The Gentlemen's Agreement was signed in 1956 before the formation of Andhra Pradesh. It gave safeguards to Telangana region in jobs, education and funds. But these safeguards were not implemented properly. This led to agitation and later the demand for a separate state.? Before 1956 Telangana was part of the Hyderabad State while Andhra came from the Madras Presidency, and the two regions were at different levels in education, irrigation and employment. Leaders from Telangana were not fully in favour of the merger and the agreement was signed to remove their fear before the States Reorganisation Act was implemented. It provided for a share in development expenditure, for preference to local people in government employment and for a Deputy Chief Minister from the region if the Chief Minister came from the other.
