Question 1

What distinguishes an optional answer from a General Studies answer on the same administrative institution? (150 words)

Accepted Answer

**General Studies asks what the institution is and what is wrong with it. The optional asks why it takes the form it does** and what the discipline's analysis says about that form.

**The concrete difference**, on the District Collector. A GS answer describes the office's evolution, its current functions and the overload argument. The optional answer gives the **structural explanation**: the office was designed as a **revenue and law-and-order** post concentrating magisterial, revenue and general administrative authority in one official because the colonial state required a single point of control in the district; independence **added development functions without removing the others and without altering the design**; the overload is therefore the predictable consequence of loading a coordination-by-single-authority design with functions requiring technical specialisation; and the reform proposals attack the **design** rather than the workload.

**The operational rule**: never state an administrative problem without stating the design feature that produces it. A problem with no structural explanation attached is a General Studies observation, and it is scored as one.

Question 2

Why does Paper I require attribution, and what does an attributed answer contain? (150 words)

Accepted Answer

Paper I is **administrative theory**, and a proposition in theory **belongs to somebody, was advanced against something, and has been criticised on identifiable grounds**. An answer giving the proposition without those three is offering an opinion in the discipline's vocabulary.

**The four components** an attributed treatment contains: the **author**; the **target** — what the position was advanced against; the **mechanism** — what it claims causes what; and the **critique** — the established objections.

**Worked on bureaucracy.** **Weber's** ideal type specifies hierarchy, written rules, functional specialisation, impersonality, appointment on qualification and a career with fixed remuneration; its claim is **technical superiority** in precision, speed, consistency and predictability, as rational-legal authority in institutional form. Its critique runs through **Merton** on trained incapacity and goal displacement, **Selznick** on the unintended consequences of delegation, **Gouldner** on punishment-centred bureaucracy, and **Crozier** on a system that cannot learn from error because information about error cannot travel upward.

**Why the target matters most**: a thinker whose target you cannot state is one you have memorised rather than understood, and the difference is visible in the answer.

Question 3

Identify the three registers of Public Administration questions and how each is answered.

Accepted Answer

Misidentifying the register is a common and expensive error, because each demands different content.

**The theoretical question** — about a concept, a thinker or a school. Answered with the **proposition, its origin, its mechanism and its critique**. Data is largely irrelevant; attribution is everything. A question on Simon's decision theory wants the attack on the classical principles as contradictory proverbs, bounded rationality, satisficing, and the fact-value distinction with its critique — not a description of how decisions are made in government.

**The institutional question** — about an Indian institution such as the Cabinet Secretariat, the Finance Commission, the CAG or a regulatory commission. Answered with the **constitutional or statutory basis, the design logic, the actual working against the design, and the identified gap**. The discipline's specific contribution here is the design logic: why the institution was given the powers it has, what problem that solved, and what it cost. The CAG audits after the event and reports to the legislature rather than intervening before expenditure — a choice preserving executive freedom of action at the price of preventing loss. Naming that cost is what makes the answer analytical.

**The reform question** — what should be done. Answered with a **diagnosis before a prescription**, and this is the register handled worst.

**The reform discipline**, which is the paper's most transferable skill: a proposal that does not identify the mechanism producing the problem is a wish. If field officials do not respond to citizen complaints, the remedy depends on **why** — no consequence gives accountability; no authority gives delegation; no resources gives allocation; no complaint reaching them gives the channel. Four remedies for one problem, and only the diagnosis chooses between them. An answer recommending all four signals that it does not know which is operative.

**The cross-cutting rule**: read the **directive** as carefully as the topic. The same subject set as describe, examine, critically examine and comment requires four different answers, and the commonest loss in this paper is a well-informed answer to a question that was not asked.

Question 4

How should the record of Indian administrative reform commissions be used in an answer?

Accepted Answer

**Not as a list.** Candidates typically hold the committees and their recommendations and reproduce them whenever a reform question appears, which is worth very little.

**The record is evidence about implementation**, and the most examinable fact about it is an asymmetry: the **diagnosis has been remarkably stable across decades** while implementation has been highly uneven. The reports agree on overload of the generalist administrator, the absence of specialisation, weak performance-based accountability, the gap between the responsibility and the authority of field officials, and incomplete devolution to local bodies. The outcomes vary enormously.

**The analytically valuable question is therefore not what was recommended but which recommendations were implemented and why**, and the pattern is identifiable.

Recommendations creating a **right or entitlement enforceable by an interested party** have generally been implemented. The right to information is the clearest case: it is claimed by citizens who have an interest in claiming it, and it is enforceable through a commission, so its delivery does not depend on any administrator choosing to comply.

Recommendations requiring an **administration to surrender discretion**, or an established interest to accept a loss, have generally not been. Police reform, the separation of the investigative from the law-and-order function, lateral entry at scale, and performance-linked consequences for civil servants all fall here, and they have all been recommended repeatedly.

**Why the distinction holds** is structural rather than a matter of will: an enforceable entitlement recruits a party with an interest in enforcing it and provides a forum; a surrender of discretion depends on the party losing the discretion to effect it, and nothing compels that.

