Only by separating the two could administration claim to be a distinct science with its own principles, so the dichotomy was not an incidental assumption but the **foundation of the field's independence**.

**Its descriptive failure.** Empirical study showed administrators making **value choices continuously** — in rule-making, in the exercise of discretion, and in allocating scarce enforcement capacity. Policy is shaped in implementation, and the administrator's advice shapes it before that. As a description of what administrators do, the dichotomy is false.

**Its normative survival**, which must be stated. As a claim about what administrators **should** confine themselves to — implementing the elected government's policy rather than substituting their own preferences — the dichotomy remains the basis of civil service neutrality and of the accountability chain running from the citizen through the legislature and the minister to the official. **Selznick — unintended consequences of delegation.** Delegation produces subunit specialisation, specialisation produces **divergent subunit goals**, and divergent goals produce decisions serving the subunit against the organisation. His **cooptation** concept is the associated finding: an organisation absorbs external elements into its leadership or policy structure to avert threats to stability, and the price is that it is changed by what it absorbs.

**Gouldner — the varieties of rule.** **Mock** bureaucracy, where rules are imposed from outside and enforced by neither party; **representative** bureaucracy, where rules are supported by both and enforcement is legitimate; and **punishment-centred** bureaucracy, where rules are imposed by one party on the other, generating tension and further rules. The finding is that the **same formal structure produces different behaviour** depending on how the rules were arrived at — which shows that Weber's structural specification underdetermines conduct.

He called them **proverbs**: each plausible, each with a plausible opposite, none falsifiable. **The positive theory.** **Decision-making is the heart of administration**, so administrative theory must be a theory of how organisations make and shape decisions.

**Bounded rationality**: the comprehensive model — all alternatives, all consequences, a complete preference ordering — is impossible, because knowledge is incomplete, consequences are anticipated imperfectly, and only a few possible alternatives come to mind. **Administrative man** therefore **satisfices**, searching until an alternative meets his aspiration level and stopping, where economic man maximises.

**The organisational payoff**, which is the theory's most useful part: the organisation's function is to **structure the decision environment** of its members — supplying premises, channelling information, training, allocating attention, and establishing the vocabulary in which problems are stated. Behaviour is therefore controlled through **decision premises** rather than through instruction, which explains why organisations produce consistent decisions without anyone issuing them.

**Fact and value**: every decision has a **factual** component testable against evidence and a **value** component that is not, and administrative science can address the first.

**Programmed and non-programmed decisions**: repetitive decisions handled by established procedure against novel ones requiring judgement, with organisation theory concerned to convert the second into the first where possible.

**The critique**: the theory **describes without prescribing**, offering no account of a good decision; satisficing does not specify when aspiration levels shift; the **fact-value distinction is unsustainable operationally**, since judgements about consequences are made under value-laden descriptions of the problem; and the reduction of administration to decision loses the political dimension New Public Administration insisted on.

**Significance.** Simon permanently removed the possibility of a **principles-based** administrative science and redirected the discipline toward empirical study of behaviour. An organisation can be effective and inefficient — achieving its purpose while exhausting its members' willingness — and it will not survive, which is why the pair is a survival condition rather than a performance measure.

**The acceptance theory of authority**, his most examined contribution. Authority rests on the **acceptance of a communication by the person addressed**, not on the sender's position. Four conditions must hold for acceptance: the person **understands** the communication; believes it **consistent with the organisation's purpose**; believes it **compatible with their own interest**; and is **able to comply**. The **zone of indifference** is the range within which orders are accepted without conscious question, and inducements widen it.

**Why this matters practically**: it relocates the problem of authority from the design of the hierarchy to the **management of acceptance**, and it explains why formally valid orders that fail any of the four conditions are not executed regardless of the sender's rank.

**The executive functions**: maintaining the system of **communication**; securing **essential services** from individuals; and formulating **purpose and objectives**. To these he adds the **moral** dimension — the executive creates moral codes for others and resolves conflicts among the codes the organisation generates, which is Barnard's distinctive claim about leadership as moral creativity.

**Constructive conflict**, her best-known contribution. Conflict is **difference**, not warfare, and is inevitable wherever people work together, so the question is how it is resolved. Three modes: **domination**, in which one side prevails, which is quick and stores resentment; **compromise**, in which both give something up, which is stable and leaves both wanting what they surrendered; and **integration**, in which the underlying desires of both are examined and a solution is found that **neither party had at the outset** and to which neither has to surrender.

**How integration works**: bring the difference into the open, break the demands into their constituent parts to find where they actually conflict, and identify the interest behind each stated position — since the stated positions may be incompatible while the interests behind them are not. This is a direct anticipation of interest-based negotiation.

