Examine the methods by which the East India Company expanded its territorial power in India.

Accepted Answer

**The discovery on which everything rests.** The **Carnatic wars** established two things: that a **small European-trained and disciplined infantry force with artillery** could defeat much larger Indian armies, and that intervening in an Indian **succession dispute** could place a client on a throne and secure a revenue. That combination is the template for all subsequent expansion, and an answer should state it before describing any campaign.

**Bengal, and the distinction that is examinable.** **Plassey** in 1757 was a **conspiracy concluded by a battle** — decided substantially by the prearranged defection of a section of the Nawab's commanders, with Bengali banking interests involved — and it gave the company the power to install a Nawab. **Buxar** in 1764 was a **genuine military victory** over a coalition of the Nawabs of Bengal and Awadh and the Mughal emperor, and it is Buxar rather than Plassey that established the company as a territorial power in northern India.

**The diwani** of 1765 — the right to collect the revenue of Bengal, Bihar and Orissa on the emperor's behalf. **Its significance**: the company acquired the **revenue** while the Nawab retained the **administration and its costs**, so authority and responsibility were separated, with the consequences visible in the famine and administrative breakdown that followed.

**The subsidiary alliance**, the principal instrument thereafter. **Its terms**: an Indian ruler accepted a company force stationed in his territory; paid for it by ceding revenue or territory; surrendered the conduct of **foreign relations**; accepted a **resident** at his court; and dismissed other Europeans from his service.

**Its mechanism, which is what makes it effective**: it **disarmed the state without conquering it**; it made the ruler dependent on company troops for internal security, so he could not be overthrown from within and could not resist from without; and — because the **payment was fixed while the revenue was not** — it produced fiscal crises that supplied the grounds for further cession or annexation. The instrument thus generated its own justification for the next step.

**The doctrine of lapse**: refusal to recognise the adopted heirs of dependent rulers, permitting annexation on a ruler's death without a natural heir. Its application in several states is a specific grievance of 1857.

**Annexation on grounds of misgovernment**, the ground on which **Awadh** was annexed in 1856 — a state supplying a very large proportion of the company's Bengal sepoys, which is why the political and the military grievances of 1857 were located in the same population.

**The major campaigns** should be given with what made each opponent difficult. **Mysore**, four wars against a state that had modernised its army, reformed its revenue and engaged in state commerce, and which sought French assistance — the most formidable Indian opponent the company faced. **The Marathas**, three wars, where the confederacy's structure — a Peshwa at Poona and great chiefs with effectively independent territories — allowed the company to fight them **separately** and detach some by treaty, with the subsidiary alliance accepted by the Peshwa converting the confederacy's head into a protected ruler. **Punjab**, where the Sikh state maintained independence through Ranjit Singh's lifetime by a modernised army and a treaty accommodation, and was annexed after his death.

**Assessment**: the company's advantages were **military technique, fiscal capacity and the ability to borrow**, and — decisively — the **inability of Indian states to combine**. Each of the major campaigns was fought against one power while others stood aside or assisted, and no coalition was formed against the company until it was too large to face.

Question 2

Compare the Permanent, Ryotwari and Mahalwari settlements and assess their consequences.

Accepted Answer

Each should be given with its **design logic** before its consequences, because the consequences follow from the design.

**The Permanent Settlement** of 1793 in Bengal, Bihar and Orissa.

*The design*: the revenue demand fixed **in perpetuity**; the **zamindar** recognised as proprietor of the land; liability for a fixed sum payable punctually, on pain of the **sale of the estate**.

*The reasoning*: a fixed demand would give the proprietor an incentive to **improve**, since he would keep the gains from higher output; a landed proprietary class would form a **stable social support** for the government; and a fixed sum simplified collection in an administration that had little information about the countryside.

*The consequences*: the state **forfeited the revenue growth** from rising prices and extended cultivation, so its share of the agrarian surplus fell steadily in real terms across the following century. The **sale laws** transferred many estates to purchasers from commercial and official backgrounds, so the class the settlement created was substantially not the class it had recognised. The **cultivator's rights were unprotected**, because the settlement recognised the zamindar's proprietorship and said nothing about occupancy, which produced rack-renting and a chain of **sub-infeudation** as rights were sublet and re-sublet, with each layer taking a share. And the expected **improvement largely did not occur**, because it was easier to raise rent than to invest — which is the design's central failure and follows directly from giving the proprietor a secure claim on the tenant rather than on the land's productivity.

**The Ryotwari settlement** in the Madras and Bombay presidencies.

*The design*: settlement **directly with the cultivator**, assessed on the individual holding, revised **periodically**.

*The reasoning*: it dispensed with intermediaries, its advocates arguing that it recognised the actual cultivator's rights and avoided creating a rent-receiving class.

*The consequences*: the assessment was frequently **pitched high** and revised upward at each settlement, so the cultivator did not retain the gains from improvement any more than the Bengal tenant did. It was payable in **cash regardless of the season**, which drove the cultivator to the **moneylender** in a bad year. And the direct relationship with the state meant the cultivator **bore the full risk**, with no intermediary to absorb a shortfall — so the arrangement that removed the zamindar also removed the buffer.

**The Mahalwari settlement** in the north-western provinces and Punjab.

*The design*: settlement with the **village or estate collectively**, through its proprietary body, with **joint liability**, revised periodically.

*The consequences*: joint responsibility could hold a proprietary community together and could equally mean that the default of some fell on all, with the associated transfers.

**What the three share, which is the answer's analytical core.** All three were designed to make the revenue **assessable in cash, fixed in advance and legally enforceable**, and each converted **customary and layered rights** in land into a **defined legal property right attached to a named person liable for the revenue**.

That common feature produces the consequences usually attributed to one settlement or another: the conversion of land into an **alienable commodity**; the **transfer of land to non-cultivating creditors** through the courts, since land could now be attached and sold for debt; the extinction of customary claims that had no place in the new legal category; and the compulsion to **sell produce for cash**, which tied the village to the market and to price fluctuations it could not influence.

**Assessment**: the settlements' differences mattered greatly to who received the surplus, and their **shared feature mattered more** to what happened to Indian agriculture. A cash demand fixed in advance and enforced by sale converts agricultural risk into a debt problem, and no variant of the arrangement avoided that.

Question 3

Examine the theory of the drain of wealth.

