Development
"Development is NOT just about GROWTH. It is about FREEDOM — freedom from poverty, ignorance, disease, and CHOICE to live a life one VALUES." — Amartya Sen
1. What is Development?
Development = PROGRESS. But progress means DIFFERENT things to different people.
1.1 Different People, Different Goals
| Person | What They Want (Goal) | Why |
|---|---|---|
| Landless rural labourer | More WAGES, EMPLOYMENT, fair treatment | Survival — food for family |
| Rich farmer | ASSURED price for crops, CHEAPER tractors | Wants HIGHER profits |
| Girl child | EDUCATION, NO early marriage, RESPECT | Equality — escape patriarchal norms |
| Urban educated youth | HIGH-SALARY job, good internet, nightlife | Lifestyle and career |
| Industrialist | CHEAP power, fast CLEARANCES, low taxes | Profit maximisation |
| Environmentalist | CLEAN air, preserved forests, sustainable living | FUTURE of the planet |
Key Lesson: Development goals are NOT the same for everyone. One person's development can be another's DESTRUCTION (e.g., a dam that gives electricity to a city but SUBMERGES a tribal village).
1.2 Income and Other Goals
'Income is IMPORTANT — but it is NOT everything. People also want FREEDOM, SECURITY, RESPECT, and TIME with family.'
| Goal | Example |
|---|---|
| Income | Higher salary, better profits, more production |
| Better health | Access to hospital, clean water, nutritious food |
| Education | Schools, colleges, skill training |
| Dignity and respect | NO caste discrimination, gender equality |
| Security | Safe job, old-age pension, law and order |
| Freedom | Choice of profession, expression, movement |
| Leisure | Time for family, hobbies, rest |
2. National Development — Different Perspectives
How should a country develop? DIFFERENT views exist.
| Perspective | Priority |
|---|---|
| GDP growth view | MAXIMISE total income. Growth will 'trickle down' to the poor. |
| Equity view | REDUCE inequality. Growth is useless if only the RICH benefit. |
| Human development view | FOCUS on health, education, living standards. Income is ONE part of a larger picture. |
| Sustainable development view | Do NOT compromise the FUTURE for the PRESENT. Protect environment and resources. |
3. How Do We Compare Countries?
3.1 Per Capita Income (PCI) / Average Income
Total income of the country ÷ Total population.
| Country (2022–23 data approx.) | Per Capita Income (USD PPP) | Key Point |
|---|---|---|
| USA | ~$76,000 | HIGHEST among developed |
| India | ~$7,200 (PPP) | LOWER-MIDDLE income |
| Sri Lanka | ~$13,000 | Higher than India |
| Nepal | ~$4,000 | Lower than India |
| China | ~$21,000 | Rapidly rising |
Limitation: PCI is an AVERAGE. It HIDES inequality. A country with a few billionaires and many poor people can have the SAME average income as one with a large middle class.
3.2 Human Development Index (HDI)
Developed by UNDP (United Nations Development Programme). HDI is a COMPOSITE index of THREE dimensions:
| Dimension | Indicator | What It Measures |
|---|---|---|
| Health | Life expectancy at birth | How LONG people live on average |
| Education | Mean years of schooling + Expected years of schooling | How MUCH education people get |
| Standard of living | Gross National Income (GNI) per capita (PPP $) | What people can AFFORD |
| HDI Range | Category | Examples |
|---|---|---|
| 0.800 and above | Very High | Norway, Switzerland, Australia |
| 0.700–0.799 | High | China, Sri Lanka, Brazil |
| 0.550–0.699 | Medium | India, Bangladesh, Nepal |
| Below 0.550 | Low | Chad, Niger, Central African Republic |
Common Mistake: Students often confuse HDI with PER CAPITA INCOME. HDI is BROADER — it includes income PLUS health and education. A country can have HIGH income but LOW HDI (e.g., some oil-rich countries).