**The law of the situation**, her second major idea. Orders should be **depersonalised**, so that both parties take direction from **what the situation requires** rather than one taking direction from the other. Its effect is to remove the element of personal subordination from the giving of orders, which she treats as the chief cause of resistance to them.

**Power-with rather than power-over**: coercive power exercised over others against **jointly developed** power exercised with them, with the claim that the second is both larger and more stable.

**Circular response**: the parties in an interaction are **changed by the interaction**, so behaviour cannot be explained by stimulus and response alone. This underlies her insistence that organisation is a relational process rather than a fixed structure.

**The giving of orders** as a **psychological problem**: an order is effective only if the attitudes required to carry it out have been prepared, so the manner and preparation of an order are part of the order.

**Assessment.** Follett anticipates a remarkable amount: the human relations findings on the social dimension of work, participative management, interest-based negotiation, and the contemporary treatment of conflict as a resource. Her weaknesses are equally clear — the propositions are **not operationalised**, integration is described without a procedure for arriving at it reliably, and the framework **assumes goodwill** and a genuine possibility of shared interest, which is unavailable where the conflict is genuinely distributive and one party's gain is the other's loss. Her standing has risen precisely because the questions she raised — how authority is legitimated and how difference is made productive — outlived the structural questions her contemporaries were asking.

**The target**: the assumption inherited from scientific management that **physical conditions and financial incentives** determine output.

**The mechanism of the finding**, which should be stated because it is what makes the conclusion credible. Successive experiments varied illumination and other physical conditions and found output rising under **improvement and under reversal alike**, which meant the physical variable could not be the cause. The interpretation offered was that output responded to the **attention paid to the workers**, to their having become a distinct group with an identity, and to the altered supervisory relationship in which they were consulted rather than directed.

**The propositions established.** Output is set by **social norms** rather than by physiological capacity. Workers act as **members of groups** rather than as isolated individuals. **Informal organisation** exists alongside the formal one and enforces its own norms — including the restriction of output against both rate-busters and chisellers, which shows the norm operating in both directions. **Non-economic rewards** — recognition, security, belonging — affect satisfaction and behaviour. And **supervisory style**, together with the opportunity to be heard, matters independently of what is finally decided.

**The critiques**, which the directive requires. It was charged with being a **cow sociology** resting on the unsupported assumption that a contented worker is a productive one — an assumption the later evidence does not sustain. It was charged with a **pro-management bias** that treated worker resistance as a communication failure rather than as a conflict of interest. It **ignored the union** and the structural conflict over the wage, treating the workplace as a closed social system. And the experiments themselves have been criticised for small numbers, changed personnel and interpretation loose enough to accommodate the results.

**Significance for public administration**, which is where the answer must land rather than stopping at the industrial setting.

It **moved the unit of analysis** from the individual position to the group, and opened the entire behavioural tradition — motivation, leadership, communication and group dynamics — that constitutes the administrative behaviour unit of the syllabus.

It established the **informal organisation** as a permanent object of administrative analysis, which is directly usable: an administrative reform that alters formal structure without regard to the informal norms enforcing existing practice will be absorbed rather than implemented.

It supplies the theoretical basis for **participative management**, later developed by McGregor, Likert and Argyris, and for the consultative machinery in personnel administration.

**Its limits in the public setting** should be noted: the school's prescriptions assume discretion at the operating level and stable group membership, both of which are weakened in administrations with frequent transfer and rule-bound roles — which is why its influence on public personnel practice has been smaller than its influence on the discipline's theory.

Examine the contributions of McGregor, Likert and Argyris to participative management.

**The shared target**: the classical assumption that the organisation's requirements and the individual's needs are **unrelated**, so that the structure can be designed without reference to what it does to those inside it.

**McGregor.** **Theory X and Theory Y are assumptions managers hold**, not types of worker — the distinction is the point of the argument and is frequently lost.

**Theory X** assumes the average person dislikes work and avoids it; must therefore be coerced, controlled, directed and threatened with punishment; and prefers direction, avoids responsibility, has little ambition and wants security above all.

**Theory Y** assumes that the expenditure of physical and mental effort is as natural as rest or play; that people exercise **self-direction** toward objectives to which they are committed; that commitment is a function of the **rewards associated with achievement**, of which the satisfaction of ego and self-actualisation needs is the most significant; that people learn to accept and to seek responsibility; that imagination and ingenuity are **widely** rather than narrowly distributed; and that the intellectual potential of the average person is only partly used.

**The argument's force** is that the assumptions are **self-confirming**: Theory X management produces passive, dependent, resistant behaviour, which is then cited as evidence for Theory X. Changing the outcome requires changing the assumption first.