Accepted Answer

**The concept**: a transfer of resources from India to Britain **without an equivalent economic return** — an export surplus not balanced by imports of goods or by any corresponding inflow of capital or services.

**Its components**, which should be named because the argument is about what counts.

**Home charges**: the costs of the India Office in London; **pensions and furlough payments** to European officers, earned in India and spent in Britain; **interest on debt** incurred in India's name, including debt raised for wars and for railway guarantees; and payments for **stores** purchased in Britain.

**Remittances** by European officials and businessmen of savings and profits.

**Invisible earnings** on shipping, banking and insurance, which were British-controlled and whose profits accrued outside India.

**The mechanism**, and stating it is what makes the answer analytical. India ran a **merchandise export surplus** for most of the colonial period. That surplus did **not** return as imports of goods, nor as an inflow of capital; it was **absorbed by the home charges and remittances**. The nationalist economists' point was precisely that a **persistent export surplus in a poor country, unmatched by any inflow, is the visible form of a transfer** — which is why the trade figures, read correctly, are the evidence rather than a refutation.

**The estimates** vary widely, because they depend on which items are counted: whether all home charges are a drain or only those without a corresponding service; whether interest on productive debt counts; and how invisible earnings are valued. **An answer should therefore treat the mechanism as established and the magnitude as disputed** — that distinction is itself worth marks.

**The counter-arguments, which must be given.** That some charges **purchased real services** — administration, defence, railways, irrigation. That **British investment brought capital into India**, so the flow was not one-way. And that the estimates include items that are the ordinary costs of any government.

**The nationalist reply**: that India had **no say** in the level or composition of these charges, which is the constitutional heart of the objection — an expenditure a country cannot refuse is not a purchase; that the services were provided at **costs India did not set**, including a European establishment paid at rates far above Indian equivalents; that the **debt** included the cost of wars fought for imperial rather than Indian purposes and guarantees on railway capital that transferred risk to the Indian taxpayer; and that **investment concentrated in sectors serving the export economy** — railways to ports, plantations, mining — rather than in those that would have transformed production.

**The wider significance**, which the answer should reach. The drain theory's importance is not only economic. It converted **resentment into an analysis of a mechanism**, and in doing so it supplied the national movement with an argument that colonial rule was **structurally extractive rather than merely occasionally unjust**. That shifted the political demand from the redress of particular grievances to a claim about the system itself, which is the intellectual foundation on which every later phase of the movement rests.

**Assessment**: the mechanism is established and its magnitude is disputed, and the theory's decisive contribution was to make the colonial economy's structure visible and arguable in the government's own terms.

Question 4

Examine deindustrialisation, commercialisation of agriculture and famine as features of the colonial economy.

Accepted Answer

**Deindustrialisation.**

*The claim*: Indian handicraft industry, particularly **cotton textiles**, was destroyed by competition from machine-made British goods; the displaced artisans were driven into agriculture; and this produced an increasing **pressure of population on land** without any compensating growth of modern industry.

*The mechanisms alleged*: the **loss of the export market**, as British machine-spun yarn and cloth undercut Indian handloom products in third markets; the **loss of the home market**, as those goods entered India under a tariff regime giving them free or preferential entry while Indian goods entering Britain faced duties — the asymmetry being a policy choice, not a market outcome; and the **loss of court and elite demand** as Indian courts were annexed or reduced, which affected the high-value luxury crafts specifically.

*The evidence and its problems*: the **export and import figures** for textiles are clear and support the claim about the market. The **occupational data** on which the shift from industry to agriculture is argued come from censuses whose **categories changed** and which begin late, so the base against which decline is measured is uncertain. And there is **regional variation**, with some handloom sectors surviving by using cheap **imported machine yarn** — which is adaptation rather than destruction.

*The revisionist qualifications*: the handloom sector **did not disappear** and in some regions expanded output on imported yarn; part of the recorded occupational shift may reflect **classification changes**; and the timing and extent varied by region and product.

*What survives the qualifications, and it is the point*: whatever the handloom's fate, India experienced the **displacement of a manufacturing sector without the emergence of a modern industrial sector to absorb the displaced**. That is the distinctively colonial outcome. In Britain the same technological change displaced handloom weavers into factories; in India it displaced them into agriculture, because the factories were in Britain.

**Commercialisation of agriculture.**

*The growth of production for the market* in cotton, jute, indigo, opium, tea and oilseeds.

*Its drivers*: the **cash revenue demand**, which compelled sale regardless of the cultivator's preference; the **railways**, which connected the interior to the ports and made distant markets accessible; and **world demand**, notably the surge in cotton demand during the American civil war and its collapse afterwards, which is the clearest single demonstration of the exposure that commercialisation created.

*Its consequences*: integration into world markets and **exposure to their fluctuations**, over which the cultivator had no influence and no information; a shift of land from food to cash crops in some regions, reducing local food availability; and **indebtedness**, since cash crops require purchased inputs and the cultivator borrowed against a future crop at a price he could not predict.

*The distinction worth drawing*: commercialisation is not in itself impoverishing — a cultivator selling at a good price gains. What made it damaging was that it was **compelled rather than chosen**, and that the cultivator bore the price risk without the credit or storage that would have allowed him to wait.

**Famine.**

*The record*: recurrent and severe famines through the period, with the worst mortality in the later nineteenth century.

*The older official explanation*: failure of the rains, and over-population relative to resources.

*The analysis that supersedes it*: famine as **entitlement failure** rather than absolute food shortage — the collapse of **purchasing power** among agricultural labourers and artisans when employment and wages fell, in conditions where grain **moved to where prices were highest**, along the very railways that were expected to relieve scarcity. People starved amid grain they could not buy.

*Policy contributions*: adherence to **non-interference in the grain trade** on doctrinal grounds, which prevented the requisitioning and price control that would have kept grain in deficit areas; and famine relief conditioned on **labour tests at wages set deliberately low**, to ensure that only the genuinely destitute applied, which excluded the weakest.

**The overall assessment.** Colonial rule brought **railways, irrigation, legal uniformity, a monetised economy and a modern administrative structure**, and it presided over the **displacement of manufacturing, a transfer of resources abroad, recurrent famine and a near-stagnant per capita income across the period**.

