Question 1

Write a complete block — mechanism, instance, counter — on why decentralisation succeeds in form and fails in function.

Accepted Answer

**Mechanism.** A local body acquires real authority only when three things move together — functions, funds and functionaries — and the three are separable, which is the whole explanation. A state can transfer functions, retain control of the budget through tied scheme allocations, and keep the officials on its own establishment answering upward, thereby satisfying every formal requirement of devolution while conceding nothing that determines an outcome. Because the form is visible and the substance is not, the arrangement is stable: it produces elections, councils and photographs, and no transfer of power.

**Instance.** Elected local governments now exist across the country with regular elections and reserved representation, while the great bulk of their expenditure is tied to schemes designed elsewhere and the officials implementing it are answerable to a state department. The gap between mandatory elections and discretionary transfer of functions is written into the design itself.

**Counter.** Local bodies frequently lack the administrative capacity to use greater authority well, and centralised agencies were created in response to real failures rather than out of reluctance to devolve.

Question 2

Convert these three facts into mechanisms: (i) 'India has a low female labour force participation rate.' (ii) 'Judicial pendency exceeds five crore cases.' (iii) 'Mitigation funds under the disaster management framework are under-utilised.'

Accepted Answer

(i) 'Participation has not tracked income or education, which defeats both the modernisation account and the human capital account on their own terms. What the exceptions have in common is infrastructural rather than attitudinal: work available within reach of home, transport usable at the hours the work requires, care arrangements that do not assume a woman is available by default, and safety that is a fact rather than an assurance. Where these are absent, a preference to work cannot be acted on — so a society can hold entirely modern views and still make participation impossible, one absent bus route at a time.'

(ii) 'The distributional fact reframes the problem: the great majority of pendency sits in district and subordinate courts while the debate is conducted almost entirely about the higher judiciary. That tells us whose delay is treated as a national problem. The mechanism sustaining it is an accountability vacuum — the delay is borne by litigants who are not organised, in courts that generate no political constituency, over a timescale longer than any tenure, so no actor holds both the authority to fill vacancies and a reason to care whether they are filled.'

(iii) 'Post-disaster relief is politically compelling, immediately visible and reliably funded; pre-disaster mitigation competes with other spending, produces no visible event, and rewards an officeholder who will have moved on before the avoided disaster fails to occur. The framework shifted from relief to risk reduction on paper, and the money did not follow, because the incentive structure that produced the relief orientation was never addressed. Creating a dedicated mitigation fund names the problem without solving it.'

In each case the fact became a chain, and the chain explains why the obvious remedy has not worked — which is what makes it usable in an essay.

Question 3

Show how three distinctions from the bank each supply an essay's central move: intensity versus absolute emissions; formal capacity versus effective exercise; inclusion error versus exclusion error.

Accepted Answer

Intensity versus absolute emissions. In a climate essay this converts a reporting question into the argument itself: 'A target expressed as emissions intensity permits absolute emissions to rise while the ratio improves, which is defensible for an economy whose per-capita emissions are far below the global average and indefensible if the atmosphere responds to totals rather than to ratios. The disagreement in international negotiation is therefore not about ambition but about the denominator, and an essay that reports the headline figure without saying which formulation it is has reported almost nothing.'

Formal capacity versus effective exercise. In an essay on rights or on access to justice this becomes the whole structure: 'What erodes a right is rarely repeal. It is friction — a fee, a delay, an exemption read broadly, an appellate body left without members — each individually defensible and collectively decisive, because a right whose exercise costs more than the thing claimed has been withdrawn without being repealed. Which means the health of a right is measured at the point of use rather than in the text.'

Inclusion error versus exclusion error. In an essay on welfare or on automated governance it locates the value question: 'The choice between the two errors is made by whoever sets a threshold, and it is currently made implicitly. Making it explicit — stating that a programme prefers some leakage to some exclusion, and accepting accountability for that preference — is the entire difference between a targeting system that serves the programme's purpose and one that serves its audit.'

Each distinction cost one sentence to hold and produced a paragraph that most scripts will not contain.

Question 4

Build the 'knowledge, truth and wisdom' family: tension in one sentence, counter-move in one sentence, and two blocks.

Accepted Answer

**Tension.** Access to information has become nearly free while the capacity to verify it has not, so the scarce resource has shifted from information to judgment, and there is no reason to expect more of the first to produce more of the second.

**Counter-move.** The nostalgic account of a better-informed past is false: the earlier information environment was narrower, more concentrated and far less checkable, and it felt reliable because it was unopposed rather than because it was verified.