**Likert.** Four **systems** of management: **exploitative authoritative**, where decisions are imposed and motivation is fear; **benevolent authoritative**, paternalistic with limited upward communication; **consultative**, where subordinates are consulted before decisions taken above; and **participative group**, where decision-making is distributed, communication runs in all directions, and motivation comes from participation in goal-setting. He claims the fourth produces the best long-run performance.

His mechanisms: the **linking pin**, in which every supervisor is simultaneously a member of two groups and connects them, so the organisation is a set of overlapping groups rather than a chain of individuals; and **supportive relationships**, requiring every interaction to support the subordinate's sense of personal worth.

**Argyris.** The **immaturity-maturity** continuum: individuals develop from passivity to activity, dependence to relative independence, few behaviours to many, shallow to deeper interests, short to long time perspective, subordinate to equal or superior position, and lack of self-awareness to self-awareness and control.

The **incongruence thesis**: formal organisation — task specialisation, chain of command, unity of direction, span of control — requires the properties of the **immature** end and therefore keeps adults there. The resulting frustration, failure and conflict produce predictable adaptations: withdrawal and apathy, aggression, defensive informal groups, or an emphasis on material reward as compensation for work that offers nothing else.

His prescriptions: **job enlargement**, **participative and reality-centred leadership**, and the redesign of work to permit the exercise of adult capacities. His concept of **pseudo-participation** — consultation whose outcome is predetermined — is his own warning against the misuse of the prescription.

**The common critique.** The participative prescription assumes conditions frequently absent in public organisations: **stable group membership**, which frequent transfer destroys; **discretion at the operating level**, which rule-bound roles restrict; and **congruent goals**, which a rule-applying agency does not have with its clientele. The empirical link between satisfaction and productivity is **weak**. And participation can operate as a **technique of manipulation** rather than of genuine influence, which is Argyris's own concern.

**Assessment**: the three share a diagnosis stronger than their prescription. That formal structures shape behaviour and can produce the conduct they assume is well supported; that participative management reliably produces better performance across settings is not, and the contingency literature's finding that structure should follow situation is the more defensible position.

Examine the content and process theories of motivation and their applicability to public administration.

**The distinction**, which should open the answer because it organises everything after it: **content** theories specify **what** motivates — the needs or factors that drive behaviour; **process** theories specify **how** motivation operates — the cognitive mechanism converting a want into effort. The content theories are the better known and the more weakly supported; the process theories are the better supported and the more useful diagnostically.

**Content theories.**

**Maslow's hierarchy**: physiological, safety, social, esteem and self-actualisation, with a satisfied need ceasing to motivate and the next emerging. *Critique*: the strict hierarchy is not empirically supported, the categories are not independent, self-actualisation is not operationally defined, and the ordering reflects a particular cultural setting.

**Herzberg's two-factor theory**: **hygiene** factors — policy and administration, supervision, working conditions, salary, interpersonal relations, security — whose **absence causes dissatisfaction** and whose presence does not cause satisfaction; and **motivators** — achievement, recognition, the work itself, responsibility, advancement, growth — which cause satisfaction. Satisfaction and dissatisfaction are therefore on **separate continua** rather than at two ends of one. Prescription: **job enrichment**. *Critique*: the finding may be an artefact of the **critical-incident method**, since people attribute successes to themselves and failures to circumstances, which would generate exactly this pattern regardless of the underlying truth.

**McClelland's needs** for **achievement**, **affiliation** and **power**, with the achievement need learnable and the power need having a **personal** form, which is self-aggrandising, and an **institutional** form, which is directed at organisational goals — the second being the one associated with effective management.

**Alderfer's ERG** — existence, relatedness, growth — collapsing Maslow's five into three and adding **frustration-regression**: blocked satisfaction at a higher level **intensifies demand at a lower one**. This is the mechanism absent from Maslow and it has direct explanatory value in public services, where blocked advancement predictably expresses itself as intensified pressure on pay and allowances.

**Process theories.**

**Vroom's expectancy theory**: motivation is the product of **expectancy** — the belief that effort will produce performance; **instrumentality** — the belief that performance will produce outcomes; and **valence** — the value placed on those outcomes. Because the three **multiply**, any one at zero produces no motivation.

This is the single most useful diagnostic in the unit. It explains why a valued reward fails to motivate where the performance-reward link is not believed, why raising rewards achieves nothing where officials doubt that effort changes outcomes, and why performance pay in a service with seniority-based promotion typically fails on **instrumentality** rather than on valence.

**Adams's equity theory**: individuals compare their ratio of **outcomes to inputs** against a referent, and perceived inequity produces adjustment — of effort, of outcomes sought, of the referent chosen, or of the perception itself. It explains dissatisfaction in public services where pay is fixed by rule and the salient comparison is with an outside referent whose earnings the rule cannot match.