The two are not in tension, and the reason is the answer's conclusion: the infrastructure was built to serve an economy organised around the **export of primary products and the import of manufactures**. The railways that moved grain to ports also moved it away from the famine district; the legal system that secured property also made land attachable for debt; the monetisation that integrated markets also compelled distress sale. **The distinctive feature of the colonial economy is not that nothing changed but that the changes were structured to serve an external economy.**

Question 5

Comment on the Orientalist-Anglicist controversy and the introduction of western education. (150 words)

Accepted Answer

**The controversy**: a dispute over whether the government's educational funds should support instruction in the **classical Indian languages and learning** — Sanskrit, Persian, Arabic — or in **English and western knowledge**. It was resolved in favour of English in 1835.

**The downward filtration theory** was the policy's stated mechanism and must be named: educating a **class at the top** would diffuse knowledge downward through society, so the state need only fund higher education in English. **It did not operate**, and the failure is structural rather than accidental — a class educated in a language the rest of the population did not speak had no channel through which to filter anything, and had every incentive to retain the advantage the education conferred.

**The despatch of 1854** set out a fuller system: departments of public instruction, **universities**, grants-in-aid to private institutions, and provision for **vernacular primary education** — a design that acknowledged filtration's failure without reversing the priority. The universities were founded in 1857.

**Assessment, which must go both ways.** It produced a **western-educated intelligentsia** that supplied the leadership of both reform and nationalism; made **English a link language** across a subcontinent with no other; and introduced institutions and political ideas that were subsequently **turned against the government that introduced them** — which is the outcome the policy's designers least anticipated.

It was also **narrow in reach**, left mass literacy almost untouched, **neglected technical and scientific education**, and served the administration's need for clerks at low cost. Both are true, and an answer that gives only one has taken a side rather than assessed.

Question 6

Examine the social and religious reform movements of the nineteenth century and assess their significance.

Accepted Answer

**The useful organisation is by relationship to tradition** rather than by chronology or region, because that is what distinguishes the movements analytically.

**Reformist movements** sought change **within** the tradition by appeal to reason and to selected texts, arguing that objectionable practices were **later corruptions** of an original purity — which is a powerful move, because it allows reform to be presented as restoration.

The Bengal movement founded in the early nineteenth century is the type: campaigning against **sati**, for **widow remarriage**, against **polygamy** and **child marriage**, and for **women's education**, while advancing a monotheistic reading of the Upanishads and opposing image worship. Its later divisions over the pace of reform and the authority of scripture, and its influence on the reform of Hindu personal law and on the outlook of the Bengali intelligentsia, are examinable.

**Revivalist movements** sought change by **return to an idealised past**, holding that the tradition's original form was already adequate and that the problem was departure from it.

The movement founded in the later nineteenth century in the north is the type: the Vedas as the **sole authority**; rejection of image worship, pilgrimage and priestly mediation; opposition to caste **as practised** while accepting varna in principle; the promotion of education including for women; and **reconversion** of those who had left the fold — the last being the point at which reform shades into communal mobilisation.

**Movements within other communities.** The reform and modernist currents among Muslims, of which the movement centred on the college founded at Aligarh is the most significant: advocating **western education**, arguing that Islam and modern science were compatible, and **counselling political abstention** from the Congress on the ground that Muslims should first secure education and employment — a position with large later consequences. The reform currents in the **Parsi** and **Sikh** communities, the latter including the movement for control of gurdwaras. And the **theosophical** movement, whose Indian significance lies less in its doctrine than in the fact that **Europeans valorised Indian tradition**, which had a disproportionate effect on educated Indian self-confidence.

**Movements from below: the anti-caste movements**, which are the period's most radical social current and are frequently under-treated.

The movement founded in western India in the mid-nineteenth century attacked **brahmanical authority directly**, established schools for girls and for subordinated castes, and offered a historical account in which caste was a **system of conquest and subordination** rather than a religious order — an interpretation that removed the possibility of reform by textual appeal, since the texts were the instrument.

The movements in the south asserted a **non-brahmin identity** and demanded representation in education and employment, converting a social critique into a political programme.

**Their significance**: they identified **caste rather than colonial rule as the primary structure of oppression**, and their relationship with the national movement was correspondingly complicated — a movement demanding self-government from the British could look, from this position, like a demand that power be transferred to the existing social elite.

**The women's question**: campaigns against sati, for widow remarriage, against child marriage and for education, with the legislative measures that followed. **The essential qualification**: these were **largely conducted by men about women**, with women appearing as objects of reform rather than as agents. Women's own organised participation developed later, through women's organisations from the late nineteenth century and, decisively, through **mass participation in the national movement**, where women's political action was on a scale the reform movements had never contemplated.

**The assessment.**

**Socially narrow**: the movements were drawn from the western-educated and predominantly the upper castes, their membership was small, and their legislative achievements had limited reach — a law against child marriage does not by itself alter practice in a society where enforcement depends on complaint.

**Intellectually decisive**: they established that Indian society could be **discussed, criticised and reformed by Indians**, using both indigenous and modern arguments. That is a change in what could be said, and it is prior to any change in what was done.

**Politically consequential**: the argument that Indians were capable of **self-improvement and self-criticism** is the premise from which the claim to **self-government** follows, which is why the reform movements and the national movement share personnel, vocabulary and organisational forms.

**With one necessary corrective**: an account written only from the reformist mainstream misses that the most radical social analysis of the period came from **outside it and against it**, and that the relationship between social reform and national politics was contested rather than complementary.

Question 7

Comment on peasant and tribal movements in the eighteenth and nineteenth centuries. (150 words)

Accepted Answer

**Their scale**: numerous, regionally dispersed across the subcontinent, frequently very violent, and continuous through the period — which is itself the first point, since an account of colonial India written only from the national movement makes the nineteenth century look quiet.

**Their causes**: the **revenue demand** and the sale of land for arrears; **land alienation** to moneylenders and outsiders through the new legal machinery, which made land attachable for debt; the **loss of customary forest and grazing rights** as forest was reclassified as state property, converting long-standing users into encroachers; and the **compulsions of commercial cropping**, of which the indigo cultivators' resistance in Bengal against forced cultivation on unremunerative terms is the best-known instance.

**Their characteristics**: **local and specific** grievances rather than general ones; leadership from **within the community**, frequently in a religious or **millenarian** idiom, with a promise of a restored just order; targets that were the **immediate exploiter** — the moneylender, the planter, the zamindar, the forest officer — before they were the government, and often only the government when it protected the first; and suppression by force, since the movements had no other channel.

