Question 1

Assess the value of archaeological, epigraphic and numismatic sources for reconstructing ancient Indian history.

Accepted Answer

Each source type answers a different class of question, and the examinable content is **what each can and cannot establish**.

**Archaeology.** **Exploration** identifies sites from surface remains; **excavation** recovers them in **stratigraphic** sequence, giving relative chronology, with disturbance the principal source of error. **Dating** proceeds by relative methods — stratigraphy, tool and pottery typology, association with datable objects — and by absolute methods, principally **radiocarbon**, which carries a stated error range and requires calibration, which is why archaeological dates are ranges rather than years.

*What it establishes*: settlement patterns and their change; the built environment; technology from tool assemblages and metallurgical residues; subsistence from faunal and botanical remains; exchange from non-local materials; and social differentiation from burials and from variation in house size and grave goods.

*What it cannot establish*: names, language, ethnicity, motive, belief, the content of speech. **An archaeological culture is a recurring assemblage of material types, not a people** — and the inference from pot to population is the discipline's most contested move.

**Epigraphy.** Inscriptions on rock, pillars, cave walls, copper plates and temple walls. The Indian record's shape matters: the earliest deciphered corpus is the **Ashokan edicts** in Brahmi and Kharosthi; the copper-plate **land grant** dominates from the Gupta period; and Chola temple wall inscriptions record local administrative detail of exceptional richness.

*What it establishes*: chronology and dynastic sequence; territorial claims; administrative vocabulary and titles; the terms of grants including immunities; **donative practice**, which reveals the social composition of patronage; and language history.

*What it distorts*: inscriptions record **what an authority wanted permanent**, so they over-represent grants, victories and endowments and under-represent failure, dissent and the undocumented majority. A grant records the transfer, not whether it worked.

**Numismatics.** Metal content, weight standard, legend, imagery and find spot. The Indian sequence runs from uninscribed **punch-marked** silver associated with the second urbanisation, through **Indo-Greek** portrait issues with bilingual legends, **Kushana** issues with a wide deity repertoire, to the **Gupta** gold series.

*What it establishes*: dynastic sequence and rulers otherwise unattested; territorial extent from **find distribution**, with the caution that coins travel; economic conditions from purity and volume; political claims from titles and imagery; and contact from imitation, overstriking and hoard composition.

*The classic inference and its problem*: declining volume and debasement are read as **economic contraction** — the evidence at the centre of the early medieval urban decline argument. The counter is that **absence of finds is weak evidence**, depending on what was minted, hoarded, survived and has been excavated.

**Assessment**: the three are complementary rather than ranked. Archaeology supplies the material base that texts assume; epigraphy supplies chronology and the state's own vocabulary; numismatics supplies sequence and economic indication. The strongest reconstructions are those where the three **converge**, and the weakest are those resting on one type used beyond its reach.

Question 2

Comment on the value and limitations of literary sources and foreign accounts. (150 words)

Accepted Answer

**Indigenous literary sources.** The essential critical operation is to **locate the text**: when composed, when it reached the form we have, by whom, for whom, and to what purpose. Many Indian texts were transmitted **orally over long periods and compiled later**, so the date of the material and the date of the text differ — which is why the Vedic corpus is evidence for a long period rather than a moment.

**The cardinal rule**: a text prescribing social order is evidence for the **prescription**. The dharmashastra literature states what its authors held should be so; it does not state what was so, and treating it as description is the commonest error in writing about ancient Indian society. The same objection applies to the Arthashastra used as a Mauryan administrative record.

**Foreign accounts.** **Greek and Roman**: the accounts arising from the Macedonian invasion; the Seleucid ambassador's account, surviving only in **fragments quoted by later writers**, some of whom disbelieved him; and the **navigational handbook** of the Indian Ocean trade, exceptionally valuable for ports, seasons and commodities. **Chinese**: the Buddhist pilgrims, valuable for monastic organisation and travel conditions and shaped throughout by a religious purpose. **Arab**: the eleventh-century study of Indian sciences and customs, the most systematic external account of Indian intellectual life before the modern period.

**Their common value**: they notice what insiders take for granted, and occasionally supply chronology indigenous sources do not. **Their common limitations**: second-hand transmission, brief observation, and categories imported from the observer's own society.

Question 3

Trace the development of Indian prehistoric cultures from the Palaeolithic to the Chalcolithic, and assess the megalithic cultures.

Accepted Answer

**Geographical factors** shaped the distribution: river systems supplying water and alluvium; the availability of stone suitable for tools; ecological zones determining wild resources; and the routes through hill and desert that determined contact. Sites cluster where raw material, water and game coincide.

**The Palaeolithic**, divided on **tool typology**. **Lower**: handaxes and cleavers worked from cores. **Middle**: **flake tools** made on prepared cores — scrapers, points, borers. **Upper**: **blades and burins**, with bone tools where preservation allows. Subsistence was **hunting and gathering**, mobility high, groups small.

**The Mesolithic**, defined by **microliths** — very small blades and geometric forms hafted into **composite** tools, which is a technological advance because it permits specialised implements from small pieces of good stone. Associated with a **broadened resource base**, higher site density, **burials**, and **rock art** at central Indian sites depicting hunting, animals and communal scenes. This is the phase in which evidence for **increasing sedentism** first appears while the subsistence base remains foraging.

**The Neolithic**, defined by **ground and polished stone tools**, the beginnings of **cultivation and animal domestication**, pottery and settled village life.

**The examinable point is that the Indian Neolithic is not a single phenomenon.** The north-western group shows early **wheat and barley** with domesticated sheep, goat and cattle. The southern group is associated with **ash mounds** and with cattle pastoralism. The eastern and north-eastern groups show different tool types, with an early **rice** association in the east. Regional diversity in timing, crops and tools is the finding, against the older assumption of a single diffused Neolithic.

**The Chalcolithic** cultures use **copper alongside stone**, are agricultural and pastoral, produce distinctive **painted pottery**, and occur as a series of regional cultures across central and western India and the Deccan. **Their significance** is decisive for the shape of the Indian sequence: they show metal use, agriculture and village settlement developing in many regions **independently of and after** the Harappan civilisation, so the Indian sequence is **not a single line running out of the Indus**.