**Locke's goal-setting theory**: **specific and difficult goals, if accepted, produce higher performance** than vague or easy ones, provided feedback is supplied. It is the **best empirically supported** of the motivation theories and is the theoretical basis of performance agreements and outcome targets.

**Applicability to public administration**, which is the answer's second half and where most candidates stop short.

**What constrains application.** Pay is set by **uniform service rules**, so the outcome side of expectancy and equity is largely fixed and unavailable as a lever. Promotion is substantially **seniority-influenced**, which weakens instrumentality directly. **Transfer** is frequent, shortening the horizon over which any goal can be pursued. **What is available.** **Job enrichment** and the design of work, since responsibility and the nature of the task are within administrative control where pay is not. **Recognition**, which is unconstrained by service rules. **Goal clarity**, which is the lowest-cost intervention with the best evidence behind it. And **public service motivation** — the finding that public employees are disproportionately motivated by service to others and by the significance of the work — which is both a resource to be used and the strongest empirical **counter to the public choice assumption** that the bureaucrat is a self-interested maximiser.

**The warning that follows from the theories themselves**: performance-linked pay imported from private management typically fails on **instrumentality** where promotion is rule-bound, and where it succeeds on measured tasks it displaces unmeasured ones — which is Locke's specificity requirement and the New Public Management measurement critique arriving at the same conclusion from opposite directions.

**Traditional approaches.**

**Trait theory** sought the personal qualities distinguishing leaders from non-leaders and failed to produce a stable list, because the traits found in one setting did not transfer to another. Contemporary work recovers a modest set — including drive, integrity and cognitive ability — with weak predictive power. Its lasting failure is instructive: it looked for the leader's properties and ignored the situation.

**Behavioural theory** shifted from what leaders **are** to what they **do**, and identified two largely independent dimensions: concern for the **task**, variously called initiating structure, and concern for **people**, called consideration. The managerial grid is its practical form. Its limit is that no single combination proved best across settings, which is what opened the contingency approaches.

**Contingency approaches.**

**Fiedler**: the effective style depends on **situational favourableness**, determined by leader-member relations, task structure and position power. **Task-oriented** leaders perform better at both extremes of favourableness; **relationship-oriented** leaders perform better in the middle range. His distinctive and contested claim is that style is relatively **fixed**, so the situation should be matched to the leader rather than the leader trained to the situation.

**Hersey and Blanchard**: style should match **follower readiness** — directing, coaching, supporting and delegating as ability and willingness increase. Its appeal is practical and its empirical support is modest.

**House's path-goal theory**: the leader's function is to **clarify the path** to valued goals and to supply what the environment does not — directive behaviour where the task is ambiguous, supportive where it is stressful, participative where subordinates have relevant knowledge, and achievement-oriented where they can be stretched. It is built on expectancy theory and is the best integrated of the contingency models.

**Transactional and transformational leadership.** **Transactional** leadership exchanges rewards for performance and manages by exception, intervening when standards are not met. **Transformational** leadership raises followers' awareness of the importance of outcomes and induces them to transcend self-interest, working through **idealised influence**, **inspirational motivation**, **intellectual stimulation** and **individualised consideration**. The evidence supports the claim that transformational behaviours add to transactional ones rather than replacing them.

**Relevance to administrative leadership**, which must be answered specifically rather than by assuming transferability.

**Goals are set elsewhere.** Political direction supplies the objectives, so the administrative leader's discretion runs over **means** rather than ends. Transformational leadership's core act — articulating a vision that transcends self-interest — is therefore constrained, and where an administrator does supply the vision, it raises the neutrality question.

**Tenure is short and interrupted.** Frequent transfer shortens the horizon over which any leadership strategy can operate, which favours transactional behaviour and penalises the slower work of building commitment.

**Incentives are unavailable.** Pay, promotion and disciplinary consequences are governed by service rules the leader does not control, which removes the transactional lever the theories assume.

**What is left**, and it is substantial: **expertise**, which is the resource a rule-bound organisation genuinely responds to; **information and its framing**, since defining what the problem is largely determines what will be done about it; **coalition-building** across departments, since most administrative outcomes require cooperation from units outside the leader's authority; and **protection of subordinates**, which in a risk-averse administration is the most valued thing a superior can supply and buys more discretionary effort than any incentive available under the rules.

**Assessment**: the contingency finding transfers well — administrative situations vary and no single style fits — while the transformational model transfers only partially, because it presupposes control over goals that the administrative leader does not have. Path-goal theory is the most usable in the administrative setting precisely because it defines leadership as **supplying what the situation lacks**, which is a description of the administrative leader's actual work.

Question 11

Compare the rational, incremental and mixed-scanning models of decision-making and assess their fit with Indian administration.