**Their significance and its limits.** They demonstrate that resistance to colonial arrangements was **continuous and widespread** long before organised nationalism. They were **not nationalist**: they responded to specific dispossessions and had no programme for the country as a whole.

**The subaltern historiography's claim**, which should be stated: that these movements had an **autonomous political consciousness** which the nationalist narrative subsumed by reading them as precursors, and that treating them as early stages of a movement they knew nothing about misses what they actually were.

Question 8

Examine the character of the revolt of 1857.

Accepted Answer

**Framing.** The question is historiographical: the two positions — a **sepoy mutiny** and a **first war of independence** — are both partly supported and both incomplete. The answer must set out what each can show, identify what neither accommodates, and state a position with the evidence for it.

**The causes, which determine what kind of event it was.**

**Political**: the annexation of **Awadh** in 1856 on grounds of misgovernment, which disturbed the taluqdars' position and affected the state from which a very large proportion of the Bengal army's sepoys were recruited — so a **political grievance and a military one were located in the same population**, which is the single most important structural fact about the revolt. The **doctrine of lapse** and the refusal of adopted heirs; and the reduction of the Mughal emperor's status.

**Economic**: the revenue demand and consequent transfers of land; the summary settlement in Awadh, which affected taluqdari rights; and the displacement of artisans.

**Social and religious**: the apprehension of an intention to convert, fed by missionary activity, by legislation touching Hindu practice, and by the administration's general reforming temper.

**Military**: grievances over pay, allowances and promotion; the **General Service Enlistment Act** requiring service overseas, which raised caste objections; the unusually **low ratio of European to Indian troops** in 1857; and the **greased cartridge** — the immediate occasion rather than a cause, whose significance is that it was **believed**, and a rumour is effective in proportion to the fears already present.

**The mutiny reading, and what supports it.** The rising began in the army, over a military grievance, and spread through military units. Its **regional limitation** is real: Bengal, Punjab and the south were largely uninvolved, Punjab supplied troops for the reconquest, and several Indian states and rulers actively supported the government. There was **no common programme** beyond the restoration of a pre-colonial order, and several leaders' objectives were the recovery of their own particular rights and territories.

**The war of independence reading, and what supports it.** **Civilian participation was very large**, particularly in **Awadh**, where the revolt had by far its widest social base and where taluqdars, peasants and sepoys acted together. The **targets are revealing**: record rooms, treasuries, courts and **moneylenders' bonds** were attacked — these are attacks on a **system of authority and obligation**, not on officers or on regimental grievances, and they indicate that participants understood what they were destroying. And the **proclamation of the Mughal emperor as sovereign** supplied a political focus above regimental and local grievance, which participants across regions and communities accepted.

**What neither reading accommodates.** The mutiny reading cannot explain the civilian rising in Awadh, the attacks on the records of obligation, or the acceptance of a common sovereign. The war of independence reading cannot explain the regional limitation, the participation of Indians on the government's side, or the absence of any programme beyond restoration.

**A note on the second reading's origins**: it was formulated substantially by nationalist writers for whom establishing a **long ancestry for the freedom struggle** was a political purpose. That origin does not make it wrong; it does mean the category was applied **retrospectively** rather than derived from the participants' own statements, and saying so is a methodological point worth marks.

**The defensible position.** The revolt was **more than a mutiny and less than a national war**: a **broad-based rebellion against colonial authority within a defined region**, in which a military rising over specific grievances became the occasion for a wider revolt by populations with independent grievances against the same regime, unified by a symbolic sovereign and lacking any programme for the country beyond restoration.

**The consequences, which the answer must reach.** The transfer of government from the company to the **crown** in 1858, with a proclamation promising non-interference in religion and observance of treaties with princes. The **reorganisation of the army**: a higher European ratio, artillery kept in European hands, and recruitment concentrated in the regions that had **not** rebelled — the **martial races** doctrine being a security policy given a pseudo-ethnological justification. A deliberate policy of **support for princes and landholders** as conservative allies, and the abandonment of annexation. And a deepened **racial distance** between rulers and ruled.

**Final assessment**: the revolt's importance is not settled by choosing a label. Its consequences shaped the structure of British rule for the following ninety years, and its memory supplied later nationalism with a demonstration that the regime could be challenged. Both are true whichever name is used, and an answer spending its length on the label rather than on the evidence and the consequences has answered the smaller question.

Question 9

Examine the factors leading to the birth of Indian nationalism and assess the early Congress.

Accepted Answer

**The factors.**

**Administrative and political unification**: a single administrative system, a common legal framework and extended communications, which created the conditions under which a **subcontinental politics** was possible for the first time.

**Western education and the intelligentsia**: a class educated in English, exposed to liberal and nationalist ideas, and increasingly aware that the professions and the higher services were closed to them.

**The press and modern communications**: newspapers in English and the Indian languages, and the railways and telegraph, which made **simultaneous political activity across regions** possible — a national organisation requires a national means of communication, and this is when one existed.

**Economic grievances**: the drain, the tariff arrangements, the burden of the revenue demand, recurrent famine, and exclusion from the higher services and from state contracts. **The economic critique** developed by the early nationalist economists is the decisive intellectual event here, because it converted **resentment into an analysis of a mechanism** and thereby made colonial rule arguable in the government's own terms.

**Racial discrimination**, of which the controversy over the bill proposing to allow Indian magistrates to try Europeans in the mofussil is the standing example — significant less for the bill than for the **European community's organised agitation** against it, which demonstrated that organised pressure worked and taught the lesson to those who watched.

**The politics of association**: the regional political associations of the mid-nineteenth century in Bengal, Bombay and Madras, through which the educated classes petitioned, memorialised and lobbied, and which are the Congress's institutional ancestors.

**The foundation of the Congress** in 1885, and the **safety-valve thesis** — the claim that it was founded at official instigation to provide a controlled outlet for discontent and forestall a violent explosion.

*How to handle it*: the thesis rests on a retired official's involvement in the founding and on a later account of his motives. **Against it**: the initiative and the organisation came from **Indian political associations already active**; the founding generation's own objectives are documented and were their own; and the thesis attributes to a single official an outcome produced by a broad social development. **The reasonable position**: the official's involvement is a fact, and the safety-valve explanation of the Congress's **origin** is not supported, because it mistakes a participant for a cause.