**Megalithic cultures.**

*What they are*: **burial complexes** using large stones, in several forms — cists, dolmens, stone circles, urn burials, rock-cut chambers — most densely distributed in peninsular India with marked regional variation in type.

*What they establish*: the association with **iron**, which is the principal evidence for iron in peninsular India; **pastoral and agricultural** subsistence, with irrigation works in some areas; **social differentiation**, from the varying scale of monuments and the variation in grave goods, which includes iron weapons and implements, pottery and occasionally beads and gold; and **continuity into the early historic period**, since some sites carry both megalithic burials and early historic material — which connects them directly to the Sangam-age evidence in the Tamil region.

*The problems*: the **burials are far better known than the settlements**, because monuments survive and are conspicuous while habitation sites are not, so the picture is skewed toward mortuary practice and tells us more about how these communities buried their dead than about how they lived. **Dating remains uneven**, and the tradition spans a long period with regional variation, so a single chronology for megalithic India is not available.

**Assessment**: the sequence from Palaeolithic to Chalcolithic is not a ladder climbed uniformly. Different regions entered agriculture at different times with different crops, foraging persisted alongside farming, and the Chalcolithic evidence establishes multiple independent trajectories. The megalithic material is the clearest illustration of the general methodological problem in prehistory — that **what survives determines what we can know**, and monuments survive better than lives.

Question 4

Examine the characteristic features of the Harappan civilisation and what the evidence permits us to say about its polity and religion.

Accepted Answer

**Origins and extent.** The civilisation developed out of **earlier regional farming cultures** in the north-west rather than arriving, with a formative phase, a **mature urban phase** of roughly half a millennium in the third millennium BCE, and a late post-urban phase. It was the largest of the contemporary Bronze Age civilisations in area, extending across the Indus system and eastward along the now largely dry Ghaggar-Hakra course, from the northern hills to the Gujarat coast and westward to the Makran shore. **The distribution is itself evidence**: this was a civilisation defined by a network of settlements across several ecological zones, not by a single river valley.

**The characteristic features, given as evidence and inference.**

**Urban planning.** Excavated layouts show streets on an approximate **grid**; settlements frequently divided into a raised western area and a lower town; **standardised burnt brick** in consistent proportions across sites; **covered street drains** with inspection openings; and individual house drainage connecting to them. *The inference*: centralised control over building standards. *What is unknown*: the institution that produced and enforced them.

**Water management**: wells, tanks, the great tank at the major northern site, and the contested **dockyard** interpretation of the structure at the Gujarat coastal site.

**Craft and standardisation.** The **weight system** in a consistent binary and decimal ratio series across the whole area is the **strongest single evidence for administrative uniformity**, because weights are used in transactions and their standardisation implies enforcement. Bead-making, shell-working and faience production; and the distinctive **steatite seals** with animal motifs and script.

**Agriculture**: wheat, barley and pulses, with **millets** in the Gujarat region; evidence for cotton; cattle, sheep, goat and buffalo; and evidence for the **plough** from a ploughed field surface in the Ghaggar-Hakra area.

**Trade**: internal exchange in copper, carnelian, steatite, shell and lapis; and external contact with **Mesopotamia**, evidenced by Harappan seals and etched carnelian beads found there and by Mesopotamian references to a trading region generally identified with the Indus — one of the best-attested long-distance connections of the period.

**The structural limit on everything else: the script is undeciphered.** There are therefore no names, no political vocabulary, no religious texts and no self-description. **Every statement about polity, religion or social organisation is an inference from material remains**, and an answer must say so.

**Polity.** The evidence is genuinely difficult. There are **no unambiguous palaces, no royal burials and no monumental royal iconography** of the kind found in contemporary Egypt and Mesopotamia. Set against that is the **standardisation** of weights, bricks, script and seal types over a very large area. The competing readings are a single centralised state; a group of independent city-states sharing a material culture; and a society whose coordination was achieved without a coercive central authority. **The honest position**: the evidence establishes **strong shared standards** and does not identify the institution that produced them, and the absence of royal display may indicate an ideology that did not glorify rulers rather than the absence of rulers.

**Religion.** The inferences are drawn from **figurines**, seal imagery including the seated figure surrounded by animals, the possible ritual use of the great bath, and fire altars at some sites. **All are inferences**, and the identifications commonly made with later deities are **retrospective readings** the evidence does not compel — a seal image resembling a later iconography does not establish continuity across a millennium and a half.

**Art and architecture**: the seals as the principal art form, technically accomplished and remarkably consistent; the bronze figurine from the great northern site; stone sculpture including the bearded torso; terracotta figurines; and the architecture itself — utilitarian, standardised, and notably **without the monumental religious building** that characterises the other Bronze Age civilisations, which is a significant negative fact.

**Assessment**: the Harappan achievement is best stated as **standardisation across an unprecedented area without visible centralised display**, which is genuinely unusual among Bronze Age civilisations and which the undeciphered script prevents us from explaining.

Question 5

Examine the decline of the Harappan civilisation and its survival.

Accepted Answer

**What must be rejected first.** The single-cause explanations of the older literature — **invasion**, a single catastrophic **flood**, a single climatic event — are not supported. The invasion explanation rested on a small number of unburied skeletons at one site, subsequently shown to belong to different periods and not to a massacre, and on the assumption that the Vedic references to fortified places described Harappan cities, which is an inference from text to archaeology of exactly the kind the discipline no longer permits.

**What the evidence actually shows** is a gradual **de-urbanisation** over the late phase, and the components should be named separately because they are separately attested.

**Abandonment of the major sites**, though not simultaneously and not everywhere.

**Decline in the use of writing, seals and standardised weights** — that is, the disappearance of precisely the elements that mark the mature phase as a coordinated system.

**Deterioration of the built environment** at some sites: encroachment on streets, subdivision of houses, decline in drainage maintenance, and cruder construction.

**A shift in settlement** eastward and toward Gujarat, with an increase in the number of small sites, so the population did not vanish but redistributed.

**Continuity of many material traits** — pottery forms, craft techniques, agricultural practice — at a village scale.

**The factors advanced, none established.**

**Hydrological change**: shifts in river courses, and the drying of the **Ghaggar-Hakra** system, which would have removed the water supply from a large group of settlements. This is the strongest of the environmental explanations because the drainage change is independently attested.