**Its use in answers**: the distinction converts a list into an argument and applies to almost any reform question in either paper. It also generalises — it is the same mechanism as the constitutional amendment that made local elections mandatory and left the transfer of functions to state discretion, producing uniform elections and uneven devolution.

**The reform implication that follows**: propose instruments that **vest authority or create a claim directly**, rather than instruments directing an authority to transfer what it holds.

Question 5

Set out the architecture of 10, 15 and 20 mark answers in this optional.

Accepted Answer

**The 10-mark answer (150 words).** One line locating or defining the concept. Two or three short paragraphs, each carrying one point with its mechanism and attribution. One line of assessment. No headings at this length — they consume space the content needs.

**The 15-mark answer (250 words).** Framing; a body organised by the **question's own terms** rather than by an imported template; a critique or counter-position wherever the directive invites one; a one-line assessment. Use **bolded lead-ins** instead of headings, which guide the examiner without consuming lines.

**The 20-mark answer (250 to 300 words at the paper's realistic pace).** Framing; three or four substantive sections with visible structure; the **theoretical attribution** where the question is theoretical or the **design logic** where it is institutional; the critique; and an assessment that takes a position.

**On the introduction.** Do not open with a textbook definition unless one is asked for. Open with the **structural fact the answer will use** — that the office combines functions designed for different purposes, that the amendment made one thing mandatory and another discretionary, that the theory was advanced against a specific claim. That single sentence tells the examiner the answer has an argument.

**On the conclusion.** Take a position and give the reason in the same sentence. A conclusion recommending a multi-stakeholder approach to strengthening the institution is worth nothing; one stating that the mechanism has worked where authority was vested directly and failed where it was left to administrative transfer is worth its line.

**On diagrams.** This is not a diagram-heavy subject, but three or four earn their space: an organisation chart for a structural question, a flow diagram for the budget cycle or the policy process, and a simple typology grid for a comparison. Draw only where it **replaces** prose.

**On coverage.** Both papers are attemptable in full by a prepared candidate, and an unattempted question is a certain zero against an attempted one's partial credit. Allocate time by marks and hold the allocation.

Question 6

What does Paper II require that a General Studies preparation does not supply?

Accepted Answer

Six things, each invisible in a GS preparation.

**The colonial inheritance as explanation rather than preamble.** Indian administration's characteristic features — the generalist at the head of the district, the elite service as a steel frame, the primacy of revenue and law and order, the secretariat-directorate distinction, control through the file — are inherited from a state whose purpose was **extraction and order**. The post-independence state added **development functions to the same machinery** without redesigning it, and almost every persistent administrative problem traces to that addition. Saying so converts description into explanation.

**Institutions as design choices with costs.** The **CAG** audits after the event and reports to the legislature rather than intervening before expenditure, preserving executive freedom of action at the cost of preventing loss. The **Finance Commission** makes periodic recommendations from a constitutional position, insulating vertical transfers from year-to-year politics. **Regulatory commissions** are given independence from the ministry, protecting consistency at the cost of a weakened line of political accountability. Naming the cost is what makes the answer analytical.

**Accountability mechanisms compared by what each can reach.** Legislative control works through questions, debates, financial committees and the budget, and is limited by acting after the fact and depending on parliamentary time. Judicial control reaches legality and procedure and cannot easily reach policy merits or implementation quality. Executive control is continuous and internal — control of the administration by the administration. Citizen mechanisms reach the **point of delivery**, which none of the others can, and are limited by depending on a capacity that is lowest where delivery is worst. That comparison, not a description of each, is the answer.

**Local government assessed on the transfer of functions.** The constitutional amendments made **elections mandatory** and left **functions, funds and functionaries to state discretion** — producing regular elections and enormously uneven devolution. This is the most transferable finding in Indian local government and it generalises to reform generally.

**Financial administration as a control system**, not an accounting document: the cycle of formulation, authorisation, execution and audit, with the point of control at each stage and the identified weaknesses — compressed legislative scrutiny, the guillotine, the limits of after-the-event audit, unspent allocations and the end-of-year rush.

**Values and ethics answered analytically**, not piously. The **neutrality debate**: neutrality protects continuity and equal service to successive governments; activism claims that implementing without objection is complicity. The working position is **advice without fear before the decision and implementation without sabotage after it** — with the boundary unstable, which is precisely why it is an examination question.

Question 7

What is examined in comparative public administration and development administration, and how should each be answered?

Accepted Answer

Both are theory units where candidates typically reproduce terminology, and both are examined for **mechanism and critique**.

**Comparative public administration.**

**What is examined first** is the **ecological approach** — the proposition that administrative systems are shaped by their historical, social, economic and political environment, so a structure transplanted from one setting does not behave as it did in the original. This is the field's founding claim, and it was advanced against the assumption that administrative principles are universal.

**Riggs's models** are the examined content. The **agraria-industria** contrast sets out ideal types of traditional and modern administrative systems. The **prismatic society** is the transitional form, and its three concepts must be **usable rather than nameable**: **formalism** is the gap between what is prescribed and what is practised, so law and behaviour diverge systematically; **heterogeneity** is the coexistence of very different systems within one polity, so a modern secretariat and a customary local order operate simultaneously; **overlapping** is the intrusion of ascriptive, familial and communal considerations into formally rational structures, so the formal organisation is penetrated by the social one.

