Development = PROGRESS. But progress means DIFFERENT things to different people.

Key Lesson: Development goals are NOT the same for everyone. One person's development can be another's DESTRUCTION (e.g., a dam that gives electricity to a city but SUBMERGES a tribal village).

Limitation: PCI is an AVERAGE. It HIDES inequality. A country with a few billionaires and many poor people can have the SAME average income as one with a large middle class.

3.2 Human Development Index (HDI)

Developed by UNDP (United Nations Development Programme). HDI is a COMPOSITE index of THREE dimensions:

Common Mistake: Students often confuse HDI with PER CAPITA INCOME. HDI is BROADER — it includes income PLUS health and education. A country can have HIGH income but LOW HDI (e.g., some oil-rich countries).
