**Neutrality** is a legal and political status of **abstention**: a neutral state does not take sides in a conflict, does not permit belligerents the use of its territory, and refrains from judgment on the merits. It is a position defined by what a state declines to do.

**Non-alignment** was the opposite in its essential respect. It was the retention of the **capacity to take positions on the merits** of each issue, without prior commitment to a bloc that would determine the position in advance. Nehru's formulation was explicit that India would judge each question independently — and India did take strong positions, on decolonisation, on apartheid, and on specific conflicts, which a neutral state would not have.

Three further differences. Neutrality is typically **permanent and legally defined**; non-alignment was a policy, revisable and unaccompanied by legal obligation. Neutrality is **passive**; non-alignment was actively engaged, seeking to shape outcomes through coalition-building. And neutrality concerns conduct **during conflict**; non-alignment concerned the general orientation of a state's external relations.

The confusion matters because it produces the mistaken criticism that India was inconsistent whenever it took a strong position.

**Asymmetry**, which is the fundamental one. One member accounts for the great majority of the region's territory, population and economy, and borders every other member except one. The consequence is that **restraint by the large state is required merely to produce the appearance of equality**, and that concessions are read as strategy rather than as generosity.

**Bilateral conflict, and the charter's response to it.** Two members have an unresolved territorial dispute, periodic armed conflict, and mutual hostility that structures both states' domestic politics. The SAARC charter **excludes bilateral and contentious issues** from the agenda — a provision intended to insulate cooperation from conflict, which instead guarantees that the disputes obstructing cooperation are never addressed within the organisation while continuing to obstruct it. **Unanimity in decision-making**, which gives every member a veto over every proposal and permits a single state to block the organisation as an instrument of bilateral pressure.

**Low intra-regional trade**, itself partly structural — similar production profiles, poor connectivity — and substantially a consequence of political relations, including extensive sensitive lists in the free trade area, non-tariff barriers, and deliberately limited transport connectivity. **Multilateralism combined with reformism** — engagement with international institutions accompanied by the demand that they be restructured, which has been the position on the Security Council, on the financial institutions, and in trade and climate negotiations.

**A normative vocabulary** — disarmament, anti-colonialism, development, equity — that has persisted across governments of very different orientations and across a complete transformation of India's material position.

**What has changed.**

From **non-alignment as a movement** to **strategic autonomy** as a principle. From **economic self-reliance** through import substitution to integration seeking markets, technology and investment. **The case that the change is fundamental**, which must be stated at strength. The economic transformation is not a change of instrument but a change of objective — from insulation to integration. And the nuclear tests ended a position of principled abstention that had been maintained for decades at real cost, which is difficult to describe as method.

**Why the continuity reading is nonetheless better.** The test is whether the **underlying commitment** is the same, and it is: the objective throughout has been **freedom of decision** — a position from which India's own preferences carry weight and are not determined by another's. Non-alignment secured that through **distance** when the structure was bipolar and distance was the only route. Multi-alignment secures it through **multiple non-exclusive engagements** when the structure has diffused and engagement is the better route. The methods are opposite; the objective is identical.

The **structural explanation** completes the argument. Under bipolarity, autonomy required avoiding both poles and was maintained at cost. Two refinements survive. Interdependence may constrain **escalation** without preventing **friction** — the standoffs have not become wars, which is consistent with the mechanism operating at the margin. And **asymmetric** interdependence, where one party depends more and the trade balance is heavily skewed, may generate **leverage** rather than restraint, which is the relevant configuration and inverts the theory's prediction.

**The constructivist reading.** Threat perception is not read off capability alone but is constructed through historical experience, and the **1962 conflict** functions in Indian strategic culture as a formative event that shapes how subsequent Chinese action is interpreted. This explains a puzzle the material approaches cannot: why comparable actions by different states produce different Indian responses, and why the response to incidents is disproportionate to their immediate material stakes. It also explains the **asymmetry of attention** — the relationship occupies far more of Indian strategic discourse than the reverse.

**The systemic reading.** The relationship is embedded in the transition from unipolarity toward diffusion, which alters both states' options: India's alignment choices widen as the system diffuses, and Chinese regional assertion is intelligible as a response to the same transition. Neither state's behaviour is fully explicable at the bilateral level.

