Question 1

Accepted Answer

A GS3-standard rewrite traces the chain and marks where it weakens: "An increase in the policy repo rate raises banks' cost of funds, which is passed through to lending rates. Higher lending rates compress credit-financed consumption and investment demand, reducing demand-side pressure on prices. Two qualifications matter for assessing the effect. First, transmission operates with a lag of several quarters, since existing loan contracts reprice gradually and investment decisions already committed are not immediately reversed. Second, the mechanism acts on demand-side inflation only — where price increases originate in supply shocks such as a crop failure or an energy price spike, monetary tightening compresses demand without addressing the source, and its principal effect is on growth rather than on the price level." The rewrite does three things the original did not: it names each link in the chain rather than asserting the endpoint, it states the lag, and it identifies the condition under which the mechanism does not work. Each of these is independently creditable, and the third in particular signals genuine understanding rather than a memorised relationship.

Raising procurement prices supports farmer incomes while raising food costs for net-consumer households, including poor rural ones. Stricter emission standards reduce pollution while raising costs for producers, workers and consumers in the affected sector. Naming the cost-bearer is not fence-sitting — it is the step that converts a preference into a policy proposal, and it opens the way to the most valuable part of the answer, which is how the burden might be cushioned through targeted compensation, phased implementation or transitional support.

Writing 'the Periodic Labour Force Survey recorded a female labour force participation rate of around 40%' remains accurate permanently, because it states what a specific survey found; writing 'female labour force participation is 40%' becomes wrong as soon as newer data exists. The attribution costs three words and makes the citation permanently defensible. Second, prefer structural ratios to point values. Agriculture employing roughly double the share of the workforce that it contributes to output is a slow-moving structural fact that supports an entire argument about disguised unemployment and productivity; a single quarter's GDP growth rate supports no argument by itself and changes constantly. Third, calibrate specificity to confidence. If you know an order of magnitude but not a precise value, say 'roughly' or 'on the order of' — an approximate figure honestly presented is creditable, while a precise figure incorrectly asserted is worse than no figure at all. The underlying principle is that fabricated precision is the one data error that actively costs marks rather than merely failing to earn them.

The five parts are: a precise definition or framing where a technical term is involved; the mechanism explaining how the policy or process actually works; evidence in the form of an attributed figure, scheme outcome or documented instance; the trade-off or constraint, naming what the intervention costs and who bears it; and a way forward that is specific and mindful of the constraint just identified. For a 15-mark, roughly 250-word answer, a workable allocation gives about 25 to 35 words to the framing, roughly 150 to 170 words to the combined mechanism, evidence and trade-off, and about 40 to 50 words to the way forward. The proportions matter more than exact counts: the middle three parts constitute the analytical body and should occupy roughly two-thirds of the budget, since that is where the marks are concentrated. The most common allocation error is spending too much on definition and general context before reaching the mechanism, which leaves the analysis compressed. For a 10-mark, 150-word answer the same proportions compress, usually by merging evidence into the mechanism and reducing the way forward to a single specific sentence.

Agriculture questions reward explaining persistence. The problems — small and fragmenting holdings, price risk, water mispricing, market structure — are well diagnosed and have attracted decades of intervention, so an answer restating the problem adds nothing. The question is why the problem survives the interventions, which usually turns on political economy, fiscal constraints or the fact that the intervention addresses a symptom rather than the structural cause.

Science and technology questions are not testing technical knowledge. The examinable content is what a technology enables, what risks it creates, what capability gap India faces, and how it should be governed — which is why R&D expenditure, regulatory frameworks and indigenisation carry more marks than technical description.

Environment questions demand honest engagement with the development trade-off. Answers treating conservation as costless are weak, because the entire policy difficulty lies in who bears the cost of restraint.

Disaster management rewards the framework shift from relief-centred response to pre-disaster risk reduction, which is what the entire policy architecture is now organised around.

Internal security rewards recognising the dual character of most challenges — a law-and-order dimension and a development dimension — and identifying which instrument addresses which.

Applying a uniform approach costs marks because each subject's examiner is looking for a different demonstration: a mechanism-heavy answer to a governance-focused technology question, or a technically detailed answer to a policy question, supplies effort in the wrong currency.

A candidate's answer on agricultural distress is accurate, well-structured and cites several schemes, but scores modestly. What is the likely diagnosis?

The likely diagnosis is that the answer describes rather than explains, and specifically that it does not address why the problem persists despite the schemes it cites. Agricultural distress is among the most extensively intervened-in policy areas in India, so an answer listing accurate schemes implicitly raises a question it does not answer: if these exist, why does the distress continue? A strong answer engages exactly that. It would identify structural causes that schemes do not reach — average holding size continuing to fall through inheritance-driven fragmentation, which no input subsidy addresses; price risk concentrated in the small number of crops and regions where procurement operates effectively, leaving others exposed; water pricing that makes efficient use irrational for individual farmers regardless of technology availability. It would then explain why the interventions do not resolve these: because a subsidy addresses input cost rather than holding size, because procurement's reach is limited by fiscal and logistical capacity, and because water and power pricing reform is politically costly in a way that scheme expansion is not. The corrective for the candidate is not to write more or cite more schemes but to redirect the same word budget from what has been done toward why it has not been sufficient.

The reliable approach rejects both easy positions and locates the genuine difficulty. Treating environmental protection as costless is weak, because it evades the trade-off the question is built on; treating growth as automatically overriding is equally weak, because it ignores that environmental degradation imposes real economic costs — health expenditure from air pollution, agricultural losses from soil degradation and water depletion, and disaster costs from ecosystem loss — which means the growth-versus-environment framing itself often misstates the choice. The strongest structure makes three moves. First, identify the specific trade-off rather than the general one: which activity, which environmental cost, over what horizon, borne by whom. Second, note where the trade-off is genuine and where it is apparent — many environmental costs are borne by different people, or at a different time, than the growth benefits, which makes it a distributional question rather than a straightforward efficiency one. Third, propose instruments that alter the trade-off's terms rather than simply choosing a side: pricing the externality so producers face the cost, technology and finance support that lowers the cost of compliance, and transition support for workers and firms in affected sectors. This converts an argument into a policy answer, which is what the paper rewards.

Question 8

GS3 questions frequently span more than one of the paper's subjects. How should such questions be approached?

Cross-subject questions are common in GS3 because its subjects are genuinely interconnected — agricultural water use is an environmental question, industrial policy is an employment question, climate adaptation is a disaster management question, and cyber security is a technology question. The approach that works is to identify the primary subject the question sits in, answer principally within its register, and use the connected subject to supply a dimension the primary register would otherwise miss. A question on crop diversification, for instance, is primarily an agriculture question about why farmers do not diversify despite known benefits — the answer's core is the persistence explanation involving procurement assurance, market access and risk. But it should draw on the environmental dimension, since water-intensive cropping in water-stressed regions is a central reason diversification matters, and on the economy dimension, since price risk and credit access determine whether a farmer can absorb a transition year. What weakens such answers is treating them as two separate answers joined together, with a paragraph on agriculture followed by an unconnected paragraph on environment. The connection must be load-bearing — the second subject should explain something about the first that the first alone cannot.