**Block A — the cost asymmetry.** *Mechanism:* the cost of making and distributing a claim has collapsed to nearly zero while the cost of checking one remains what it always was — time, skill and access to a source. When acquisition is free and verification is not, the ratio of unverified to verified belief rises mechanically, with no change in anyone's credulity required. *Instance:* the same asymmetry explains why corrections never travel as far as the claims they correct, since a correction requires the reader to have followed the original and to accept the cost of updating. *Counter:* measured effects on behaviour are frequently smaller than the alarm suggests, and the serious version of the concern is about the collapse of a shared factual baseline rather than about individual gullibility.

**Block B — the delegation bind.** *Mechanism:* modern societies must delegate judgment on questions their members cannot evaluate, and the delegation creates an accountability problem with no clean solution — a citizen who cannot assess a model also cannot assess the modeller, so trust must attach to the institution rather than to the claim. Institutions that are opaque about their reasoning therefore consume the only asset that makes delegation possible, and typically notice after it is gone. *Instance:* the difference between publishing a conclusion and publishing the reasoning behind it is the difference between asking for deference and permitting scrutiny, and the two are routinely confused by bodies that consider themselves transparent. *Counter:* full disclosure of reasoning is not costless — it invites bad-faith reinterpretation, and some decisions must be taken faster than deliberation permits.

Question 5

Build the retrieval index for four families, writing the questions each answers rather than category labels.

Accepted Answer

The principle: in the hall you hold a topic, and a topic converts into a question far more readily than into a category. So the index entries are questions.

**Power, authority and character.** Why do people behave differently when unconstrained? Why do institutions design offices instead of selecting officeholders? Why does the same rule produce different conduct in different places? What does an accountability mechanism actually substitute for?

**Welfare and the state's reach.** Why do programmes exclude the people they exist to serve? Why does the same scheme perform differently across districts? Who bears the cost when a delivery method changes? What happens to an entitlement when it is attached to a place rather than to a person?

**Technology and society.** What changes when the cost of an activity falls to near zero? Who is accountable when a decision has no author? Why is a harm a by-product of a business model rather than a defect in a product? What does a technology optimised for one thing do when asked to carry another?

**Nature and civilisation.** Why do societies consume the base that sustains them while documenting it accurately? What breaks the pattern in the cases where it was broken? Why does a common-pool resource defeat well-informed individual restraint? Who bears the cost of depletion, and when?

Note what this achieves. A topic on artificial intelligence in administration triggers 'who is accountable when a decision has no author' from technology and 'what does an accountability mechanism substitute for' from power — two families, four blocks, inside ninety seconds. A label-based index would have surfaced 'technology' and nothing else.

Question 6

Write three images or concrete scenes that can carry an abstract argument, and state what each is for.

Accepted Answer

**The Mesopotamian scribes.** Administrators recording the substitution of barley for wheat over generations as irrigation without drainage salinised the soil — documenting a decline accurately while it happened. *For:* any argument where the obstacle is not ignorance. It defeats the assumption that information produces action, which is the unexamined premise of a great many essays on environment, climate and long-horizon policy.

**The man on the veranda.** Thirty years of saving for a house by the sea; the first evening in it spent thinking about the roof. *For:* adaptation and the receding reference point — the happiness family, and any topic about goals, success or deferral. Its virtue is that it is recognisable rather than argued, so it does work before the reader has agreed to anything.

**The applicant at the counter.** A claim rejected by an automated eligibility check; the applicant told there was a mismatch; the officer unable to say which field, because that information is not available to them either. *For:* accountability in automated decision-making, the duty to give reasons, and the difference between a decision that is wrong and a decision that has no author. It also works for any topic about the citizen's encounter with the state.

What makes each usable: all three are specific, none requires a citation, none can be misquoted, and each carries an argument that would take a paragraph to state directly. What makes an image unusable is strain — an analogy that has to be explained is doing less work than the sentence it replaced.

Question 7

List six structural facts about India that will not date, and state what each is analytically for.

Accepted Answer

**Agriculture's employment share far exceeds its share of output.** *For:* the labour absorption problem, stated as a structure rather than a growth rate. It converts a discussion about farm incomes into one about where the workers should go, which is the harder and more examinable question.

**Manufacturing's share of output has been broadly flat across three decades of rapid growth.** *For:* what distinguishes India's development path from the East Asian one it is routinely compared with — and therefore why comparisons drawn from that path mislead.

**The great bulk of judicial pendency sits in district and subordinate courts.** *For:* reframing an argument that is conducted almost entirely about the higher judiciary. The distribution is the finding.