**Where cooperation persists**, and it must be accounted for. The two participate together in several multilateral groupings, hold convergent positions on some questions of international economic order and climate differentiation, and maintain mechanisms for managing the boundary. A purely competitive account cannot explain this; **issue-specific alignment** in a diffusing system can.

**Assessment.** Realism explains the **competitive structure** and the balancing behaviour best. Liberalism explains why the competition has been **managed below the threshold** of major conflict, though its central prediction has not held. Constructivism explains the **intensity** of threat perception relative to the material stakes, and the persistence of cooperation on issues where identity as developing powers converges.

The relationship is best characterised as **managed rivalry** — sustained competition with institutionalised mechanisms for preventing escalation — and the analytically important question is what would break the management, which is a structural question about capability trajectories and boundary infrastructure rather than an event-driven one.

Question 6

Assess India's case for permanent membership of the Security Council and the obstacles to it.

Accepted Answer

**The case.**

**Representational legitimacy** is the strongest argument and it is systemic rather than national: a Council whose permanent membership reflects the distribution of power in 1945 has a legitimacy deficit proportional to its unrepresentativeness, and entire regions are unrepresented among permanent members. The argument is that reform is required for the institution's authority regardless of which states are added.

**Capability and weight**: population, economy, and the fact that decisions taken by the Council on questions affecting the region are taken without the participation of its largest state.

**Contribution**: sustained participation among the largest cumulative contributors of peacekeeping personnel, across governments and over decades — which is the most concrete and least contestable element of the case.

**Conduct**: continuous participation in the organisation, a record of compliance with its decisions, and consistent engagement with its normative work including disarmament and development.

**The obstacles, stated structurally.**

**The amendment procedure is the decisive one.** Charter amendment requires ratification by two-thirds of members **including all permanent members**. Those whose relative privilege reform would dilute therefore hold a **veto over reform itself**. This is not political reluctance to be overcome by persuasion but a feature of the design, and any answer omitting it has missed the structure of the problem.

**Regional opposition** operates in every aspirant's case and is a general pattern rather than an Indian peculiarity: neighbours who cannot themselves be elevated prefer no expansion to a rival's elevation, and a coalition of such states has organised specifically to oppose new permanent seats, proposing expansion of non-permanent membership instead.

The evolution should be presented as a sequence of positions each with its own reasoning, because the standard criticism — that the policy is inconsistent — depends on collapsing them.

**The early position.** India combined sustained advocacy of **universal and non-discriminatory disarmament** with the development of a civilian nuclear programme and the retention of the weapons option. The disarmament advocacy was substantive rather than rhetorical: India advanced comprehensive proposals for time-bound elimination and pressed them in international forums over decades. Its persistence is a **constructivist datum** — a purely instrumental account does not explain sustained investment in a position that yielded no material return.

**The refusal of the non-proliferation regime**, and the argument must be stated precisely. The objection is not to non-proliferation but to a regime that is **discriminatory in structure**: it divides states permanently into those permitted nuclear weapons and those not, on the basis of a **date** rather than of conduct, and thereby institutionalises inequality as international law. The second limb is the **unfulfilled bargain**: the regime rested on an exchange of non-proliferation by the many for disarmament by the few, and the second obligation has not been performed. India's position has therefore been that it supports non-proliferation and disarmament while declining an instrument that entrenches a permanent hierarchy.

The **counter-argument** should be included: the regime has substantially limited proliferation, and a discriminatory instrument achieving that end may be preferable to no instrument — which is a consequentialist reply to a principled objection, and the disagreement is genuine.

**The doctrine's internal logic**, which is the analytically important part. **No first use requires a survivable second-strike capability** — otherwise the commitment is not credible, since a state that will not strike first and cannot strike second has no deterrent. Survivability requires a triad, dispersal, and assured command and communications. So the two commitments together **raise the minimum that counts as credible**, and the apparent tension between minimum deterrence and an expanding force structure dissolves: the force requirement is generated by the no-first-use commitment itself.

