How to Write PSIR Optional Answers — Practice

Question 1

For each question, name the register and the first move you would make: (i) 'Examine Rawls's difference principle.' (ii) 'Discuss the changing nature of Indian federalism.' (iii) 'Critically examine the realist approach to international relations.' (iv) 'Assess India's Act East policy.'

Accepted Answer

(i) **Political theory.** First move: state the two principles in their correct **lexical order** — the equal basic liberties principle first, then fair equality of opportunity, then the difference principle — because the difference principle's content depends on what it is subordinate to. Then the derivation from the original position, then Nozick and the communitarian objections.

(ii) **Indian government and politics.** First move: name the **model** at issue. Is the question about the movement from cooperative to competitive federalism, about coercive elements in centre-state relations, or about asymmetric federalism under special provisions? Then locate India's departure from the classical federal model, cite the quasi-federal debate, and reach a judgment.

(iii) **IR theory.** First move: distinguish **classical realism from neorealism**, because they locate the cause of conflict differently — in human nature and the drive for power, versus in the anarchic structure of the system — and a critique that applies to one may not apply to the other. Then the specific critiques: liberal institutionalism on cooperation under anarchy, constructivism on anarchy being what states make of it, and the Marxist objection that the state-centric frame conceals class.

(iv) **Foreign policy.** First move: state the **theoretical anchor** before any content — is this best read as balancing against a rising power, as interdependence-building, or as identity assertion in a region? Then the structural determinants, then the record, and finally the constraints. No recent-event narration.

The general discipline: naming the register costs fifteen seconds and prevents the commonest failure in this optional, which is writing all four in the same voice.

Question 2

A candidate writes: 'Hobbes believed in an absolute sovereign because he had a pessimistic view of human nature.' State what is wrong and rewrite.

Accepted Answer

What is wrong: it substitutes a psychological label for an argument, and it is not even accurate as a label — Hobbes's premises are not about wickedness but about the **structure of a situation**, and men who are not malicious at all would reach the same outcome under them.

Rewrite: 'Hobbes's conclusion follows from three premises about the state of nature rather than from a claim about human wickedness. First, **rough equality**: men are sufficiently equal in strength and cunning that even the weakest can kill the strongest, so no one is safe by virtue of superiority. Second, **scarcity and competing desire**: two people may want what only one can have, and there is no arbiter. Third, and decisively, the **absence of a common power** to enforce agreements, which means that even a person who prefers peace cannot rationally trust another's promise — since the other has every reason to defect and no reason to fear the consequence.

From these follows the diffidence argument: anticipating attack is the rational strategy even for the peaceable, so the state of nature is a **war of every man against every man** produced by mutual insecurity rather than by malice. Life there is famously solitary, poor, nasty, brutish and short, and the deficiency is not moral but institutional — there is no enforcer.

The remedy must therefore be an enforcer whose power is sufficient to make covenants binding, and Hobbes argues that a divided or limited sovereign reproduces the original problem, since disputes about the limits would have no arbiter. The absoluteness is thus a **consequence of the diagnosis**, not an independent preference for authoritarian rule — which is why the argument survives disagreement about human nature.'

The general lesson: give the derivation. In political theory the premises are the answer and the conclusion is the premise of the question.

Question 3

Show how the same topic — the basic structure doctrine — should be written differently in GS2 and in PSIR Paper I.

Accepted Answer

**The GS2 answer** states the working position of law: the doctrine's emergence, that Parliament's amending power under Article 368 does not extend to altering the Constitution's basic structure, the features courts have identified as basic, the leading cases, and the doctrine's practical consequences for constitutional amendment. It is accurate, complete and settled.

**The PSIR answer** treats the doctrine as a **contested constitutional-theoretical question** and organises itself around the contest.

It opens by identifying the underlying problem: the doctrine addresses the classic difficulty of **constituent versus constituted power** — whether a body created by a constitution can exercise the power that created it, and whether a constitution can bind future majorities. That framing places the Indian debate in a general theoretical literature rather than in Indian case law alone.

It then states the **case for** the doctrine at strength: a constitution that can be amended without limit provides no protection against a transient majority dismantling the framework itself, so entrenchment of a core is what distinguishes a constitution from ordinary legislation; and the experience that prompted the doctrine's assertion supplies the historical argument.