**Long-term aridification**, which would reduce agricultural yields and increase pressure on settlement.

**Disruption of the Mesopotamian trade**, removing a demand for the manufactured goods and raw materials the cities handled, which matters if urban craft production depended on it.

**Internal strain**: the difficulty of maintaining standardisation over so large an area, and the possibility that whatever institution enforced it lost the capacity to do so.

**Why no single explanation works**: the sites do not decline simultaneously or in the same way, so a single subcontinental cause is unlikely; and the elements that disappear are precisely the **system-level** features rather than the population's subsistence base, which is more consistent with the failure of a coordinating order than with an environmental catastrophe destroying a population.

**Survival and significance.** The **post-urban** cultures of the region carry Harappan material traits forward at a village scale, and the eastward and Gujarat settlement shift means the population persisted. The syllabus's own phrase — **decline, survival and significance** — is precise: what ended was an **urban order**, not a people.

**The defensible position**: the Harappan case is best described as the **collapse of an urban system with continuity of population and material culture**, produced by a combination of environmental and systemic pressures whose relative weight the evidence does not allow us to determine. Saying that, rather than choosing a cause, is what the discipline supports — and an answer that names a single cause confidently is overclaiming on evidence the examiner knows to be thin.

Question 6

Examine the evidence relating to the Aryan question and the methodological problems it raises.

Accepted Answer

The question must be handled with care, because it is politically loaded and because the evidence is genuinely limited — and the methodological problems are more examinable than the conclusion.

**The linguistic evidence, which is the strongest and is the foundation of the entire discussion.** Sanskrit belongs to the **Indo-European** language family, whose member languages — across Europe, Iran and northern India — display **systematic sound correspondences** and shared inherited vocabulary and grammatical structure. These correspondences are regular rather than sporadic, which rules out coincidence and rules out simple borrowing, and therefore requires a **historical connection** between the languages. Comparative philology also permits a partial reconstruction of the parent language's vocabulary, which indicates something about the environment and society of its speakers.

**The archaeological evidence is much weaker**, and the reason is methodological rather than a matter of insufficient excavation: **material culture does not map onto language**. A pottery style does not tell us what its makers spoke, and there is no reason it should.

**The methodological point that should carry the answer**: the **equation of language, material culture and biological population is unwarranted**. Languages spread by many mechanisms — migration, elite dominance, trade, prestige adoption, bilingualism over generations — most of which leave little or no distinctive archaeological signature. **An archaeological culture is an assemblage of material types, not a people**, and the older reconstructions treated it as one.

**What the Vedic corpus itself supports.** It is a **religious and ritual literature**, orally composed and transmitted over centuries and compiled later, and it was not written to record political or social history. Its geographical references shift over its layers, from the north-western rivers in the earliest to the Ganga-Yamuna region in the later — which is evidence for a **movement of the tradition's centre of gravity eastward**, whatever produced it. Its earliest layer shows a **pastoral society** with cattle as the principal wealth and with conflict described in terms of cattle and of contests with other groups.

**The archaeological correlate debated for the later phase** is the **Painted Grey Ware** culture of the upper Ganga-Yamuna region, associated with iron and settled agriculture. The association is a correlation of geography and approximate date, not an identification, and it should be stated as such.

**The defensible position.** A language and an associated ritual tradition **entered and spread** in the subcontinent; the process was **gradual and involved interaction** with existing populations rather than a single conquest; and the archaeological evidence does not identify a distinct intrusive material culture as clearly as the older accounts assumed. The linguistic case is strong; the migration's archaeological signature is weak; and the two are not in conflict, because language spread need not leave one.

**What the evidence does not support in either direction**: a conquest destroying the Harappan cities, for which the archaeological case has been dismantled; and an account denying any external linguistic connection, which would have to explain the Indo-European correspondences by some other mechanism and has not done so.

**The general lesson**, which transfers across the paper: where a question requires an inference from **material remains to identity**, state the limit rather than the conclusion.

Question 7

Trace the transformation from the Rig Vedic to the later Vedic period.

Accepted Answer

The transformation should be given as a set of **connected changes** rather than as a list, because the connections are the argument.

**Rig Vedic society**, reconstructed from the corpus's earliest layer.

**Economy**: predominantly **pastoral**, with cattle the principal form of wealth — the vocabulary of wealth, of conflict and even of time is built around them. Agriculture is present and secondary.

**Polity**: organised around the **jana** or tribe, with a **rajan** who is a **chief rather than a territorial monarch** — dependent on the tribe, sustained by voluntary contributions and by the spoils of raiding, and constrained by assemblies, the **sabha** and the **samiti**. There is no evidence for regular taxation, a standing army, a bureaucracy or territorial sovereignty, and an answer should say so explicitly, because it is the contrast that makes the later change visible.

**Society**: organised by **kin**; **varna** appears only in the corpus's latest layer rather than as an original scheme; and women's position is relatively less restricted, with participation in ritual and hymns attributed to women in the corpus.

**The later Vedic transformation, as a chain.**

**Eastward movement** into the Ganga-Yamuna doab and beyond, attested in the later texts' changed geographical references and correlated with the **Painted Grey Ware** distribution.

**Agricultural intensification**: a shift from pastoralism to **settled agriculture with the plough**, and **rice** cultivation in the eastern areas, producing a surplus that a pastoral economy could not — this is the material change on which everything else depends.

**Iron**, whose role must be stated carefully. It is attested in the region in this period. The older claim that **iron axes enabled the clearance of dense forest** and thereby caused the expansion has been questioned on two grounds: early iron was limited in quantity and largely used for weapons and small implements; and clearance can be achieved by **fire** without metal. The defensible formulation is that iron was **one element** in an intensification also involving the plough, rice, and accumulated settlement experience.

**Political transformation: from chief to king.** **Territory rather than kin** becomes the basis of the unit — the **janapada**, whose name derives from the people but which is defined by land. The chief's position becomes **hereditary**. It is legitimised by **elaborate royal rituals** — the rajasuya, vajapeya and ashvamedha — whose scale is itself evidence of the resources now commanded, since these ceremonies require a surplus a pastoral chief could not have assembled. **Bali** shifts from a voluntary offering to a **regular exaction**. And the **assemblies decline**, with the samiti fading from the texts, which is the clearest single index of the change.