**The early Congress: objectives and method.**

*Objectives*: expansion of the legislative councils and of the elective element within them; **simultaneous civil service examinations** in India and England; separation of judicial from executive functions; reduction of military expenditure; tariff and revenue reform; and redress of specific economic grievances.

*Method*: petition, resolution, deputation and press campaigning — **constitutional agitation**, whose premise was that British rule was open to persuasion by reasoned argument and that publicity would produce redress.

**The assessment of the Moderates**, which should be made deliberately because they are habitually dismissed.

*Their achievement*: they produced the **economic critique of colonial rule**, which is the intellectual foundation of everything that followed and which no later phase of the movement replaced; they established a **national organisation** meeting annually and speaking for the country as a whole, which had never existed; and they trained a generation in political work, in drafting, in organisation and in public argument.

*Their limitation*: the method assumed a **responsiveness the government did not show**, and its failure over two decades — during which the substantive demands were not conceded — is precisely what produced the Extremists. That is not a failure of the men but of a premise that had to be tested before it could be abandoned.

**Assessment**: Indian nationalism arose from the conjunction of a **unified administrative space**, an **educated class excluded from its higher levels**, a **means of national communication**, and an **analysis of economic grievance** — and the early Congress's contribution was to supply the last two with an organisation.

Question 10

Examine the differences between Moderates and Extremists and assess the Swadeshi movement.

Accepted Answer

**The disagreement was over method and premise, not over the ultimate objective** — both wanted self-government within or outside the empire, and stating this prevents the answer becoming a caricature.

**The Extremist position**: that **petitioning had failed**, demonstrably, over two decades in which the substantive demands were not conceded; that reliance on British good faith was misplaced; that **self-government was a right** rather than a concession to be earned by demonstrating fitness; and that political work required **mass participation** and a willingness to accept sacrifice, including **passive resistance and boycott**.

**Their appeal** drew on **cultural and religious symbols** to reach beyond the English-educated — festivals, historical figures, religious imagery. This extended the movement's reach substantially, and it had a cost that appears later, since symbols drawn from one tradition do not reach across communities and can be read as exclusionary by those outside them.

**The Moderate reply**, which should be given fairly: that agitation without organisation would be suppressed and would set the movement back; that the educated leadership had no mass organisation capable of controlling what it started; and that the constitutional method had produced real if limited gains.

**The partition of Bengal**, 1905. **The measure**: division of the province, defended on **administrative** grounds — the province was undeniably large — and widely understood as an attempt to **divide the Bengali-speaking population** and weaken a politically active region, a reading the official correspondence supports.

**The Swadeshi movement's techniques**, which are its lasting contribution and should be listed as instruments rather than as events.

**Boycott** of British goods, which turned every purchase into a political act and gave participation a daily form.

**Swadeshi**, the promotion of Indian production, including the founding of enterprises — connecting the political programme to an economic one.

**National education**, with schools and a national council of education, on the reasoning that a movement rejecting the government could not rely on its schools.

**Passive resistance**, including the boycott of official functions and courts.

**Festivals, songs and processions** to reach an audience that pamphlets could not.

**The achievements**: it made **boycott and swadeshi permanent instruments** of Indian politics, used in every subsequent movement; it drew in **students** and, for the first time in numbers, **women**; and it produced a genuine expansion of political participation in Bengal beyond the professional classes.

**The limits, which must be stated**: it remained substantially **confined to Bengal** and largely to the educated and the urban; it **did not reach the Muslim peasantry of eastern Bengal**, some of whom saw advantage in a province where they would be a majority — which is an early and important instance of a nationalist mobilisation failing to be national; and its inability to sustain itself, once the government combined repression with the eventual annulment of the partition, pushed a section of the young toward **revolutionary activity**.

**The sequel**: the Congress **split at Surat** in 1907, and the **reunion in 1916**; the **Lucknow Pact** of the same year with the Muslim League, conceding separate electorates in return for a joint constitutional demand; and the **Home Rule leagues** of 1916, which built organisation and agitation on a scale the Congress had not previously attempted and which prepared the ground for the mass phase.

**Assessment**: the Extremists were right that the constitutional method had failed and had **no organisation adequate to the mass politics they called for**; the Moderates were right about the organisational deficit and wrong about the method's prospects. What resolved the impasse was not the victory of either but the arrival of a leadership that combined mass mobilisation with organisational discipline, which is what makes 1919 a genuine break rather than a continuation.

Question 11

Examine the character of Gandhian nationalism and the movements Gandhi led.

Accepted Answer

**The rise.** The South African years, in which **satyagraha** was developed as a technique through a series of campaigns against discriminatory legislation; the return to India in 1915; and the early Indian campaigns — **Champaran** for indigo cultivators, **Ahmedabad** for mill workers, **Kheda** for peasants seeking revenue remission. Each was **local, specific and successful**, which established the method and the reputation before any national campaign — and that sequence is itself analytically important, since it means the national leadership was earned by demonstrated results rather than assumed.

**The character of the nationalism, stated analytically.**

**Satyagraha is not passive resistance** but a technique with a stated theory: the resister **openly breaks a specific unjust law**, **accepts the legal penalty** without resistance, **refuses to hate** the opponent, and aims at the opponent's **conversion rather than his defeat**.

**Why the theory matters practically**, which is the part an examination answer needs. A movement committed to non-violence and to accepting penalties can **mobilise people who could not fight** — the old, women, the unarmed, those with everything to lose. It is **difficult to suppress without visible brutality**, and visible brutality against unresisting people damages the government both in India and in Britain. And it places the government in a position where **every response is costly**: repression delegitimises, and concession emboldens.

**The programmatic content**: **swadeshi and khadi**, connecting the political to the economic and giving every participant a **daily act**; **constructive work** — village industry, sanitation, education, removal of untouchability, communal unity — which maintained organisation **between** campaigns, when a purely agitational movement would have dissolved; and the framing of aims in a **moral idiom** intelligible without political education.

**The popular appeal**: a **religious and moral vocabulary** widely understood; personal asceticism, which authenticated the message in a culture where it signified; the **inclusion of those the earlier movement had not reached** — peasants, women, the poorly educated; and forms of participation available to anyone, from spinning to attending a meeting to courting arrest.