Accepted Answer

**The rational-comprehensive model.** Define the problem; identify **all** alternatives; evaluate **all** consequences against a complete and consistent preference ordering; select the maximising alternative. Ends are settled first and means chosen to serve them.

*Status*: a **benchmark**, not a description. Simon's **bounded rationality** establishes why it is unattainable — knowledge is incomplete, consequences are anticipated imperfectly, and only a few alternatives ever come to mind — so administrative man **satisfices**, stopping at the first alternative that meets his aspiration level.

**Incrementalism — Lindblom's successive limited comparisons.** Its propositions, each a direct denial of a rational-model requirement: policy proceeds by **small changes from the status quo**, so only alternatives differing marginally from existing policy are considered; **means and ends are chosen together** rather than ends first, because the choice of policy and the choice of objective are the same act; the test of a good decision is **agreement among analysts** rather than demonstrated correspondence to an objective, since there is no agreed objective to test against; and analysis is **drastically limited**, with important alternatives and consequences deliberately ignored.

*Its defence*: limited change permits **correction**, since errors are small and reversible; it economises on analysis, which is costly; and it is achievable, which the rational model is not. **Partisan mutual adjustment** is the associated concept — coordination achieved through the interaction of many partisans pursuing their own interests rather than by central direction, with the claim that this produces better outcomes than comprehensive planning because it mobilises dispersed information.

*Its critique*: it is **conservative by construction**, since only marginal departures are considered; it **cannot address** problems requiring departure from the status quo, which includes most structural reform; it **legitimates the existing distribution of influence**, because partisan mutual adjustment weights participants by their existing power; and it offers no account of how a genuinely new policy ever originates.

**Mixed scanning — Etzioni's synthesis.** **Fundamental** decisions are taken with **broad scanning** of the whole field, at low detail, to identify where a change of direction is needed; **incremental** decisions are then taken in detail **within the frame** the fundamental ones set. The camera analogy is his own: a wide-angle survey to locate what deserves attention, followed by close examination of that portion.

*Its claim*: to combine rationalism's capacity for major change with incrementalism's realism about analytical limits.

*Its critique*: it supplies **no criterion** for deciding which decisions are fundamental, which is exactly the judgement the model needs to make; and in practice the distinction is drawn after the event.

**A fourth worth naming**: the **garbage can** model of organised anarchy, in which problems, solutions, participants and choice opportunities flow independently and a decision occurs when they coincide — descriptively useful where technology is unclear, participation fluid and preferences problematic, which describes some inter-ministerial decision-making better than any of the above.

**Fit with Indian administration.**

**Incrementalism describes the routine well.** Budgeting proceeds substantially from the previous year's base with marginal adjustment; scheme design modifies existing schemes; and administrative practice changes through amendment of existing rules. The reasons are structural: **annual budgeting** builds the base in, the **file system** proceeds by reference to precedent, and **coalition and federal politics** make partisan mutual adjustment the actual mode of coordination.

**Where incrementalism fails as a description**, and the answer must give these: constitutional amendments transferring functions to local bodies, the restructuring of planning machinery, the introduction of a unified indirect tax and the recognition of new statutory rights are **not** marginal departures. Indian policy does contain discontinuities, and they cluster where a **political opening** coincides with an established diagnosis — which is closer to a punctuated pattern than to either pure model.

**Where the rational model has a real role**: not as a description of choice, but as the **required form of justification**. Appraisal notes, impact assessments, cost-benefit exercises and evaluation reports are the rational model operating as the language in which incrementally reached decisions must be defended — which is a genuine function, since it forces the consideration of consequences that the incremental process would otherwise skip.

**Assessment.** No single model describes Indian administrative decision-making, and the useful position is that each captures a different part: **incrementalism** describes the routine and explains the persistence of policy; **mixed scanning** describes the pattern where major departures occur, though it does not predict when; and the **rational model** operates less as a decision procedure than as an **accountability requirement**. The practically important finding is incrementalism's own conservative bias — where a problem's cause is structural, marginal adjustment produces continuous activity and no resolution, which describes several recurring items on the reform agenda exactly.

Question 12

Examine systems and contingency approaches to organisation.

Accepted Answer

**Systems theory.** The organisation as an **open system** exchanging with an environment, against the classical assumption of a closed structure whose surroundings could be ignored.

**Its elements**: **inputs** of resources, people, information and legitimacy; **throughput**, the conversion process; **outputs** of goods, services and decisions; **feedback**, by which output information re-enters as input; and the **boundary** that separates system from environment and across which exchange is regulated.

**Its distinctive concepts**: **equifinality**, the reaching of the same end state from different initial conditions by different paths, which denies the existence of one best structure; **negative entropy**, the importing of more energy than is expended to arrest the decay all systems otherwise undergo; **homeostasis**, the maintenance of a steady state through adjustment; and **subsystems** with their own boundaries within the whole.