**Social transformation.** The **varna scheme** becomes explicit, with the four orders and a ritual justification supplied in the corpus's later layer. The **brahmana-kshatriya relationship** becomes the axis of legitimation — the king requires ritual sanction and the priest requires patronage, and each is the condition of the other's position, which is a mutual dependence rather than a hierarchy. The **vaishya** is the producing and tribute-paying order, and the texts describe them in terms indicating their function as a resource. The **shudra**'s position is defined by **exclusion** from the ritual privileges of the other three. Women's ritual role narrows and the prescriptions become more restrictive.

**Religious transformation.** From deities associated with **natural forces** and a relatively simple ritual, to an emphasis on **sacrifice as an efficacious technique** — the ritual works by its correct performance rather than by the deity's favour, which raises the priest's importance decisively — with an increasingly elaborate and expensive apparatus. Then the **Upanishadic turn**: the questioning of sacrifice's efficacy, the **interiorisation** of ritual, and the doctrines of **karma**, rebirth, and the identity of the individual self with the universal.

**How the changes connect**, which is the answer's point. Settled agriculture in the fertile eastern plains produced a **surplus**; the surplus permitted **regular exaction** rather than voluntary contribution, which made the chief independent of the assembly; independence permitted **hereditary succession** and territorial rather than tribal definition; the new position required **legitimation**, which the elaborate sacrifices and the varna ideology supplied; and the expense of that legitimation, together with its exclusivity, generated the **Upanishadic questioning** and, in the next period, the heterodox movements.

**Assessment**: the later Vedic period is the formative phase of the institutions that dominate the next thousand years — territorial monarchy, the varna order, and the ritual legitimation linking them — and it is best understood as the **social consequence of an agrarian transition**, with the caution that the whole reconstruction rests on a religious literature that was not written to record any of it.

Question 8

Examine the formation of the mahajanapadas, the second urbanisation and the rise of Magadha.

Accepted Answer

**The mahajanapadas.** By the middle of the first millennium BCE the northern plains contained a set of territorial states, conventionally sixteen, of **two political types**.

**Monarchies**, concentrated in the Ganga plains, with hereditary kings, regular revenue and a developing administrative apparatus.

**Ganas or sanghas** — variously translated republics or oligarchies — concentrated in the Himalayan foothills and the north-west. **Their character must be stated precisely**: authority rested with an **assembly of the heads of the ruling kshatriya lineage**, decisions were taken collectively, and there was no single hereditary ruler. They were **oligarchic rather than democratic**, since participation was confined to the ruling lineage and excluded the rest of the population. **Their absorption** by the monarchies is attributed to the monarchies' superior capacity to concentrate revenue and military force, and to the ganas' difficulty in acting decisively.

**The second urbanisation** — the first since the Harappan cities, in a different region and a different form.

*Its evidence*: **fortified settlements** with substantial populations; **Northern Black Polished Ware**, a fine luxury pottery whose distribution maps the urban network; **punch-marked coins**, indicating exchange requiring a medium beyond barter; craft specialisation attested archaeologically and textually; and the references to **guilds** in early Buddhist literature.

*Its causes, given as a chain*: **agricultural surplus** from the plough, rice and the fertile eastern plains; **iron** in tools and weapons; **surplus concentration** by the state through regular revenue, which is what turns a surplus into an urban population; **craft specialisation** supported by that concentration; **trade** along the routes; and **coinage** facilitating it. Each link is separately evidenced, which is why the chain is an argument rather than an assertion.

*The routes*: the northern route from the north-west across the plains to the eastern kingdoms, and the southern route toward the Deccan and the western ports — both attested in early Buddhist literature and corroborated by the distribution of urban sites.

**The rise of Magadha**, given as causes rather than as a list of rulers.

**A fertile alluvial plain** supporting a large agrarian surplus, which is the fundamental advantage.

**Iron ore** in the adjacent hills, supplying weapons and tools without dependence on trade.

**Elephants** from the eastern forests, a significant military resource that the western states lacked.

**Control of the Ganga** as a communications and trade artery, giving both military mobility and revenue from traffic.

**Defensible capitals**, the earlier one ringed by hills and the later one at the confluence of rivers.

**A sequence of ambitious rulers** who annexed rivals, with the **Nanda** dynasty consolidating the result — its army and treasury being sufficiently formidable that the classical accounts give the prospect of facing it as a reason for the Macedonian withdrawal.

**The Iranian and Macedonian invasions.** The **Achaemenid** conquest of the north-west brought the region into a large imperial system, with consequences for administrative practice, for the introduction of the **Kharosthi** script derived from Aramaic, and for artistic and architectural contact. The **Macedonian invasion** reached the Punjab and turned back; its direct political result was brief. Its lasting effects were the **Greek settlements** in the north-west that supported the later Indo-Greek presence, the routes and contacts it opened — and, decisively for historians, the **classical accounts** it generated, which constitute our principal external evidence for the period and supply chronological anchors that Indian sources do not.

**Assessment**: the period's significance is that it produced the **territorial state with regular revenue** — the institutional form on which everything from the Mauryan empire onward is built — and did so through an agrarian and commercial transformation whose material evidence is unusually good.

Question 9

Examine the rise and spread of Jainism and Buddhism.

Accepted Answer

**The context**, which is where the answer must begin because the doctrines are unintelligible without it.

The **expense and exclusivity** of later Vedic sacrifice, which required substantial resources and priestly mediation and delivered its benefits through birth-defined ritual status. The **Upanishadic questioning** of sacrificial efficacy, already under way within the tradition. The rise of **urban commercial groups** whose wealth was not matched by ritual standing, since the varna order placed them below those who did not produce. The **social dislocation** of rapid agrarian and urban change. And the practice of **animal sacrifice** in a period when cattle were becoming valuable as draught animals rather than as consumable wealth, which gave non-injury a material dimension.

**Jainism.** The tradition holds a series of teachers culminating in the historical figure of the sixth-fifth century BCE, with the preceding teacher also treated as historical by many scholars — a point worth noting because it indicates a tradition **older than its systematiser**.

*The doctrine*: **non-injury** applied with unusual rigour, extending to the smallest forms of life; the analysis of **karma as a material substance** adhering to the soul, which is a distinctive and consequential formulation, because if karma is matter then it must be **shed by austerity** rather than removed by grace or knowledge; and the ethical vows binding on ascetics and, in relaxed form, on laity.