**The critiques, which must be given.** That the moral idiom was drawn substantially from **one religious tradition**, which limited its reach and could be read as exclusionary. That **constructive work substituted social service for structural change**. That movements were **suspended at moments of intensity**, alienating those who had taken risks. And — the most substantial — the criticism from **Ambedkar and the anti-caste movement**: that the approach to untouchability was **reformist and paternalist**, treating it as a moral failing of caste Hindus to be corrected by their change of heart rather than as a **structure requiring political and legal power in the hands of those subordinated by it**.

**The movements.**

**The Rowlatt satyagraha**, 1919, against legislation extending emergency powers into peacetime; and the **Jallianwala Bagh massacre**, whose effect on Indian opinion converted moderate loyalty into opposition more effectively than any campaign could have.

**Khilafat and Non-Cooperation**, 1920–22. **The alliance** of the Khilafat agitation over the Ottoman Sultan-Caliph's treatment with the Congress's national demands produced the **most substantial Hindu-Muslim political cooperation of the period**. **The criticism**: it rested on a pan-Islamic **religious question extraneous to Indian politics**, and when the issue disappeared with the Caliphate's abolition the alliance had no other basis. **The programme**: surrender of titles; boycott of legislatures, courts, schools and foreign cloth; and the prospect of tax refusal. **The withdrawal** after **Chauri Chaura** is the standing controversy — the position that a movement committed to non-violence could not continue after such an incident, against the criticism that the withdrawal **demobilised a movement at its height** and revealed that the leadership's control over its mass base was its priority.

**The interval, 1922–30**: Swarajist entry into the legislatures to obstruct from within, against the no-changers' constructive work; the **Simon Commission** of 1927, boycotted because it contained no Indian member; the **Nehru Report** of 1928 and the Muslim League's objections to it; and the adoption of **complete independence** at Lahore in 1929.

**Civil Disobedience**, 1930–34: the **salt march** and the breach of the salt law — chosen because the tax affected **everyone** and the act of making salt was available to **anyone**, which is the clearest illustration of the method's design; the movement's spread and its regional forms; the very large participation of **women**; the **Gandhi-Irwin pact**; the **Communal Award** and the **Poona Pact**, substituting reserved seats within joint electorates for the separate electorate awarded to the Depressed Classes.

**Quit India**, 1942: the demand for immediate withdrawal after the Cripps mission's failure; the **arrest of the entire leadership on the first day**, which left the movement **without central direction**; the resulting character as a **spontaneous mass upsurge** with attacks on communications, parallel administrations in some districts, and an underground organisation; and its suppression. **Its significance**: it demonstrated the depth of anti-colonial feeling and the government's **dependence on force**, and removed any prospect of a settlement on pre-war terms.

**Assessment**: Gandhian nationalism's decisive achievement was to convert a movement of the educated into a **mass movement with an organisation capable of surviving between campaigns**, using a technique that made repression costly and participation available to everyone. Its limitations were real and were identified at the time by those it did not reach — which is why an assessment that gives only the achievement is incomplete.

Question 12

Trace the constitutional developments in colonial India between 1858 and 1935.

Accepted Answer

The sequence should be held as a **structure with a consistent logic** rather than as a list of statutes: each measure conceded a limited **elective and consultative** element while retaining the executive's ultimate control, and each was overtaken by the demands it had itself stimulated.

**1858**: transfer of government from the company to the **crown**, with a Secretary of State and a Council of India in London and a Viceroy in India. The proclamation promised non-interference in religion and observance of treaties with the princes.

**1861**: **non-official Indian members** added to the legislative councils in a purely advisory capacity, nominated rather than elected, with **no power over the budget** and none over the executive. The significance is that Indians were admitted to the legislative process at all, in a form that conceded nothing.

**1892**: an enlarged council with an **indirect and limited element of recommendation** by certain bodies — an elective principle admitted without being named — and the right to **discuss the budget** without voting on it, and to ask questions without supplementaries.

**1909**: an enlarged council with a genuine **elected element**, the right to move resolutions and to ask supplementary questions, and — the measure's decisive feature — **separate electorates for Muslims**, with reserved seats and a franchise weighted in their favour. This is the constitutional development with the largest political consequences in the entire sequence, and it should be identified as such: it made **religious community a unit of political representation**, and thereby created a form of politics in which a candidate's constituency was defined by religion and appeals across the community were electorally worthless.

**1919**: **dyarchy** in the provinces, dividing subjects into **transferred** subjects administered by ministers responsible to the legislature and **reserved** subjects retained by the Governor; a substantially enlarged franchise; a **bicameral central legislature** with an elected majority but without responsible government; and the separation of provincial from central subjects and revenues.

**Dyarchy's structural flaw**, which is examinable: the **transferred** subjects — education, health, local government, agriculture — were the ones requiring money, and **finance was reserved**. Ministers were therefore responsible to a legislature for departments they could not fund, which made the arrangement a mechanism for **discrediting Indian ministers** rather than for training them, whatever its designers intended.

**1935**: **provincial autonomy** replacing dyarchy, with full responsible government in the provinces subject to the Governor's **special responsibilities and emergency powers**; a **federal scheme** at the centre requiring the accession of the princely states, which never came into operation; a further extended franchise; and **separate electorates retained and extended** to additional groups.

**The consistent features across the sequence**, which is what an analytical answer identifies.

An **expanding franchise and elective element** at every stage — real concessions, not nominal ones.

A **retained executive veto**, reserved powers and special responsibilities at every stage, so that the concession was never of ultimate authority.

The **entrenchment and extension of communal representation** from 1909, which is the development whose consequences outlasted the constitution it belonged to.

And a consistent **lag behind demand**: each measure responded to an agitation and conceded less than the agitation had asked, which meant each was rejected as inadequate on arrival and generated the next demand.

**Assessment**: the constitutional sequence is best read as a **controlled devolution designed to secure collaboration without surrendering control**. It succeeded in creating a class of Indian legislators and ministers with experience of office, and it failed in its own terms because each instalment was overtaken before it could satisfy — and its single most consequential provision, separate electorates, solved a representation problem by creating a political structure that made partition thinkable.

Question 13

Examine the contribution of the revolutionaries and of the left to the national movement.

Accepted Answer

**The revolutionaries.**

**Their reasoning**: that constitutional agitation had **failed**, that the government responded only to force, and that acts of dramatic violence would **inspire a wider rising** — the last being the crucial and, as it proved, mistaken premise.

