wherever the person works; urban development in second-tier cities of lagging regions, since agglomeration requires an agglomeration to exist; and institutional quality, which the evidence suggests explains more of the inter-state variation than endowment does.
The persistent finding across the record is that regions converge where their states invested in people and diverge where they attempted to attract capital — which is an argument about what regional planning should target rather than about whether it can work.