It states the **case against** with equal seriousness, which is where most answers weaken. The objection is not merely that the doctrine is judicially invented — though the text does not contain it — but that it transfers a **constituent** decision from an elected legislature to an unelected court, that the content of the basic structure has been determined case by case without a settled list, and that this gives the judiciary a power whose limits it alone defines. That is a democratic legitimacy objection, and it is serious.

It then engages the **scholarly literature** — the debate about judicial review's counter-majoritarian character, the argument that entrenchment protects rather than restricts democracy by preserving the conditions of future majority decision, and the comparative question of how other constitutional systems handle amendment limits, including those with explicit eternity clauses.

And it **reaches a judgment** — for instance that the doctrine is best defended not as textual interpretation but as a **structural inference** from a constitution that establishes a framework rather than merely a set of rules, while conceding that the absence of a determinate list leaves the objection about judicial self-definition unanswered.

The difference in one line: GS states what the law is; PSIR states what is at stake in it, who has argued what, and where the candidate stands.

Question 4

Stage the exchange between Rawls, Nozick and the communitarians on justice, and reach a verdict.

Accepted Answer

**Rawls's position.** Justice is what would be chosen by rational parties in an **original position** behind a **veil of ignorance** that conceals their class, talents, conception of the good and generation. Not knowing their place, they choose principles that protect them under the worst outcome. The result is two principles in **lexical order**: first, each person has an equal claim to a fully adequate scheme of equal basic liberties; second, social and economic inequalities are permissible only if attached to positions open under fair equality of opportunity and to the greatest benefit of the least advantaged — the **difference principle**. Lexical priority means the first principle cannot be traded for economic gain, which is what distinguishes the theory from utilitarianism, whose willingness to sacrifice some for aggregate welfare is Rawls's principal target.

**Nozick's objection** is that Rawls asks the wrong question. Justice is **historical**, not patterned: a distribution is just if it arose through just acquisition and just transfer, regardless of its shape. Rawls's difference principle imposes a pattern, and any pattern can be maintained only by continuous interference with voluntary transactions — the Wilt Chamberlain argument shows that a just starting distribution plus free exchange produces an unjust pattern within a day, so the pattern requires prohibiting exchanges people freely wish to make. Redistributive taxation is therefore forced labour, and the state is legitimate only as a minimal protective agency.

**The communitarian objection** is different in kind and attacks the method. Sandel argues that the **unencumbered self** of the original position is incoherent: a person stripped of their conception of the good, their attachments and their community membership is not a person capable of choosing anything, and the parties' choice can only be explained by smuggling in the liberal values it was meant to derive. MacIntyre argues that justice claims are unintelligible outside a tradition supplying the concepts, and Taylor that the atomistic self presupposes the very community it treats as voluntary association. Walzer adds a pluralist version: justice is the appropriate distribution of each good according to its **social meaning**, which varies by community, so a single universal principle is the wrong form of answer.

**Rawls's replies.** To Nozick: the original position is a device for identifying fair terms, not a historical claim, and entitlement theory requires a principle of rectification for unjust historical acquisition that Nozick never supplies — which, given actual histories of conquest and slavery, is not a technical gap. To the communitarians: the original position is a **representational device**, not a metaphysical claim about persons, and *Political Liberalism* reformulates the theory as **political rather than comprehensive** — justice as fairness is offered as the object of an overlapping consensus among people holding different conceptions of the good, which concedes the plurality the communitarians insisted on while denying that it defeats a shared political conception.

**Verdict.** Nozick's challenge is powerful against patterned principles generally and weakest at its foundation: the entitlement theory's dependence on just historical acquisition, combined with the absence of a rectification principle, makes it unusable for any actual society. The communitarian critique landed and was substantially absorbed — *Political Liberalism* is a response to it, and the shift from comprehensive to political liberalism is a real concession. Rawls's framework survives as the most developed account available, with the difference principle rather than the theory's method being the part still genuinely in dispute. For Indian material the exchange is directly usable: **substantive equality provisions and reservation** are defensible on Rawlsian grounds as arrangements benefiting the least advantaged, are precisely what Nozick's entitlement theory forbids, and raise the communitarian question of whether group membership rather than individual position is the right unit of justice — which is the constitutional debate in philosophical form.

Question 5

Take the question 'Examine India-China relations' and show the difference between a current affairs answer and an IR answer.

Accepted Answer

**The current affairs answer** narrates: the boundary dispute's history, recent incidents along the Line of Actual Control, trade volumes and the deficit, participation in shared groupings, competition in the neighbourhood, and a conclusion about the need for dialogue. Everything is accurate; nothing is analysed; and the answer would be indistinguishable from a competent GS2 response.