3.3 Other Key Indicators
| Indicator | Meaning | India (approx.) |
|---|---|---|
| IMR (Infant Mortality Rate) | Number of infants (under 1 year) dying per 1,000 live births | ~28 (down from 130+ in 1970) |
| Literacy Rate | Percentage of people aged 7+ who can read & write | ~75% |
| Net Attendance Ratio | Percentage of children in the OFFICIAL age group attending school | ~65–70% (secondary) |
| Life Expectancy | Average number of years a newborn is expected to live | ~70 years |
| Poverty Rate | % of population below poverty line | ~14% (varies by state) |
4. Sustainability of Development
'We have NOT inherited the Earth from our ancestors. We have BORROWED it from our children.'
| Unsustainable Practice | Consequence |
|---|---|
| Groundwater pumping for irrigation | GROUNDWATER DEPLETION — future generations will have NONE |
| Coal-based thermal power | CLIMATE CHANGE — global temperatures rise |
| Deforestation | SOIL EROSION, species extinction, floods |
| Excessive use of chemical fertilisers | SOIL DEGRADATION — lower production in future |
| Overuse of fossil fuels | ENERGY CRISIS — nothing left for future |
What is Sustainable Development? Development that meets the needs of the PRESENT without compromising the ability of FUTURE generations to meet their own needs. — Brundtland Commission, 1987.
5. AP Context — Development Indicators
5.1 Andhra Pradesh Development Profile
| Indicator | AP | India | Rank / Comparison |
|---|---|---|---|
| Per capita income | ~₹2,20,000 (current) | ~₹1,70,000 | ABOVE national average |
| Literacy rate | ~67% | ~75% | BELOW national average (significant concern) |
| IMR | ~23 | ~28 | BETTER than national average |
| Life expectancy | ~70.5 | ~70 | Close to national average |
| Poverty rate | ~11% | ~14% | LOWER than national average |
| GSDP growth | ~12–14% (pre-covid) | — | Among FASTEST growing states |
| HDI (state) | ~0.643 | ~0.633 (India) | ABOVE national average |
| Sex ratio | ~997 | ~1,024 | FAVOURABLE (more women per 1,000 men) |
5.2 AP Development Challenges
- Literacy: Below national average despite FOCUS on education. Rayalaseema districts lag behind coastal districts.
- Fiscal deficit: AP's bifurcation (2014) created REVENUE challenges (lost Hyderabad to Telangana).
- Industrialisation: Growing but still BEHIND Tamil Nadu, Karnataka, Gujarat.
- Agriculture dependence: ~45% of workforce in agriculture (compared to ~45% nationally) — but services are growing.
6. Exam Focus
| Topic | Marks | Frequency |
|---|---|---|
| Different people, different goals | 2–3 marks | HIGH |
| Per capita income — definition + limitations | 3 marks | HIGH |
| HDI — components + India's rank | 3–5 marks | HIGH |
| IMR, literacy, net attendance ratio | 2 marks | Medium |
| Sustainable development | 3 marks | HIGH |
| AP development indicators | 2–3 marks | HIGH (state board) |
7. Quick Self-Test
Q1. Why do different people have DIFFERENT development goals? A. People's needs and aspirations vary based on their STATUS, income, gender, caste, region, and occupation. An industrialist wants profit, a labourer wants wages.
Q2. What is PER CAPITA INCOME and what is its LIMITATION? A. Total national income ÷ total population. Limitation: AVERAGE hides INEQUALITY. Does not show distribution.
Q3. What are the THREE components of HDI? A. (1) Health (life expectancy), (2) Education (mean + expected years of schooling), (3) Standard of living (GNI per capita).
Q4. Define SUSTAINABLE DEVELOPMENT. A. Development that meets present needs WITHOUT compromising future generations' ability to meet their own needs.
Q5. How does AP compare to India on IMR and literacy? A. IMR: AP (~23) is BETTER than India (~28). Literacy: AP (~67%) is BELOW national average (~75%).
Q6. State THREE non-income goals of development. A. Better health, education, dignity/respect (also: security, freedom, leisure, clean environment).
Q7. What is INFANT MORTALITY RATE and why is it important? A. Number of infants dying before age 1 per 1,000 live births. It is a SENSITIVE indicator of healthcare quality, maternal health, and access to clean water.
Q8. Can a country have HIGH per capita income but LOW HDI? Give an example. A. Yes. Some oil-rich countries (e.g., Saudi Arabia) have HIGH income but may have LOWER health/education indicators. HDI is BROADER than income alone.
8. Common Mistakes & Fixes
| Mistake | Fix |
|---|---|
| 'HDI = per capita income' | HDI = Income + Health + Education (composite). PCI is ONLY income. |
| 'Sustainable means NO development' | Sustainable means SMART development — meeting needs WITHOUT destroying future capacity. |
| 'IMR and literacy are part of HDI' | IMR is NOT part of HDI. HDI uses life expectancy (health), not IMR. |
| 'AP literacy is above national average' | AP literacy (~67%) is BELOW India (~75%). This is a critical area for improvement. |
| 'All people want the same thing' | Different people have CONFLICTING development goals. A factory owner wants cheap power; a farmer wants water for crops. |