**Its contribution**: it made the **environment analytically central**, which the classical theory had excluded, and it supplies the frame in which an administrative organisation's dependence on political support, legal authority, budgetary allocation and public legitimacy can be analysed as resource flows rather than as background.

**Its critique**: it is a **vocabulary rather than a theory** — the terms redescribe what is observed without generating testable propositions; the boundary is difficult to specify for public organisations, whose environment includes the political authority that constitutes them; and its equilibrium orientation understates conflict and power within the system.

**Contingency theory.** The direct denial of one best way: the effective structure **depends on** the situation, and the theory's task is to specify the variables.

**The named variables**: the **environment**, stable against turbulent; the **technology**, meaning the nature of the task and the knowledge required to perform it; and the **size** of the organisation, which independently increases formalisation and specialisation.

**Burns and Stalker's mechanistic and organic forms** are the clearest statement and the most usable. **Mechanistic** structures have specialised differentiated tasks, precise definitions of duties and methods, hierarchical control, vertical communication and an emphasis on loyalty and obedience — and they suit **stable** conditions. **Organic** structures have tasks continually redefined through interaction, a network structure of control, lateral rather than vertical communication consisting of information and advice rather than instruction, and commitment to the task rather than to obedience — and they suit **changing** conditions.

**The Indian application**, which is where the answer earns its marks. Government departments perform **both kinds of task simultaneously**. **Revenue collection, regulatory enforcement, licensing and rule application** are stable, repetitive and require predictability, uniformity and reviewability — mechanistic conditions, and the classical form is correct for them. **Development programmes, mission-mode projects, disaster response and innovation** are variable, require judgement and cannot be fully specified in advance — organic conditions, and applying the mechanistic form to them is a systematic error rather than an incidental inefficiency.

This explains a recurring pattern in Indian administration: development functions loaded onto a machinery designed for revenue and order **underperform predictably**, and the standard response — creating a separate society, mission or authority outside the departmental rules — is the mechanistic-organic distinction being applied without being named.

**Contingency theory's critique**: the variables are difficult to **operationalise**, since environmental turbulence and technological uncertainty resist measurement; the theory is far easier to apply **retrospectively** than prospectively, so it explains failures better than it prevents them; it offers no guidance where an organisation faces stable and turbulent tasks **at once**, which is the normal public-sector condition; and by making everything depend on the situation it forfeits general prescriptions, which is the price of denying one best way.

**Assessment**: systems theory supplies the frame and contingency theory supplies the propositions. Together they explain why the classical search for universal principles failed — not because the principles were wrong but because they were **conditional**, and the conditions were never stated.

Question 13

Compare the department, the public corporation and the government company as organisational forms.

Accepted Answer

Each form is a **design choice** with a characteristic advantage and a corresponding cost, and the answer is scored on stating the cost.

**The department.** Headed politically by a minister and administratively by a secretary; financed from the consolidated fund through the annual budget; staffed by civil servants under uniform service rules; subject to general financial rules, audit and full parliamentary scrutiny.

*Advantage*: the **clearest line of political accountability** — the minister answers to the legislature for everything the department does, and every rupee passes through the budget.

*Cost*: the rules designed to secure that accountability **constrain speed and commercial judgement**. Procurement, recruitment and pricing decisions that a commercial undertaking must make quickly cannot be made under rules written to prevent the misuse of public money.

*Appropriate where*: the function is regulatory, rule-applying or sovereign, and predictability and accountability matter more than commercial flexibility.

**The public corporation.** Created by a **specific statute** which fixes its powers, functions, capital structure and the degree of its autonomy; wholly state-owned; possessing its own funds and generally able to sue and be sued in its own name; staff outside the civil service rules.

*Advantage*: **autonomy with statutory protection**. Because the powers are conferred by legislation, curtailing them requires an amendment, which is a real barrier and distinguishes this form's autonomy from an administratively granted one.

*Cost*: **inflexibility for the same reason** — every change of function, capital structure or scope also requires legislation, which makes the form unsuitable where the activity is expected to evolve. The autonomy is additionally **nominal in practice** wherever the government's control over appointments, capital and directions is exercised informally.

*Appropriate where*: the function is of enduring national importance, requires insulation from routine political direction, and is not expected to change form frequently.

**The government company.** Registered under company law with a majority government shareholding; governed by the company statute rather than by a special one; a board of directors; commercial accounting and audit supplemented by government audit.

*Advantage*: **flexibility**. It can be formed, restructured, merged or wound up by executive decision without legislation, its objects can be altered by amending its own articles, and it has access to the whole machinery of company law for subsidiaries, joint ventures and capital raising.