*The later division* into two principal orders differing over monastic practice, the possibility of women attaining liberation, and the authenticity of the canon.

*Its social base* was substantially **urban and mercantile**, and the rigour of non-injury made agriculture problematic for lay adherents — which reinforced that base and limited the religion's spread among cultivators.

**Buddhism.** *The doctrine*: the **four noble truths** and the **eightfold path**; **impermanence** and **dependent origination**, the analysis of phenomena as conditioned and arising in dependence; the **denial of a permanent self**, which distinguishes Buddhism sharply from the Upanishadic position and is its most philosophically distinctive claim; and the **middle way**, rejecting both indulgence and extreme austerity — which is a direct contrast with the Jaina emphasis and had practical consequences for who could follow the path.

*The sangha*: an **organised monastic order** with codified rules, regular assemblies, and procedures for admission, discipline and the settlement of disputes, which **admitted women**, though under additional conditions.

**Why they spread**, which is the examinable part.

**Language**: teaching in the **spoken languages** rather than in Sanskrit, which removed a barrier that Vedic religion maintained.

**The rejection of ritual expense** and of birth as the criterion of spiritual worth, which appealed directly to those the varna order subordinated and to commercial groups whose wealth exceeded their ritual standing.

**Organisation**: the **sangha** gave institutional continuity that unorganised teaching lacks. This is the single most important factor and is frequently omitted — a doctrine without an institution does not survive its teacher.

**Patronage** from rulers and, in bulk, from **mercantile groups**, whose donations are recorded in the earliest inscriptions at Buddhist sites. The donative inscriptions at the western Deccan caves name merchants, guilds, monks and women as donors, and this is exceptional evidence for the **social composition of support**.

**Location**: the monasteries clustered on **trade routes** and near urban centres, which is a spatial correlation between the religion and the commercial economy that is visible archaeologically.

**Assessment**: both religions emerged from a common context of dissatisfaction with sacrificial religion and from the social conditions of the second urbanisation, and their divergent later histories follow from their doctrines. Jainism's rigour narrowed its base and secured its continuity within it; Buddhism's middle way, its organised sangha and its later devotional development gave it much wider reach — and the same devotional development eventually made it, in India, less distinguishable from the traditions around it.

Question 10

"The Mauryan empire was a centralised bureaucratic state." Critically examine.

Accepted Answer

**Framing.** The proposition is the older orthodoxy, and the case against it is not that the Mauryan state was weak but that the model rests on a **methodological error about the evidence**. The examination must therefore be about sources before it is about administration.

**The evidence, and what each can bear.**

The **Arthashastra** is the source from which the centralised-bureaucracy picture is principally drawn — its detailed administrative hierarchy, its superintendents of every branch of production, its espionage system and its revenue apparatus. **Two objections apply.** First, it is generally held to be a **composite work compiled over a long period**, reaching its present form later than the Mauryan era, so its authority as a Mauryan document is not secure. Second and more fundamentally, it is **normative**: it prescribes what a state ought to do. Even if it were securely Mauryan, it would be evidence for an administrative **ideal**, not for practice — the same error as reading dharmashastra as social description.

The **Greek account** of the Seleucid ambassador survives only in **fragments quoted by later writers**, some of whom disbelieved him, and its best-known elements — the sevenfold division of Indian society, the absence of slavery — are uncorroborated and inconsistent with other evidence.

The **edicts** are the strongest evidence, because they are contemporary, dated by regnal year, and issued by the state itself.

**What the edicts do support.** A ruler who could have substantially identical texts inscribed across the subcontinent in **Brahmi, Kharosthi, Greek and Aramaic** according to region — which implies a communication and administrative reach no small polity could achieve. An **officialdom** including **rajukas** with judicial and administrative authority in the countryside and **mahamatas** with supervisory functions, with instructions about the periodicity of their tours and about reporting to the king at any hour. **Provincial centres** with governors, several of them royal princes. Concern with **judicial uniformity**. And a fiscal base capable of sustaining extensive inscription, public works and officer appointments.

**What the edicts do not support.** They do not describe a uniform administration reaching every subject. Their **distribution is uneven**, clustering along routes and around centres, which is more consistent with a state of varying intensity than with uniform coverage. They address **forest peoples and frontier populations** in terms of admonition and persuasion — expressing the wish that they should feel confidence, and warning them of the power the king possesses and would prefer not to use — which is the language of a state **managing populations it does not administer**. And an edict recording complaints from a provincial city, with instructions to prevent unjust imprisonment, indicates that the centre's control over its own officials in the provinces was **not assured**.

**The alternative model.** A structure of **varying intensity**: a **core** under direct administration around the capital and provincial centres, where revenue was assessed and officials operated; **intermediate zones** where control ran along routes, resource areas such as mines and forests, and settlements; and **peripheries** where the relationship was tributary, negotiated or merely one of influence. On this reading the achievement is real and different from what the old model claimed — not uniform bureaucracy over a vast area, but the **projection of a single royal presence and ideology** across an unprecedented territory.

**What the revision must concede.** The metropolitan core does appear to have been administered with some intensity. And the argument from the edicts' distribution has its own limitation: **inscriptions survive selectively**, and the absence of an edict is not evidence of the absence of administration. The revisionist case is strongest on the Arthashastra and weaker where it leans on negative archaeological evidence — which is the same weakness as in the feudalism debate's coinage argument, and worth noting as a general caution.

**The disintegration as a test.** If the empire had been a bureaucratic state, its institutions might be expected to outlast a weak successor. That it fragmented rapidly is consistent with a structure held together substantially by the **person and prestige of the ruler** and by personal appointment of governors, rather than by self-sustaining institutions — a general characteristic of early empires rather than a peculiar failing. The explanations advanced for the disintegration — the financial burden of administrative and religious expenditure, weak successors and partition, provincial oppression attested in the edicts themselves, and the difficulty of holding so large a territory with the communications available — all point the same way. The brahmanical-reaction explanation is the weakest, resting on a single later source, and Buddhist building continued under the successor dynasty.

**Assessment.** The proposition should be rejected in the form stated and not replaced by its opposite. The Mauryan state was **imperial in reach and uneven in depth**: it commanded resources and communications on a scale not previously seen in South Asia, and it did not administer its territory uniformly. What the question is most testing is whether the candidate knows that the centralised-bureaucracy model was constructed by reading a **prescriptive text as a descriptive one** — and that recognising this is the difference between reproducing an account and assessing it.