**Small and marginal holdings are the large majority of holdings and slightly under half of operated area.** *For:* why interventions premised on scale — mechanisation, direct marketing, contract farming — encounter a structural obstacle rather than a behavioural one.

**Mitigation funds are consistently under-used relative to response funds.** *For:* the general proposition that a framework shift on paper does not move money when the underlying incentives are untouched. Transfers well beyond disaster policy.

**Local bodies hold mandatory elections and discretionary functions.** *For:* the form-versus-substance distinction in devolution, and the more general point that a constitutional requirement binds only what it specifies.

Each is a relationship rather than a point value, each has held for years, and none can be falsified by a data release between now and the exam — which is precisely the property that makes a fact safe to carry.

Question 8

You have a block on the water-energy-cropping loop. Show how you would adapt it for three different topics rather than transcribing it unchanged.

Accepted Answer

The block, in its stored form: free agricultural power sets the marginal cost of extraction near zero; a farmer facing zero marginal cost pumps to satiation; the crop mix shifts to water-intensive varieties made viable by that cost and reinforced by assured procurement; the table falls; deeper pumping needs more power, which the same subsidy covers. Four legs, which is why single interventions fail.

**For a topic on water scarcity.** Use it nearly whole, but lead with the reframing rather than the loop: the problem is a commons rather than a shortage, since there is no mechanism by which one farmer's extraction registers as a cost to another. The loop then explains why informed farmers who can see the water table falling still cannot rationally restrain themselves — the cost of restraint is borne entirely by the one who restrains, the benefit is shared with everyone drawing on the aquifer.

**For a topic on subsidies or fiscal policy.** Drop the hydrology and keep the incentive structure. The block becomes an instance of a general proposition: a subsidy on an input alters the relative price of everything downstream of it, so its effects appear in decisions nobody thought they were subsidising. Crop choice was never a target of the power subsidy and is among its largest consequences.

**For a topic on why reform fails.** Keep only the four-legged structure and generalise it. The block becomes the standing illustration of a self-reinforcing arrangement in which every single-leg intervention is individually reasonable and jointly insufficient — metering without an income alternative is politically unsurvivable, diversification without procurement asks farmers to bear price risk alone, and a canal that raises reliability adds a second free source. That is a claim about reform design, and the loop is its evidence.

The general rule: adapt the mechanism and drop the instance rather than forcing a stored block into an essay it does not quite fit. A block transcribed unaltered into an ill-fitting paragraph is visible, because it will be the only paragraph in the essay that is not answering the topic.

Question 9

A candidate has memorised forty quotations. Assess this preparation strategy and propose what should replace it.

Accepted Answer

Assessment: a poor return on the hours, and actively harmful past a small number.

The strategy fails on four grounds. Quotations are the most widely shared preparation material in the country, so the best-known ones appear in a large fraction of scripts and carry no distinguishing value — an examiner reading a line for the fortieth time that day does not experience it as evidence of reading. They are fragile: a misremembered word or a wrong attribution is a credibility failure that spreads, since the examiner now has a reason to check everything else. They tempt the two worst placements in the essay, the opening and the closing, both of which should carry the candidate's own voice. And most damagingly, a quotation is often used as a substitute for the reasoning it stands in for, so a paragraph that could have explained something instead asserts it on borrowed authority.

What replaces it. Keep four or five lines you are certain of and would use in the body, never at either end. Convert the rest into two other forms. First, into **ideas paraphrased in your own words**: 'the distinction between a life of pleasure and a life of activity that fulfils a function is at least as old as Greek ethics' does the same work as a quotation, cannot be misquoted, and carries no attribution risk. Second, into **situations rather than lines** — a character facing a choice that illustrates a structure you are describing is far more distinctive than an aphorism, cannot be misremembered in the same damaging way, and demonstrates that you have read rather than collected.

The hours freed should go to blocks and to retrieval drills, both of which produce material that no other candidate is carrying.

Question 10

Run a full retrieval drill on the topic 'The empires of the future will be the empires of the mind': list the blocks, distinctions and images you would deploy, in four minutes.

Accepted Answer

**Index questions triggered.** What is power made of when it is not territorial? Who is accountable when influence is exercised through infrastructure rather than through decisions? What does a country need besides talent to convert capability into power?

**Blocks.** From power and authority: the block on accountability structure explaining more than disposition — here repurposed to argue that intangible dominion is still dominion, since what defines an empire is asymmetry and absence of consent, neither of which softens when the assets are patents rather than provinces. From technology and society: the block on infrastructure control, where standards embedded in equipment and defaults in widely used systems exercise power without any identifiable decision being taken. From education and the young: the block on credentials versus capability, which supplies India's specific position — a large stock of technical talent produced and substantially exported, with research spending below the level at which frontier capability is built.