**Their phases and regions**: the early groups in **Bengal and Maharashtra**, formed partly out of the Swadeshi movement's failure to sustain itself; the **Punjab**; organisation **abroad**, including a movement among Indian emigrants on the west coast of North America that attempted to organise a rising during the First World War; and the **interwar revival** in the north, which is the most significant phase because it adopted an explicitly **socialist** programme, distinguishing itself from the earlier purely nationalist revolutionism.

**The interwar groups' method deserves specific notice**: several of their actions were designed for **propaganda effect** rather than for military result — the assembly bomb case being explicitly intended to secure arrest and a public trial, on the reasoning that the courtroom was a platform the movement could not otherwise obtain. That is a considered strategy, not desperation, and describing it as such is what distinguishes an analytical answer.

**Assessment**: the revolutionaries did not come close to overthrowing the government, and judging them by that standard misses their actual significance. They **demonstrated that sacrifice was possible** and that Indians would die for the cause, which had a very large effect on the political imagination of the young; the **trials became national events**, reaching audiences no meeting could; and the later groups' turn to socialism connected the revolutionary tradition to the left within the movement.

**The left.**

**The Communist Party** from the 1920s, working within and alongside the national movement with a **class analysis of colonialism** — that independence achieved without altering property relations would transfer power to an Indian propertied class and leave exploitation intact.

**The Congress Socialist Party**, formed in 1934 to work for socialism **within** the Congress rather than against it, on the reasoning that the Congress was the mass organisation and a separate left party would be marginal.

**The left within the Congress**: **Nehru's** socialism, expressed in the national planning committee and in his writing, which brought planning and state-led industrialisation into the movement's programme; and **Subhas Chandra Bose's** more confrontational position, leading to his election as Congress president against the leadership's preference and to his subsequent resignation.

**The left's contribution**, stated as three things.

It brought **class questions onto the national agenda** — land reform, workers' rights, planning — which the movement's leadership had largely avoided in the interest of a broad front.

It **organised peasant and worker movements**, of which the peasant organisations of the 1930s and the trade unions are the substantial achievements, and which mobilised constituencies the Congress had reached rhetorically rather than organisationally.

It argued, correctly as the post-independence record shows, that **political independence without social and economic transformation** would leave the structure of exploitation substantially intact.

**Its limits**: **division over strategy**, particularly over whether to work within the Congress or against it, which consumed energy and produced splits; the difficulty of reconciling **class mobilisation with a national front**, since organising tenants against landlords divided a movement that needed both; and, for the Communists, the political cost of positions taken **during the war**, which isolated them at the moment of the movement's greatest mass activity.

**Assessment**: neither strand determined the movement's course, and both altered its content. The revolutionaries supplied a demonstration of commitment and a tradition of sacrifice; the left supplied the **social and economic programme** that the constitution's directive principles and the post-independence planning framework subsequently drew on. A national movement account that treats both as marginal has confused **who led** with **what was contributed**.

Question 14

Examine the growth of separatist politics and the causes of partition.

Accepted Answer

**The approach**: give the development as a **sequence of mechanisms** rather than as an allocation of blame, because the mechanisms are what the question is testing and blame is what weak answers substitute for them.

**The structural foundation: colonial enumeration and representation.**

The **census** fixed religious categories as countable and comparable, converting fluid and contextual identities into fixed populations whose relative numbers could be compared and disputed.

The constitutional recognition of **separate electorates** from **1909** made religious community a **unit of political representation**. This is the single most consequential structural factor, and its mechanism should be stated precisely: under separate electorates, a candidate's constituency is defined by religion, only co-religionists vote for him, and **appeals across the community are electorally worthless**. A politics organised this way rewards the assertion of communal interest and penalises accommodation, regardless of any individual's intentions.

**The Muslim League's trajectory.** Founded in **1906** to represent Muslim political interests; **cooperating with the Congress** in the **Lucknow Pact** of 1916, in which the Congress conceded separate electorates in return for a joint constitutional demand — which shows that cooperation was possible and on what terms; the divergence thereafter over the **Nehru Report's** rejection of separate electorates and over the terms of representation; the **1937 elections**, in which the League performed **poorly** and the Congress formed ministries in most provinces without League participation.

**Why 1937 matters more than its results suggest**: the League's subsequent argument was that Congress rule in the provinces had demonstrated the danger of a **permanent majority** — that in a unitary democratic India a religious minority would be permanently out of power. Whether Congress ministries actually behaved as alleged is disputed; the political effect of the argument is not.

The **Lahore resolution** of 1940 demanding independent states in the Muslim-majority regions; and the transformation into a **mass party** by the **1946 elections**, in which the League won the overwhelming majority of Muslim seats — a result that gave the demand a democratic mandate it had previously lacked and that made it impossible to dismiss as unrepresentative.

**The other separatism.** The **Hindu Mahasabha** and associated organisations, asserting that the nation was defined by a **religious and cultural identity**, with campaigns of reconversion and consolidation.

**The analytical symmetry worth stating**: both separatisms rest on the **same proposition** — that a religious community is a **political community with a single set of interests conflicting with another's** — and neither can be understood without the other. Each mobilisation supplied the other with evidence for its central claim.

**Communal violence** from the 1920s, escalating catastrophically in **1946**.

**The transfer of power.** The **Cripps mission** of 1942 and its failure. The **Cabinet Mission** of 1946, which proposed a **federal union with groupings of provinces** — a structure designed to give the Muslim-majority provinces collective autonomy within a single India — which **both parties accepted and then interpreted differently**, principally over whether grouping was compulsory and whether provinces could opt out. **Direct Action Day** and the violence in Calcutta and its aftermath. The interim government. The announcement of a date for withdrawal. And the **partition plan** of June 1947, with boundary commissions and an accelerated timetable.

**The debate on responsibility**, given as competing readings: **League intransigence** in escalating from safeguards to a separate state; **Congress unwillingness** to concede a federal structure with adequate provincial autonomy, which the Cabinet Mission proposal would have required; **British policy**, which created communal representation and, on some readings, used the divergence; and the **accelerated withdrawal**, which removed the time an orderly settlement needed.

**The defensible position**: the outcome had **several necessary conditions and no single sufficient cause**.

The constitutional **entrenchment of communal representation** created the political form within which the demand could be made and made electorally rational.