**The IR answer** anchors itself theoretically and uses the same material as evidence.

*Opening frame:* the relationship is best read through the **security dilemma** — the proposition that measures one state takes for its own security are indistinguishable from preparation for offence, so that defensive action by each produces insecurity in the other without either intending it. That frame does real work here, because it explains why infrastructure development on both sides of an undemarcated boundary has produced friction that neither side sought.

*The structural argument:* both are rising powers in the same region with an unresolved territorial dispute and differential capabilities. **Realism** predicts competition, balancing behaviour, and alignment-seeking by each against the other — and the observable pattern of India's deepening partnerships, and China's relationships in India's neighbourhood, is what that prediction looks like.

*The liberal counter-argument, stated properly:* interdependence theory holds that economic interconnection raises the cost of conflict and therefore constrains it. The evidence is genuinely mixed: substantial trade has coexisted with military standoffs, which is a **problem for the interdependence thesis** and should be stated as such. The refinement that survives is that interdependence constrains escalation without preventing friction, and that **asymmetric** interdependence — where one party depends more — may generate leverage rather than restraint, which is the relevant configuration here.

*The constructivist contribution:* threat perception is not read off capability alone but is constructed through historical experience, and the 1962 conflict functions in Indian strategic culture as a formative event shaping how subsequent Chinese action is interpreted. This explains a puzzle the material approaches cannot: why comparable actions by different states produce different responses.

*The systemic level:* the relationship is embedded in the transition from unipolarity toward a more diffuse distribution of power, which alters both states' options — India's alignment choices widen as the system diffuses, and China's regional assertion is intelligible as a response to the same transition.

*Assessment:* realism explains the competitive structure and the balancing behaviour best; liberalism explains why the competition has been managed below the threshold of major conflict; constructivism explains the intensity of threat perception relative to the material stakes. The relationship is therefore best characterised as **managed rivalry** — sustained competition with institutionalised mechanisms for preventing escalation — and the analytical question is what would break the management, which is a structural question rather than an event-driven one.

Same facts, and the second answer is worth roughly twice the first.

Question 6

Build a comparison of the four main approaches to international relations and write the verdict that goes underneath.

Accepted Answer

**Axes: unit of analysis | cause of conflict | prospects for cooperation | principal limitation.**

**Realism.** Unit: the state, treated as unitary and rational. Cause of conflict: for classical realism, the human drive for power; for neorealism, the **anarchic structure** of the system, which compels self-help regardless of intentions. Cooperation: possible but fragile, limited by concern for **relative gains** — a state may decline a mutually beneficial arrangement if the partner gains more. Limitation: it did not predict the Cold War's peaceful end, it under-explains sustained cooperation among the advanced democracies, and its state-centrism omits transnational actors and domestic politics.

**Liberalism and neoliberal institutionalism.** Unit: states plus international institutions, transnational actors and domestic coalitions. Cause of conflict: not structure alone but the absence of institutions, information failures, and regime type — the democratic peace proposition being the strongest empirical claim in the tradition. Cooperation: achievable and durable, because institutions reduce transaction costs, supply information, lengthen the shadow of the future and thereby make **absolute gains** obtainable under anarchy. Limitation: institutions may reflect existing power rather than constrain it; the tradition under-explains the persistence of conflict where interdependence is high; and it has been criticised as generalising a specific Western post-war experience.

**Marxist and structuralist approaches.** Unit: classes and the world capitalist economy rather than states. Cause of conflict: the dynamics of capital accumulation, imperialism, and the extraction of surplus from periphery to core — with the state understood as serving class interest rather than a national one. Cooperation: cooperation among core states is real and is cooperation in maintaining an unequal order, so the question is misposed. Limitation: it explains structure well and specific state behaviour poorly, it under-explains conflict among capitalist states and among socialist ones, and its predictive record on the periphery's development is weak.

**Constructivism.** Unit: states, but with identities and interests treated as **socially constructed** rather than given. Cause of conflict: intersubjective understandings — anarchy is what states make of it, and the same material configuration produces different behaviour depending on whether the other is understood as enemy, rival or friend. Cooperation: possible through the transformation of identities and the internalisation of norms. Limitation: it explains change and variation well while offering weaker predictions, and it can be criticised as describing a process rather than specifying its causes.