Question 11

Examine Ashoka's concept of dhamma and the means by which he propagated it.

Accepted Answer

**The misreading to correct first.** Dhamma is routinely presented as Buddhism, and the edicts do not support that. Ashoka's **personal adherence** to Buddhism is separately attested — he records his visits to Buddhist sites, addresses the sangha, and refers to his growing zeal. The **dhamma of the edicts** is something different: a **public ethic addressed to a religiously plural population**, and the distinction is precisely what an examiner is testing.

**Its content, as the edicts state it.**

**Non-injury to living beings** — restraint in the killing of animals, restrictions on slaughter, and the abandonment of the royal hunt.

**Respect for elders, parents and teachers**, and proper treatment of **servants, dependants and the poor**.

**Liberality** — to brahmanas, to ascetics of all sects, to relatives and to friends.

**Truthfulness**, **purity of heart**, **gratitude** and **firm devotion**.

**Moderation in expenditure and in possessions**.

**Restraint in speech about other sects, and respect for them** — the point most often missed, and the one that shows dhamma is not sectarian. An edict states explicitly that honouring one's own sect while disparaging another **harms one's own sect**, and that the growth of the essential in all sects is what is desired. That is a policy of **concord among sects**, not the propagation of one.

**Why he formulated it this way.** The empire was religiously plural — brahmanical, Buddhist, Jaina, Ajivika and local traditions — so an ethic addressed to all had to be **statable without sectarian content**. It also served an integrative purpose across a territory whose regions had little in common, supplying a shared public morality where no shared institution existed.

**The Kalinga war** is presented in the edicts as the turning point: the edict describing it records the numbers deported, killed and dead, expresses **remorse** for the suffering, and states that the king considers conquest by dhamma the foremost conquest. **How to treat this**: it is a **royal self-presentation**, publicly inscribed, and it is also the only such statement of remorse by any ancient ruler, which is why historians take it seriously while noting what it is. Notably, the edict recording it was **not inscribed in Kalinga itself**, where separate edicts addressed to the population there deal with administration and the treatment of subjects.

**The means of propagation.**

**The edicts themselves**, inscribed on **rock and pillar** across the subcontinent, in the **local script and language** — Brahmi in most areas, Kharosthi in the north-west, and Greek and Aramaic in the far north-west. The choice of script and language is itself evidence about the **audiences addressed** and about the state's awareness of them.

**Dhamma-mahamatas**, officers appointed specifically to promote dhamma, to attend to the welfare of various groups including prisoners and the aged, and to concern themselves with the affairs of all sects.

**Dhamma-yatras**, royal tours replacing the earlier hunting tours, on which the king met people, made gifts and instructed in dhamma.

**Public works** presented as expressions of the same ethic — wells, rest houses, shade trees along roads, and provision for the medical treatment of humans and animals.

**Instructions to officials** to tour regularly for the purpose, and to hear representations at any time.

**Assessment.** Dhamma is best understood as a **state ethic for a plural empire** rather than as a religion or as a covert propagation of one. Its later reception is a separate question: the Buddhist tradition remembered Ashoka as its great patron, which is accurate about his patronage and inaccurate as a reading of the edicts. Whether the policy succeeded is unanswerable from the evidence — we have the state's statement of its intentions and nothing about their reception, which is itself a good illustration of what an epigraphic record can and cannot tell us.

Question 12

Examine India's contacts with the outside world in the post-Mauryan period and their economic consequences.

Accepted Answer

**The political framework.** The north-west passed successively to the **Indo-Greeks**, successors of the Bactrian kingdom; the **Sakas** or Indo-Scythians; the **Parthians**; and the **Kushanas**, whose empire extended from Central Asia into the Ganga plain and who are the period's most significant power. The **Western Kshatrapas** held western India, and their long inscriptional and numismatic record includes the inscription recording the repair of a dam originally built in the Mauryan period — a single document attesting three dynasties and a continuity of public works.

**Why the Kushanas matter for contact**: they controlled the routes linking India to Central Asia and thereby to the overland trade with the Roman world and China. Their **coinage** in gold and copper carries an unusually wide deity repertoire drawing on Iranian, Greek and Indian traditions, which is evidence of a deliberately **plural royal ideology** suited to an empire spanning several cultural zones.

**The maritime trade with the Roman world**, which is the period's defining economic feature.

*The evidence*: the **navigational handbook** of the Indian Ocean, listing ports, sailing seasons and commodities on both coasts; **Roman coin hoards** found in peninsular India, concentrated in the south; **Mediterranean pottery and amphorae** at coastal sites, which indicates the physical presence of the trade rather than merely of its coin; and textual references on both sides.

*The mechanism*: exploitation of the **monsoon wind system** for direct open-sea sailing across the Arabian Sea, which shortened voyages, reduced dependence on coastal routes and increased volume substantially. This is a technological and navigational change with large economic consequences, and it should be named as the cause rather than treated as background.

*The commodities*: **pepper and spices, textiles, gemstones, pearls, ivory and aromatics** moving west; **wine, metals, glass and coin** moving east. The composition matters — India exported manufactures and high-value primary goods and imported bullion, which is what produces the balance.

*The classical complaint* about the drain of coin to India is an ancient statement of a balance-of-trade concern and is frequently cited; it should be used with the caution that it is a moralising complaint about luxury spending rather than an economic measurement.

**The overland routes** through the north-west into Central Asia, carrying goods and, importantly, carrying **Buddhism** into Central Asia and thence to China — which is why the religious and commercial histories of the period are the same history.

**The economic consequences.**

**Urban growth** in the north-west, the Ganga plain and along the routes, attested archaeologically by building, coin finds and craft production.

**Craft specialisation and guild organisation**, with guilds appearing in inscriptions as **donors and as deposit-holders**, which indicates institutions handling capital.

**Monetisation**: a substantial coinage in gold, silver and copper across several issuing authorities, supporting exchange at different scales.

**Patronage flows**: mercantile wealth funding religious establishments, which is why the donative inscriptions at cave sites and stupas name merchants and guilds so prominently, and why the monasteries cluster on trade routes.