The **failure of the Cabinet Mission's federal proposal** removed the last agreed alternative to partition, and it failed on an interpretive dispute that a different distribution of trust would have survived.

The **violence of 1946** made a shared future appear unsafe to both communities, which converted a constitutional dispute into a question of physical security — and once that conversion occurred, no constitutional formula could answer it.

The **compressed timetable** of 1947 removed the possibility of an orderly transfer, with consequences visible in the scale of the killing and the displacement.

**Assessment**: partition is best analysed as the **outcome of a political structure rather than of a decision**. A system that made religious community the unit of representation, over four decades, produced leaderships whose mandates were communal, in a context where the alternative to agreement was violence and the time available for agreement was cut short. Naming the structure rather than the culprit is both the more defensible position and the one the evidence supports.

Question 15

Examine the consolidation of India as a nation after 1947.

Accepted Answer

**The integration of the princely states.** On independence **paramountcy lapsed**, leaving the states legally free to accede to either dominion or to remain independent — a genuine constitutional danger, since the states covered a large proportion of the subcontinent's territory.

**The instrument of accession** covering **defence, external affairs and communications** only, which is why most states signed: it asked for the minimum consistent with a viable union and left internal autonomy untouched.

**The distinct cases**: **Junagadh**, with a Muslim ruler and Hindu-majority population, resolved by plebiscite after the ruler's accession to Pakistan; **Hyderabad**, the largest state, resolved by **military action** in 1948; and **Kashmir**, whose accession followed an **armed incursion** and whose status became the subject of a continuing dispute and of the war of 1947–48.

**The subsequent process**: merger of states into unions and then into provinces; the **abolition of privy purses and privileges** in 1971; and the entry of former princes into **electoral politics**, where several were successful — which is itself evidence of how completely the integration was accomplished, since it converted rulers into candidates.

**Linguistic reorganisation.**

*The initial position*: official reluctance, on the ground that linguistic states would encourage **fissiparous tendencies** and weaken a newly independent union.

*What changed it*: the agitation in the Telugu-speaking areas and the **death of a hunger striker in 1952**, which forced the creation of Andhra and made the general principle unavoidable.

*The process*: the **States Reorganisation Commission** and the reorganisation of **1956**, with further states created subsequently.

*The assessment, which is the section's analytical core*: linguistic reorganisation **strengthened rather than weakened the union**, and the mechanism should be stated. **Recognition is indivisible** — a language either is or is not the language of administration — and is therefore **non-negotiable**. **Resources and representation are divisible** and are therefore negotiable. Conceding recognition **converts an existential demand into a distributive one**, and distributive demands are the ordinary business of politics. Suppressing such a demand keeps it existential and therefore permanent.

**The national language question** demonstrates the same mechanism: the constitutional provision for Hindi as official language with English continuing for a period; the resistance in the non-Hindi-speaking south culminating in the agitation of **1965**; and the settlement providing for the **indefinite continuation of English**, which is accommodation applied to language exactly as it was applied to territory.

**Regionalism and regional inequality**: persistent large inter-state disparities in income and human development; demands for further states on grounds of development neglect rather than language; and the recurring tension between national integration and regional autonomy.

**Caste and ethnicity after 1947.**

**Constitutional provisions**: abolition of untouchability; **reservation** in legislatures, public employment and education for Scheduled Castes and Tribes; and provision for a commission on socially and educationally backward classes.

**Backward castes in electoral politics**: the emergence from the 1960s of formations based on the **middle and backward peasant castes**, particularly in the northern states; the **Mandal Commission** report and the extension of reservation to Other Backward Classes in central employment in 1990, with the political realignment that followed.

**The general process** is captured by Kothari's formulation: it is not that caste entered politics but that **politics transformed caste**, giving it modern organisational forms, wider scale through the aggregation of local jatis into larger blocs, and a **secular register of demands** — representation, employment, education — in place of ritual claims.

**Dalit movements**: Ambedkar's legacy, including the analysis of caste as a **graded inequality** in which each stratum has one below it, which prevents the subordinated from uniting, and which rests on **religious sanction** so that economic change alone does not dissolve it; the conversion movement; the assertive movements from the 1970s with their literature and political formations; and the persistence of atrocity and of residential and occupational segregation — the evidence that **stigma-based exclusion has been the least amenable** to the changes affecting caste generally.

**Economic development and political change.**

**Land reforms**, whose record is instructive and should be given by component. **Abolition of intermediary tenures** was the most successfully implemented measure, removing a large class of rent-receivers. **Tenancy reform** — security of tenure and rent regulation — was widely evaded through resumption for self-cultivation and through unrecorded tenancy. **Ceilings on holdings** were largely defeated by partition of holdings within families and by exemptions.

**The explanation of the difference**, which is the analytical point: abolition required the state to act against a **defined and politically weakened group**; redistribution required it to act against the **dominant rural class on which state politics rested**. The pattern is the same as elsewhere in Indian reform — measures that create an enforceable claim or act against a weak interest are implemented, and measures requiring the politically dominant to surrender what they hold are not.

**The green revolution**: high-yielding varieties with fertiliser, assured irrigation and price support from the mid-1960s. **The achievement**: a decisive increase in wheat and later rice output and the end of dependence on imported food, which had been a source of political vulnerability. **The distributional consequences**: benefits concentrated in **irrigated regions**, widening inter-regional disparity; concentrated among **larger farmers** with access to credit and inputs, widening intra-regional disparity; increased demand for labour and purchased inputs, altering rural class relations; and environmental costs in groundwater depletion and soil degradation that appeared later.

**Planning and liberalisation**: the planning framework with its emphasis on heavy industry and public investment, industrial licensing and import substitution; slow growth relative to intention in the first decades; the shift in the 1980s; and the **liberalisation of 1991** following a balance of payments crisis, dismantling industrial licensing, reducing tariffs and opening to foreign investment.

**The political consequence** worth stating: economic reform was continued by **successive governments of different parties**, which indicates that the terms of political competition shifted from **whether to liberalise** to **how the gains are distributed** — a change in the content of politics rather than in its participants.

**Assessment**: the consolidation succeeded on the questions that could be settled by **accommodation** — princely integration, language, territory — and remains incomplete on those requiring **redistribution**, whether of land, of regional development or of social position. The distinction between the two is the same one that runs through the whole record: recognition can be granted, and what someone else holds cannot easily be taken.