*Cost*: the same feature enables **evasion of legislative scrutiny**. Because the company is governed by the general company statute rather than by a purpose-written one, the legislature never debates its constitution, its powers are not fixed by a law it enacted, and the government can create or alter it without returning to the house. This is the standard and well-founded criticism of the form.

*Appropriate where*: the activity is commercial, competitive and expected to change.

**The general point**, which is the answer's conclusion: the three forms trade **accountability against flexibility** along a single dimension, and the movement of Indian public undertakings from departmental to corporation to company form has been a movement toward flexibility, with the accountability cost paid in each step. The recurring problem across all three is the **autonomy-accountability tension**: autonomy conferred by statute or articles is repeatedly qualified in practice by control over appointments, capital, directions and performance agreements — so the formal difference between the corporation's protected autonomy and the company's flexible one is smaller in operation than in design.

Question 14

Examine regulatory authorities and public-private partnerships as instruments of administration.

Accepted Answer

Both are responses to the same shift — the state moving from **producer to regulator, enabler and guarantor** — and both create accountability problems the producer state did not have.

**Regulatory authorities.**

**The design logic**, which must be stated before any assessment. Regulation of a sector requires **continuity** across governments, **technical expertise** that a generalist ministry cannot sustain, **consistency** across cases so that investors can predict treatment, and **insulation from short-term political pressure**, particularly on prices. A ministry cannot supply any of the four reliably, because it changes with the government, is staffed by transferable generalists, decides case by case under political pressure, and is directly answerable to an electorate with an interest in low prices regardless of cost recovery.

**The form that follows**: a statutory body with fixed-term members removable only for specified cause, its own staff and funding, and **rule-making, adjudicatory and enforcement** functions combined.

**The costs.**

**The combined-functions objection**: one body makes the rules, applies them to cases and enforces the outcome, which concentrates legislative, executive and judicial functions and offends the separation of powers. The standard mitigations — internal separation of the adjudicatory wing, appellate tribunals, reasoned orders and judicial review on legality — reduce rather than remove the objection.

**The accountability deficit**: independence from the ministry is independence from the elected government, and therefore from the only body the citizen can remove. The regulator answers to no electorate, and legislative oversight of regulators is thin because it requires technical capacity the legislature does not have.

**Capture**: the regulated industry has better information than the regulator, a concentrated interest against the public's diffuse one, and career flows in both directions. The result is regulation that adopts the industry's framing of the problem, which is the documented failure mode.

**Proliferation and overlap**: multiple sectoral regulators generate jurisdictional conflicts with each other and with the competition authority, and there is rarely a mechanism to resolve them.

**Capacity**: the technical expertise justifying the form is the thing hardest to recruit and retain at public salaries, so regulators are frequently staffed by the same generalists whose limitations justified their creation.

**Public-private partnerships.**

**The form**: a long-term contract under which a private party finances, builds, operates or maintains an asset or service for a public authority, with **risks allocated** between the parties and payment either from users or from the authority against performance.

**The case**: access to capital without immediate budgetary outlay; the transfer of construction and operation risk to the party better able to manage it; the incentive to consider **whole-life cost** rather than construction cost alone, since the party that builds also maintains; and access to private technical and managerial capability.

**The problems**, which are the examined content.

**Risk allocation is only as good as the contract.** The model's entire benefit rests on transferring the risks the private party is better placed to bear. Where **demand risk** is retained by the public authority through guarantees, or returns to it through renegotiation, the private party holds the upside and the public the downside, and the model's justification disappears.

**Contingent liabilities**: guarantees, take-or-pay commitments and termination payments are **off-budget** obligations that understate the fiscal commitment at the time it is made, which is precisely why the form is attractive to a government facing a deficit constraint.

**Renegotiation after award**: a contract competitively tendered and then renegotiated on terms not available to the losing bidders defeats the competition that justified the selection, and the frequency of renegotiation in long-term concessions is well documented.

**Contract management capacity**: designing, monitoring and enforcing a thirty-year contract requires skills the public authority typically lacks, and this is the binding constraint on the whole model rather than an incidental weakness.

**Accountability**: a citizen aggrieved by a service delivered under a concession must proceed against a contractor, through an authority, under a contract they cannot see — a far longer and less usable chain than the one running to a departmental service.

**The comparative assessment.** Both instruments buy something the departmental form cannot supply — regulatory consistency and technical capacity in one case, capital and delivery capability in the other — and both pay in the currency of **accountability legibility**. In each, the constraint on success is the same and is frequently unmet: the **public authority's own capacity**, to regulate the regulated in one case and to write and enforce the contract in the other. That is why both instruments perform better in administrations that were already strong, and why importing them as a substitute for administrative capacity reproduces the failure they were meant to cure.