**Cultural consequences**: the **Gandhara** sculptural school's Hellenistic and Roman features in drapery, anatomy and facial treatment; the influence of Hellenistic astronomy on Indian astronomical writing; and, in the other direction, the transmission of Buddhism northward and eastward.

**Assessment**: the post-Mauryan centuries are the period in which India was most fully integrated into the trading systems of Eurasia before the modern era, and the integration is visible simultaneously in coins, ports, sculpture, religious institutions and astronomy — which makes it one of the best-evidenced processes in ancient Indian history and a good subject for an answer that names its sources.

Question 13

Examine the rise of Mahayana Buddhism and compare the Gandhara, Mathura and Amaravati schools of art.

Accepted Answer

**Mahayana Buddhism.**

*The changes that constitute it.* The **bodhisattva ideal**, in which the aspirant postpones personal liberation in order to work for the liberation of all beings — against the earlier ideal of individual liberation through one's own effort. The **devotional turn**, with the Buddha becoming an object of worship and grace rather than a teacher who has passed beyond reach. The doctrine of the Buddha's **multiple bodies**, which supplies the theoretical basis for a Buddha who is available to devotion. A **Sanskrit** Buddhist literature alongside the earlier canonical languages. And the philosophical schools, of which the **Madhyamaka** doctrine of emptiness — that phenomena lack independent existence — is the most consequential.

*Why it spread*: the devotional element made the religion accessible to **lay adherents**, for whom the earlier monastic ideal offered little beyond merit-making; the bodhisattva supplied an object of devotion and of appeal; and the doctrine travelled well, since a religion of devotion and merit can be practised without a monastery nearby.

*The context*: royal patronage, notably Kushana; mercantile patronage recorded in donative inscriptions; and the general devotional turn visible simultaneously in brahmanical religion, where **worship of Vishnu and Shiva** and the beginnings of the **avatara** concept mark the same movement from sacrifice toward image and temple.

**The significance of the Buddha image**, which connects the two halves of this question. In the earliest phase the Buddha was represented **aniconically** — by footprints, an empty throne, a wheel, a tree, an umbrella. The appearance of the **anthropomorphic image** in this period is itself evidence of the devotional shift, because devotion requires an object.

**The three schools compared.**

**Gandhara**, in the north-west. **Material**: grey **schist**, and stucco in the later phase. **Sources**: strong **Hellenistic and Roman** influence, visible in the treatment of drapery as heavy realistic folds falling naturally, in anatomical modelling, and in facial features with wavy hair and sharp profiles. **Character**: naturalistic, with the Buddha figure resembling classical models in physique and dress. **Range**: Buddhist subjects predominantly, with extensive narrative relief.

**Mathura**, in the Ganga plain. **Material**: distinctive **spotted red sandstone**, which is diagnostic and permits Mathura products to be identified wherever they were exported. **Sources**: indigenous sculptural traditions, including the earlier massive **yaksha** figures, from which the Buddha figure's frontality and volume derive. **Character**: **massive and frontal**, with thin **clinging drapery** revealing the body's form rather than concealing it, a shaven or snail-curl head, and an energetic rather than contemplative presence. **Range**: Buddhist, Jaina and brahmanical subjects, and royal portrait statuary — a wider repertoire than Gandhara's.

**Amaravati**, in the eastern Deccan. **Material**: greenish-white **limestone**. **Character**: a distinctive **narrative relief** style with crowded, dynamic compositions, slender and elongated figures in animated poses, and exceptional skill in organising complex scenes on curved surfaces such as stupa drums and railings. **Range**: predominantly Buddhist narrative, illustrating the Buddha's life and the previous-birth stories.

**The disputed question** of which school produced the first Buddha image is **unresolved**, and an answer should present it as unresolved rather than picking a side: the Gandhara case rests on the classical models available there and on the region's early contact; the Mathura case rests on the indigenous yaksha antecedents and on dated material. The two may have developed independently, which is now the commonly held position.

**Assessment**: the three schools are best compared on **material, source tradition and treatment of the figure** rather than on quality, and the important shared fact is that all three participate in the same devotional transformation — the emergence of the image as an object of worship, in Buddhism and in brahmanical religion alike.

Question 14

Examine early state and society in the Deccan and the Tamil region under the Satavahanas and in the Sangam age.

Accepted Answer

**The Satavahanas in the Deccan.**

*Sources*: **inscriptions**, notably the cave inscriptions of the western Deccan and the record of a queen mother describing her son's achievements; **coins**, predominantly lead and potin, whose base metal is itself economically informative; and the **Puranic** dynastic lists, which supply sequence with the caution that they are later compilations.

*Polity*: a king with **feudatories** and provincial officials, indicating a structure that incorporated subordinate rulers rather than administering uniformly. Significantly, the Satavahana record contains the earliest **land grants to religious beneficiaries** in the Deccan, conferring immunities — which matters for the later land-grant question, since it places the institution's origins earlier and further south than an account centred on the Gupta north would suggest.

*Economy*: agriculture; craft production; and participation in the **western maritime trade** through the coastal ports, which connects the Deccan directly to the Roman contact described in the navigational handbook.

*Religion*: patronage of **both** brahmanical sacrifice and Buddhist establishments, which is characteristic of the period and is a standing caution against reading royal patronage as exclusive religious adherence.

*Art*: the **rock-cut Buddhist caves** of the western Deccan — chaitya halls with their apsidal plan and vaulted roofs imitating timber construction, and viharas as residential halls — cut and endowed under Satavahana rule. Their **donative inscriptions** name merchants, guilds, monks, nuns and women as donors, which is exceptional evidence for the **social composition of patronage** and shows religious endowment as a broad social practice rather than a royal monopoly.

**The Sangam age in the Tamil region.**

*The sources*: the **Sangam corpus** of poetic anthologies, conventionally divided into **akam** poems of interior or love themes and **puram** poems of exterior or public themes — war, kingship, praise, death and the poet's relation to his patron.

*How to use it*: it is **poetry with strong conventions**, so it is direct evidence for the **values and categories** of the society that produced it and indirect evidence for events. Its historical statements require corroboration, which comes from **archaeology**, including excavated port sites and the megalithic burials; from **Roman coin hoards** and Mediterranean pottery; from the **Tamil-Brahmi cave inscriptions**, which are the earliest Tamil writing; and from the classical accounts.