Applied to India, these explain why the same statute produces different administration in different districts, why formal rules on transfer and posting coexist with informal influence, and why an accountability mechanism designed on the assumption of impersonal administration underperforms.

**The critique is examined equally and must be given**: the models are **descriptive rather than predictive**, generating few testable propositions; the ecological approach explains everything after the fact and forecasts nothing; the categories are constructed from a **Western developmental endpoint**, so the transitional society is defined by what it is not; and the field lost momentum precisely because of the first objection.

**Development administration.**

**What is examined is the movement in the concept itself**, and an answer tracing it is answering the question, while one describing what development administration does is not.

**The early formulation** treated development as a technical and administrative problem: the state as agent, the administrator as mobiliser, and **administrative capacity** as the binding constraint. Its prescription was capacity-building, planning machinery and a development-oriented bureaucracy.

**The changing profile** followed the accumulating evidence that programmes delivered through existing structures were **captured by those structures**, and that capacity was not the only constraint. The emphasis moved to participation, decentralisation and beneficiary involvement.

**The anti-development thesis** attacks the premise rather than the delivery: it argues that development as conventionally defined displaced functioning arrangements, imposed a single model derived from one historical experience, and served the interests of those administering it. It is examined as a **critique to be stated and assessed**, not endorsed — its force is in identifying the unexamined assumption; its weakness is in offering little to populations who want the services development promises.

**The strong state versus market debate** shifted the question from whether the state **could** deliver development to whether it **should be the deliverer**. The market case rests on public choice arguments about bureaucratic incentives and on the informational limits of central allocation; the state case rests on public goods, externalities, distributional objectives and the observation that the successful late developers had strong states.

**The impact of liberalisation** on administration in developing countries is the concrete form: the state's role shifted from producer to **regulator, enabler and guarantor**, which required capacities it did not have — regulatory expertise, contract management, and the ability to hold private providers accountable — and left the accountability question harder, since a service delivered by a contracted provider has a longer and less visible chain of responsibility.

**Bureaucracy and development** is the connecting question, and the honest answer holds both findings: the Weberian features — merit recruitment, rule-boundedness, security of tenure — are **positively associated** with state capacity and with restraining corruption, while the same features produce rigidity and poor responsiveness in the delivery functions development requires. The resolution in practice has been to retain the classical form for the **regulatory and rule-applying** functions and to seek different arrangements — decentralisation, autonomous agencies, community delivery, mission mode — for the **developmental** ones, which is why the Indian administrative landscape contains both.

**Women and development** is named in the syllabus and is answered through the shift from **welfare to empowerment** — from treating women as beneficiaries of provision to treating them as agents with independent resource claims — with the **self-help group movement** as the examined case: its mechanism is group liability substituting for collateral, its documented effects are on savings, credit access and collective bargaining, and its limitations are on the scale of the credit, the concentration of benefits among the less poor within the group, and the substitution of group formation for the wider entitlements the model does not deliver.

Question 8

How should preparation for this optional be organised, and what should be avoided?

Accepted Answer

The syllabus is large and the examined core is much smaller, so the commonest failure is **breadth without retention**.

**Paper I.** One standard text on administrative theory, read for **positions and critiques** rather than for coverage, plus a text on Indian public administration for the institutional material.

The syllabus **names the theorists explicitly**, which is unusual and should be exploited: prepare each named thinker as a single page containing the **target** — what the position was advanced against; the **proposition**; the **mechanism** — what it claims causes what; and the **critique**. That page is the examinable unit, and a thinker whose target you cannot state is one you have memorised rather than understood.

**Paper II.** The constitutional provisions; the reform commission reports read **selectively for their diagnosis** rather than exhaustively for their recommendations; and current administrative developments — restructuring, new bodies, significant reports — followed at the level of **what changed and why**, not at the level of detail.

**What to avoid.**

**Accumulating multiple books on the same theorist**, which adds pages without adding examinable content, since the target-proposition-mechanism-critique structure is stable across sources.

**Reading commission reports in full.** Their recommendations are numerous and largely unimplemented; their **diagnosis** is stable and is what an answer uses.

**Maintaining separate notes for the optional and GS2** on the shared Indian administration material. Keep **one** set and hold the structural explanations in it — they are what the optional requires, and GS2 answers are improved rather than harmed by carrying them.

**Answer practice**, which matters more here than additional reading. Practise **against the directive** rather than against the topic: the same subject set as describe, examine, critically examine and comment requires four different answers, and a well-informed answer to a question that was not asked is the paper's commonest avoidable loss.

**The demonstration effect.** Bringing the theoretical content into an institutional question — the neutrality debate into a civil services answer, the design logic into a district administration answer, the mandatory-versus-discretionary mechanism into a local government answer — signals to the examiner that this is an optional paper rather than a General Studies one. That signal is worth marks in itself, because it is what the examiner is checking for.