**Distinctions.** Formal capacity is not effective exercise, applied to national capability rather than to individual rights. Access is not affordability is not use, applied to technology diffusion. Appointment control matters more than removal protection, generalised into the observation that control of the entry point matters more than control of the outcome — which here becomes control of the standard rather than of the product.

**Structural fact.** Research spending as a share of output has remained well below the level of countries with frontier capability, with a majority of it historically public rather than private — the durable form of the claim, avoiding any specific current percentage.

**Image.** Not the Mesopotamian scribes and not the veranda; those do not fit. Better: a manufacturer who owns a factory outright and cannot alter the product without a licence to a standard written elsewhere. It carries the whole argument about intangible dominion in one sentence.

**Counter, taken from the blocks.** The optimistic reading has a real record — countries with no endowment built prosperity on education and technical capability within a generation — and the bound is what that required: sustained public investment, an industrial policy that absorbed the graduates, and protection from having nascent capabilities bought out or standardised away.

Elapsed: about four minutes, and the essay now has a spine, an objection and five pieces of specific material. That is what the bank is for.

Question 11

Your bank has grown to 180 blocks and you cannot recall most of them. Diagnose and fix.

Accepted Answer

Diagnosis: the bank has become a second syllabus, which is precisely what this paper does not have. Past a few dozen blocks the marginal one is not merely unused but harmful, because it dilutes the rehearsal time available to the blocks that would actually have been deployed. The failure is almost always one of two things — blocks written as facts, which have nothing to hook onto, or an index built on labels rather than questions, so nothing surfaces when a topic is in hand.

The fix, in order. Run a retrieval drill on ten random topics and mark every block you actually reached; that set is your real bank and is likely to be between thirty and fifty. Of the remainder, examine a sample and sort them: those that are facts wearing a mechanism's clothes get rewritten as mechanisms or deleted; those that duplicate a block you did reach get merged into it, since two versions of one idea halve the recall of both; those that fit only one family get deleted outright, because a block that cannot travel is waiting for a topic that will probably not appear. Then rebuild the index by question rather than by label, which is usually where the real problem was.

Expect to end at fifty to sixty blocks. That is not a loss. Forty-eight blocks you can reach in ninety seconds are worth more than four hundred you can recognise on a page, and the difference between recognition and retrieval is the entire practical distinction between a bank that works in the hall and a folder that reassured you while you built it.

Question 12

Build the 'time, change and permanence' family: tension, counter-move, two blocks and its distinctions.

Accepted Answer

**Tension.** Whether the pace of change is different in kind or only in degree, and what a society owes to people who do not yet exist and cannot press a claim.

**Counter-move.** Every generation has believed its own transitions unprecedented, so a claim of acceleration requires a stated metric before it can be assessed — and when one is supplied, the claim usually shrinks.

**Block A — discounting and the invisible future.** *Mechanism:* any positive discount rate makes a distant catastrophe cheap in present terms, and the arithmetic is not a distortion but the correct application of a method designed for choices among alternatives within a lifetime. Applied across generations, it produces a systematic bias toward deferral that no individual intends and every appraisal reproduces — which is why long-horizon harms are consistently under-provided against, even by decision-makers who are aware of them. *Instance:* infrastructure deferred through repeated cycles until its cost had multiplied, in each of which the deferral was individually justified on the numbers. *Counter:* a zero discount rate is not the alternative, since it would licence unlimited present sacrifice for speculative future benefit and would paralyse any appraisal at all.

**Block B — institutions designed for events, problems that arrive as erosion.** *Mechanism:* administrative systems are built to detect and respond to events — a flood, a failure, a breach — because events have dates, authors and files. A problem that arrives as gradual erosion produces no triggering moment, so it is never anyone's turn to act, and by the time it becomes an event the response window has closed. *Instance:* a falling water table, a degrading soil, an eroding institutional norm; none of them generates the alert that a burst embankment does. *Counter:* institutions do sometimes learn and store the lesson in text — a constitutional amendment after an abuse, deposit insurance after a run — so the failure is not universal, and the cases where learning happened share a feature: an event, after all.

**Distinctions.** Risk is not uncertainty. A tradition that is maintained is not the same as one that is merely old. Reversible and irreversible decisions cannot be appraised by the same method.

Question 13

You have eight weeks before Mains and have done no essay preparation. Allocate them.

Accepted Answer

Weeks one and two — the skeleton. Write the sixteen family headings and, under each, the central tension in one sentence and the counter-move in one sentence. Thirty-two sentences, perhaps four hours in total, and it changes your position immediately: you will no longer face any topic without knowing what the argument in it is about. Do this before anything else, because everything later attaches to it.