Question 15

Trace the development of public administration as a discipline and assess its present status.

Accepted Answer

The discipline's history is best given as a **sequence in which each stage attacks the previous one**, since that is what the succession actually consists of.

**Stage one — the dichotomy.** **Wilson's** claim that administration lies outside the sphere of politics created the field's **warrant**: if administration is politics, its study belongs to political science, so only separation could establish an independent discipline. The corollary was that administration could be studied as a technical matter and improved on business lines.

**Stage two — the principles.** With politics excluded, the search was for **universal principles** valid regardless of setting: hierarchy, span of control, unity of command, and the four bases of departmentalisation, with **POSDCORB** as the summary of the executive's work. This is the discipline's high confidence period, and it treated administration as an emerging science.

**Stage three — the double demolition.** The **dichotomy** failed as description, since empirical work found administrators making value choices continuously. The **principles** failed logically: **Simon** showed they came in contradictory pairs with no criterion for choosing, and called them **proverbs**. The two failures together removed the discipline's subject boundary and its method at once, which is the origin of the **identity crisis** that recurs in the literature.

**Stage four — the behavioural response.** If principles were unavailable, the discipline would proceed by rigorous **empirical study of administrative behaviour** — decision, motivation, communication, leadership — with a strict **fact-value** separation. Its cost was that the discipline became a branch of organisational behaviour and lost its distinctively public subject matter.

**Stage five — New Public Administration.** The attack from the opposite side: **value-neutrality is itself a value position**, leaving the discipline in the service of whatever purposes it is given, and administration in a highly unequal society cannot be neutral about distribution. Its addition of **social equity** as a fourth pillar alongside economy, efficiency and effectiveness is its lasting contribution, with relevance, values, change and client-orientation as its associated commitments. *Its critique*: equity supplies no operational rule for adjudicating between claimants; an administration authorised to pursue equity against elected policy raises the accountability problem the dichotomy existed to close; and it produced more manifesto than method.

**Stage six — public choice.** Economic reasoning applied to non-market decision-making, modelling the bureaucrat as a **self-interested maximiser** of budget, staff, discretion and security. Its predictions are budget maximisation, bureau over-supply and regulatory capture; its prescriptions are competition between providers, fragmentation of monopoly bureaus, contracting out and citizen choice. *Its critique*: the behavioural assumption is thin and is contested by the **public service motivation** evidence; competition raises transaction and coordination costs; and choice is unavailable in most public services.

**Stage seven — New Public Management.** Public choice and managerialism in operational form: disaggregation into agencies, competition and contracting, **explicit performance measurement**, output rather than input controls, professional management free to manage, and the citizen as **customer**. *Its critique*, which is a standing examination question: the citizen is **not** a customer, since a citizen holds rights and a share in authorising the service while a customer holds only an exit option; **fragmentation disperses accountability** across contracted providers; **measurement displaces the unmeasured**, so targets crowd out purposes that resist quantification; and the model presupposes contracting and regulatory capacity that low-capacity states do not have.

**Stage eight — governance and good governance.** The response to the last objection, shifting attention from managerial performance to the **quality of the state's relationship with citizens**: participation, rule of law, transparency, responsiveness, consensus orientation, equity, effectiveness and accountability. *Its critique*: it is a list of desiderata rather than a theory; the attributes **conflict** in practice with no priority rule supplied; and it has been applied as an external **conditionality** rather than derived from the polities it is applied to.

**The parallel challenge — liberalisation, privatisation and globalisation.** The state moves from **producer to regulator, enabler and guarantor**, which demands capacities the producer state never needed — regulatory expertise, contract design and management, and the ability to hold private providers to public purposes. It also **lengthens the accountability chain** and exposes administration to constraints set outside the polity in trade rules, capital mobility and standards regimes.

**Present status, assessed.**

**The discipline has no single paradigm and is unlikely to acquire one.** Each successive position was defined by what it attacked, and none displaced its predecessor completely: departments coexist with agencies, hierarchies with networks, rule-based control with performance measurement, and neutrality with equity claims.

**What is settled.** That the politics-administration dichotomy is descriptively false and normatively durable. That universal principles are unavailable and structure is **contingent** on environment, technology and size. That the Weberian core is associated with state capacity while producing rigidity in responsive functions. And that measurement changes behaviour in ways that include the unintended.

**What remains contested.** The normative foundation — equity, efficiency, individual preference and rights-based governance are competing and incompletely reconciled answers to what administration is **for**.

**The honest conclusion**: public administration's condition is not that it lacks a foundation but that it has **several incompatible ones**, and its practical maturity lies in having stopped looking for the single best way and started specifying the conditions under which each arrangement works — which is exactly what contingency theory told it to do.
