Left wing extremism has been a big challenge for India for many decades. Security forces like CRPF have conducted many operations.? But development is also needed in these areas. Roads, schools and hospitals should be built. Tribal people should be given their rights. If development happens, extremism will end automatically. Left wing extremism started from Naxalbari in West Bengal in 1967 and later spread to the tribal belt of central India. The affected districts are among the poorest in the country and many of them have very little administrative presence. Land alienation, displacement because of mining projects and the failure to deliver basic services created anger among tribal people, and the extremists used this anger to build a base. Security forces have improved through better intelligence, joint operations, specialised training and modern equipment, and the number of violent incidents has come down over the last few years. Surrender and rehabilitation policies have brought many cadres back into the mainstream. But if the same conditions remain, recruitment will continue and the problem will return in another form after some years. Police stations, mobile towers, banks and fair price shops have to reach these areas along with the forces. Local youth should be taken into the police so that the administration is not seen as an outsider, and cases against innocent villagers should be reviewed.

Then three developed sections — the security instrument and its limits, the governance deficit that sustains recruitment, and the sequencing question.