Weeks three to six — the blocks. Three per family at about six a week. Write them as finished prose. Resist researching each one; the material is almost entirely already in your General Studies preparation, and what you are doing is composition rather than acquisition, which is much faster than it feels. In the same weeks, write one full timed essay each week and mark it only for structure — read the paragraph openings alone and check whether they argue.

Week seven — distinctions and drills. Write the twenty distinctions as sentences and memorise them as sentences. Begin the retrieval drill: a random topic, four minutes, list the blocks. Five a week from here to the exam, and it takes twenty minutes total.

Week eight — stop building. Two full timed essays, one from each section, marked by someone who will criticise the structure. Rebuild the index by question. Add blocks only where a practice essay revealed a gap.

What not to do with these eight weeks: read essay collections, memorise quotations, or attempt to predict topics. All three feel productive, none survives contact with an unfamiliar topic, and the first two consume the hours that the blocks and drills need.

Question 14

Take the block on the exclusion-versus-inclusion error and show it operating in four different essays.

Accepted Answer

The block: every targeting system makes two errors; inclusion is audited and exclusion is invisible; the choice between them is made by whoever sets a threshold, currently implicitly.

**In an essay on welfare and social justice**, it is the central mechanism. It explains why a well-designed scheme under-performs at the point of delivery, and it converts a discussion about leakage — which is how such debates are usually framed, because leakage is measurable — into one about the population the programme was built for and never reached.

**In an essay on technology in governance**, it becomes the accountability argument. Automation makes the threshold uniform and therefore makes the error uniform: a human officer's error affects one applicant, while a rule set slightly wrong excludes every similar applicant simultaneously and silently, each receiving an identical and plausible explanation. The block supplies the reason automated administration needs an exception route with someone accountable for its length.

**In an essay on the individual and the system**, it becomes an argument about visibility. A person is legible to an institution only through the categories it records, and the excluded household is not merely unserved but unrecorded — so the system's own data will report success. This is the version that lets an abstract topic about individuals and institutions become concrete.

**In an essay on trust in public institutions**, it explains erosion without alleging bad faith. A household turned away for a documentary reason it cannot fix does not conclude that a threshold was mis-set; it concludes that the state does not intend to serve it, and that conclusion is rational on the information available. The block thereby connects an administrative design choice to a political outcome, which is the kind of connection Section A topics reward.

One block, forty minutes to write, four essays served. That ratio is the argument for storing mechanisms.

Question 15

Design a one-page audit you could run on your own bank six weeks before the exam, listing what you check and what each failure implies.

Accepted Answer

**Check one — retrieval, not recognition.** Ten random topics, four minutes each, list the blocks you reach. *Failure:* fewer than three blocks per topic. *Implies:* the index is built on labels rather than questions, or the blocks are facts. Rebuild the index first, since it is cheaper than rewriting blocks and often fixes the symptom.

**Check two — travel.** For each block, name three families it serves. *Failure:* a block that fits one family only. *Implies:* it is a fact wearing a mechanism's clothes. Rewrite it by asking why the thing it reports happens, or delete it.

**Check three — counters.** Every block must carry an objection. *Failure:* missing counters. *Implies:* one-sided paragraphs in the exam, and balance is an explicit criterion. One sentence per block fixes it in an evening.

**Check four — volatility.** Scan for point values, current rates, this-year figures. *Failure:* any figure that will move before the exam or is quoted without its round. *Implies:* replace with a structural ratio or attribute the source and round. One wrong number discredits the rest.

**Check five — prose form.** Blocks must be sentences, not bullets. *Failure:* bullets. *Implies:* you will be composing in the hall, which is the work the bank exists to eliminate. Rewrite the ones you actually reached in check one and let the rest go.

**Check six — size.** *Failure:* more than about seventy blocks. *Implies:* the bank has become a second syllabus and is diluting rehearsal. Keep what check one surfaced, merge duplicates, delete the rest without sentiment.

**Check seven — section balance.** Count blocks by section. *Failure:* heavy weighting toward the contemporary families. *Implies:* the usual pattern, since GS preparation feeds Section B and nothing feeds Section A. Since you must write one essay from each section, an imbalanced bank guarantees a weak half. Spend the remaining build time entirely on the abstract families.

**Check eight — the images.** *Failure:* no concrete scenes, or scenes that need explaining. *Implies:* your introductions will open on definitions. Three working images is enough, and each must carry its argument without a gloss.

Run the audit once at six weeks and once at two, and change nothing in the final fortnight except through retrieval drills.