**The stability-instability paradox** applies directly to the region: nuclear stability at the strategic level may permit conflict at lower levels, since each side is confident the other will not escalate to the threshold. This explains the observed pattern of sub-conventional conflict coexisting with the absence of major war, and it is the strongest argument that nuclearisation has not delivered the security its advocates expected.

**Subsequent accommodation.** Civil nuclear cooperation arrangements separating civilian and military facilities permitted international nuclear commerce, and membership of several export-control arrangements followed. The principle — opposition to a **discriminatory** regime combined with advocacy of **universal** disarmament — has been constant, and India's continued support for disarmament proposals after acquiring weapons is evidence of this rather than of hypocrisy.

Two genuine tensions remain. The claim to be a **responsible** nuclear state operating outside the treaty framework depends on others accepting a distinction the framework does not recognise, which makes the position dependent on continued accommodation. And the **stability-instability paradox** means the capability has not delivered the reduction in conflict its acquisition was argued to produce, which is a difficulty for the security justification rather than for the disarmament principle.

Question 8

Examine India's relations with the United States and Russia simultaneously, and what their coexistence demonstrates.

Accepted Answer

The two relationships are best analysed together, because their **simultaneity** is the analytically interesting fact and each is ordinarily examined in isolation.

**The United States: from estrangement to partnership.**

The Cold War distance had structural causes rather than ideological ones: India's Soviet defence and political relationship, American alignment with Pakistan, and India's refusal of alliance. Post-Cold-War normalisation and the subsequent partnership rest on **drivers** that are specifiable — convergent assessments of the regional distribution of power, defence and technology cooperation, a large and influential diaspora, and deep economic and educational links.

Its **constraints** are equally specifiable: divergences on trade and market access, on data and technology regulation, on relationships with third parties, and — structurally — India's refusal of alliance, which limits how far the partnership can be institutionalised.

The theoretical reading is **balance of threat** rather than balance of power. India aligns more closely with a **distant and more powerful** state against a **nearer and less powerful** one, which is anomalous under a pure balance-of-power account and straightforward under **Walt's** refinement, where threat combines aggregate power with proximity, offensive capability and perceived intentions.

**Russia: continuity under changed conditions.**

The relationship's foundations are the Soviet-era political and defence relationship, continuing defence supply and joint production, energy, and convergence on a multipolar order and on non-interference in internal affairs.

Its **constraints** are Russia's deepening relationship with China, the progressive diversification of Indian defence procurement, and the difficulty of sustaining a relationship whose economic content is narrow relative to its political weight.

**What the simultaneity demonstrates.**

This is the answer's substance. Maintaining both relationships through periods in which each partner had reason to object is the **strongest single behavioural evidence** that strategic autonomy is an operative principle rather than a slogan. A state pursuing alignment would have been required to choose; a state pursuing autonomy is required not to.

Three conditions make it possible, and naming them is what lifts the answer.

**Structural diffusion.** In a bipolar system, simultaneous partnerships across the divide were not available — the structure compelled choice. As capability diffuses, partnerships become **issue-specific and non-exclusive**, and states form different alignments on different questions. India's behaviour is the general pattern of the current system rather than an Indian peculiarity.

**Each partner's calculation.** Both tolerate the non-exclusivity because each values the relationship enough to accept it, and because the alternative — demanding exclusivity and being refused — would cost more than the arrangement does. This is a point about the partners' options, not about Indian skill.

**Substitutability.** India's ability to maintain the position depends on neither relationship being irreplaceable. Defence diversification, energy diversification and multiple technology partnerships are what make refusal credible, which is why capability-building and diversification are instruments of autonomy rather than separate objectives.

**The limits.** The position is **not costless and not indefinitely sustainable**. It generates friction with both partners; it requires continuous management; it may become harder if the system polarises again, since polarisation restores the pressure to choose; and it depends on India's own capability continuing to grow, since a state whose relative position weakens loses the substitutability that makes refusal credible.

What the two periods share is the objective — freedom of decision — and what distinguishes them is a structural condition that India did not create and has adapted to.

Is India still a leader of the Global South? Examine.