*Polity*: the three crowned lines — **Chera, Chola and Pandya** — together with numerous **chieftains**. The organisation is best described as **chiefdom rather than state**, and the reasons should be given: authority rested on the chief's **person** rather than on an office; the central political act in the puram poetry is **gift-giving** to bards and warriors, which is redistribution rather than administration; revenue came from **plunder, tribute and trade** rather than from systematic land assessment; and there is no evidence of a developed bureaucracy or of territorial administration.

*The tinai scheme*, the Sangam material's distinctive analytical contribution: five **ecological zones** — hills, forest and pasture, agricultural plains, coast, and arid land — each associated in the poetry with characteristic subsistence, deities, occupations and emotional situations. It is a **literary convention** and it corresponds to a real ecological and economic diversity, which makes it usable as evidence about the regional economy provided the convention is acknowledged.

*Trade*: the ports of both coasts; exchange with the Roman world attested by coin hoards and by the navigational handbook; and the movement of **pepper, pearls, textiles and gems** westward.

*Society*: emerging differentiation, with brahmanas present and receiving patronage; distinct groups of bards and performers whose position depended on patronage; and the **beginnings of the varna scheme's introduction** into a society whose own categories were different — which is why the Tamil evidence is valuable for showing the scheme as something that spread rather than as a universal given.

**Assessment**: both regions show **state formation in progress rather than completed**, with the Satavahanas further along — feudatories, officials, land grants — and the Tamil polities organised around redistribution and personal authority. Both are integrated into the maritime trade, and in both the **donative record** is the best evidence for the social groups that mattered, which is a general lesson about where to look when royal sources are thin.

Question 15

Examine Gupta polity and the land grants, and assess the debate on Indian feudalism.

Accepted Answer

**Sources**: inscriptions, above all the **prashasti** eulogising one ruler's campaigns, inscribed on an Ashokan pillar, and the **copper-plate grants**; the **gold coinage**, exceptionally rich in imagery; the account of the **Chinese pilgrim** who travelled in the period; literary texts; and archaeology.

**Polity and administration.** A king with grand titles; a hierarchy of officials; provinces, districts and local units, with **local bodies** including guilds and leading townsmen participating in district administration according to the eastern land-sale plates — which is unusually specific evidence for non-official participation.

**The characteristic structural feature** is that the empire incorporated **subordinate rulers** who retained their positions in return for tribute, homage and military service, alongside directly administered territory. The prashasti itself describes this when it distinguishes rulers **uprooted** in one region, rulers **captured and reinstated** in another, and rulers who **submitted** at the frontiers — three different relationships in a single inscription. This is **graded sovereignty**, not uniform administration, and it is the same structural point as in the Mauryan case.

**The land grants**, the period's most consequential development.

*What they are*: grants of land and of the revenue from land, recorded on **copper plates**, to **brahmanas** and to religious establishments, frequently carrying **fiscal and administrative immunities** — exemption from specified taxes and prohibition on the entry of royal officials.

*What they do*: they **transfer revenue rights** and, with immunities, elements of administrative authority; they **extend agriculture into new areas**, since grants were often made in less settled tracts and the grantee had an interest in developing them; and they **carry brahmanical institutions and Sanskritic culture** into those areas, which is a major mechanism of cultural integration across the subcontinent.

**The feudalism debate.**

*The thesis*: the grants, extended over time from religious to secular beneficiaries and to officials in lieu of salary, produced a **decentralised political order** with a hierarchy of intermediaries between king and cultivator; a **decline of trade**, evidenced by reduced coinage; a **decline of towns**; and a **subjection of the peasantry**, whose mobility was restricted and who came under the grantee's authority. On this reading the early medieval centuries are structurally comparable to European feudalism.

*The critique*, taken element by element.

The **coinage evidence is ambiguous**. Scarcity of finds is weak evidence for the absence of exchange: it depends on what was minted, what was hoarded, what survived and what has been excavated, and other media of exchange — cowries, bullion by weight, credit — existed. This is a general problem about **arguing from absent evidence**.

**Trade did not decline uniformly.** The maritime trade with Southeast Asia continued and expanded in the period, and the regional evidence varies.

**Urban decline was regional rather than general**, with some centres contracting and others continuing or emerging.

The grants transferred **revenue rights rather than creating manorial estates** with demesne cultivation and labour services — which is the structural core of the European institution and is what the Indian evidence does not show.

The **European term imports** vassalage, the manor and serfdom, none of which the Indian evidence attests, and importing a model brings its associated expectations with it.

*The alternative models* describe the same evidence as the **integration** of local units into larger polities through ritual, marriage and land transfer — a process of expansion and incorporation rather than of fragmentation — with the grants as the mechanism by which a state extended into areas it could not administer directly.

**The position to take.** The grants and their proliferation are a **fact of the evidence**; what is disputed is **what followed from them** and whether the European vocabulary describes it. The strongest formulation is that the land grant is the period's central institution, that its consequences were **regionally varied**, and that a single characterisation of the whole subcontinent is therefore the wrong form of answer — the same conclusion the eighteenth-century debate reaches, and for the same reason.

**What the debate has established regardless of its outcome**: that the study of early medieval India must be conducted through **agrarian relations and the epigraphic record of grants** rather than through dynastic sequence, which is a permanent gain whichever model prevails.

**Gupta-period society and culture**, briefly, because the period is examined for these too. **Caste** becomes more elaborate, with proliferating jatis and the incorporation of new groups; the **position of women** is more restricted in the normative texts, with the caution that these are prescriptions and that the epigraphic evidence shows women as donors and property-holders. **Education**: the monastic university at **Nalanda**, attested by pilgrims' accounts and by excavation, endowed with villages and residentially organised, with further establishments at Vikramashila and Valabhi. **Science**: the **decimal place-value system**, whose full development with a symbol for zero is among the most consequential Indian contributions to world knowledge; astronomical treatises including a rotating-earth hypothesis; and work in medicine and metallurgy attested both textually and materially. **Art**: the earliest surviving **structural stone temples**, showing the flat-roofed shrine developing toward the shikhara; the mature phase of **Ajanta** painting; and a sculptural style — restrained, with thin drapery and inward expression — that becomes the standard against which later Indian sculpture is described.