**Verdict.** These are not four answers to one question but investigations organised by different questions, and treating them as rivals across the board is a common error. **Realism** best explains behaviour in high-stakes security competition where survival is at issue, and it remains the default for territorial and military questions. **Liberal institutionalism** best explains the density of cooperation in economic and regulatory domains, where relative-gains concerns are weaker. **Marxist approaches** best explain the structure of the international economic order and the persistence of asymmetry within it. **Constructivism** best explains change — including transformations the other three could not anticipate — and threat perception disproportionate to material capability.

For **Indian foreign policy** specifically, the combination is instructive: realism explains the pursuit of strategic autonomy and the balancing behaviour, liberal institutionalism explains sustained multilateral engagement and the demand for institutional reform, Marxist approaches supply the historical argument behind the demand for a new international economic order, and constructivism explains the persistence of non-alignment's normative vocabulary long after its structural conditions disappeared.

Question 7

Write a 10-mark compulsory-part answer, at about 150 words, on 'Hegemony'.

Accepted Answer

'Hegemony has two distinct meanings in political science and conflating them is a standard error.

In **Gramsci's** usage, hegemony is the exercise of domination through **consent rather than coercion**. A dominant class secures its position not principally through the coercive apparatus of the state but through **civil society** — schools, churches, media, associations — where its world-view is established as common sense, so that the existing order appears natural and the subordinated participate in their own subordination. This explains political stability without continuous repression, and it relocates the site of struggle to culture and ideas: a counter-hegemonic project must contest common sense before it can contest power, which is the content of the **war of position** as against the war of manoeuvre.

In **International Relations**, hegemony denotes a preponderance of capability enabling one state to set and maintain the rules of the international order. Hegemonic stability theory holds that an open economic order requires such a state to underwrite it, and predicts instability as the hegemon declines.

The connection is that both describe **leadership accepted as legitimate**, distinguishing hegemony from mere dominance — which is why Gramscian categories have been imported into IR by neo-Gramscian scholars analysing the consensual dimension of international order.'

About 200 words, which is the upper limit for a 10-mark part. The structure — two senses distinguished, each with its mechanism, and the connection — is the shape that suits any concept part with a contested meaning.

Question 8

You have completed Paper I Section B and Paper II Section B thoroughly and have six weeks left, with the theory sections weak. Plan the six weeks and justify.

Accepted Answer

The diagnosis first: this is the **standard PSIR profile** and it is the one that caps scores. Indian politics and foreign policy are the crowded sections, where GS preparation and general reading supply most candidates with competent material, so strength there produces average marks. The theory sections are where the pool thins, so six weeks spent there is worth considerably more than six weeks deepening what is already adequate.

**Weeks one and two — Paper I Section A, thinkers and concepts.** Build one file per thinker on a fixed template: the central claim in a sentence, the **derivation** with its premises, two technical terms in the thinker's own vocabulary, the standard objection with its author, and the reply. Cover the ten Western thinkers and the Indian thinkers the syllabus names. For the concepts — justice, equality, rights, democracy, power — build the same structure around the debate rather than the definition: Rawls against Nozick against the communitarians; negative against positive liberty; the three faces of power. This is roughly forty files and it is the highest-return fortnight available.

**Weeks three and four — Paper II Section A, IR theory and comparative politics.** Realism and neorealism separated, since critiques of one often miss the other; liberalism and neoliberal institutionalism; Marxist and structuralist approaches; constructivism; functionalism and systems theory as the syllabus names them. For each, the four axes — unit, cause of conflict, prospects for cooperation, limitation — which gives a comparison table you can deploy on any theory question. Then the comparative politics unit: approaches, the political economy and political sociology perspectives, and the limitations of the comparative method, which is a reliably examined and reliably under-prepared topic.

**Week five — integration.** This is the week that converts preparation into marks. Take every Section B topic you already know well and attach a theoretical frame to it: federalism to the models and the quasi-federal debate; the party system to the literature on its transformation; India-China to the security dilemma; non-alignment to the realist, liberal and constructivist readings. One line per topic. This makes your existing strength usable in the register the paper rewards, and it costs a week.

**Week six — writing.** Two full papers under timed conditions, then targeted practice on the compulsory five-part questions, which decide 100 marks and which you have probably not practised at all. Ten short answers at 150 words each, drilled to the template — concept, two senses or two components with mechanisms, and the standard critique.

**What not to do with these six weeks:** further reading on Indian government, following current developments in foreign policy, or attempting new sources in areas already covered. All three feel productive and none addresses the constraint.