Accepted Answer

The question is genuinely open and should be argued rather than answered by assertion in either direction.

**The case that it remains a leader.**

**Historical standing**: India led the non-aligned movement and the demand for a **new international economic order**, and that record supplies a legitimacy no recent entrant possesses.

**Continued advocacy** on positions that are the Global South's: **policy space** and special and differential treatment in trade; **public stockholding** for food security in agricultural negotiations; **intellectual property flexibilities**, particularly on medicines; **climate equity** and common but differentiated responsibilities; and reform of the governance of international financial institutions.

**Practical contribution**: capacity-building, training programmes and scholarships across Africa and elsewhere; pharmaceutical supply to developing countries; and concessional credit — an approach distinguishable from other external partners by its emphasis on **capacity-building over infrastructure at scale**, which is a difference of both strategy and means.

**Coalition-building**: sustained work in the Group of 77 and in issue-specific coalitions in trade and climate negotiations.

**The case that its interests have diverged.**

**Economic position**: a large, growing economy has interests as an exporter, an investor and a technology producer that differ from those of least-developed economies — particularly on market access, where India is both a demandeur and a target.

**Strategic partnerships** with developed powers create commitments and convergences that constrain positions the Global South might expect.

**Institutional aspiration**: seeking permanent Security Council membership is a claim to be included among the privileged rather than to abolish the privilege, which some developing states read as defection.

**Competing leadership**: other developing powers advance their own claims, and the Global South is not a bloc with a single leadership to be held.

The claim has substance — an intermediate state genuinely has access to both and credibility with both — and it has convenience, since it justifies the intermediate position rather than resolving the tension in it.

**Assessment.** India occupies an **intermediate position** and has attempted to make it an asset rather than a difficulty. On issues where Indian interests align with developing-country interests — climate finance and equity, medicines, policy space, institutional governance — the advocacy is genuine, sustained and effective. On issues where they diverge, India pursues its own interests, as every state does. The honest characterisation is that India is a **leader on specific issues rather than of a bloc**, which is the only form of leadership the constituency's heterogeneity now permits — and the same is true of every other state that claims the role.

**The transformation to Act East** broadened the content in three directions: from trade to **connectivity** — physical infrastructure linking the northeast to Southeast Asia; from economics to **security cooperation**, including maritime domain awareness, defence exercises and capability partnerships; and from Southeast Asia to a **wider geography** including East Asia and the Pacific.

**The strategic logic**, which the economic origin does not fully explain. Presence in the eastern Indian Ocean and Southeast Asia is a response to the changing regional distribution of power, and the partners' interest in Indian engagement derives from the same source — which is why the relationships deepened as the regional balance shifted. The **balance of threat** framing applies: the partners are states that share an assessment, and the alignment tracks that assessment rather than economic complementarity alone.

**The achievements.**

Substantially **expanded trade and investment** with the region, from a very low base. **Institutional participation** in the regional architecture — the summit and security forums built around ASEAN — which gives India a seat in the region's principal consultative processes. **Defence and maritime cooperation** with several regional states, including exercises, port calls and capability partnerships. And the elevation of the relationship in the strategic discourse of both India and its partners, which is a real change from three decades ago.

**The limits.**

**Connectivity remains the binding constraint.** The policy's land component depends on infrastructure through the northeastern region and onward through Myanmar, and progress has been slow — because the terrain is difficult, because the region's own security situation affects construction, and because projects crossing multiple jurisdictions face coordination problems. The maritime component has advanced further precisely because it does not face these obstacles.

**Trade remains modest relative to the region's trade with China**, which limits the economic weight India brings and therefore the leverage the relationship generates.

**Regional economic architecture**: decisions about participation in comprehensive regional trade arrangements have been shaped by domestic sensitivities on agriculture, dairy and manufacturing import competition, and the tension between strategic engagement and domestic protection is unresolved rather than settled.

**ASEAN's own constraints** limit what the partnership can deliver. ASEAN operates by consensus and non-interference, so it does not take positions on disputes where members diverge — which means the institutional relationship cannot produce the alignment that bilateral relationships with individual members can.

**The northeastern dimension** is the domestic link and deserves statement.
