(4) Generate and evaluate genuinely distinct options — typically 3–4 realistic courses of action, each with a real merit and a real cost. (5) Commit to a decision, with justification and, where relevant, implementation — a specific, defensible choice, not an endless survey.

Question 2

Explain why case studies are scored 'more like a structured decision than a theory answer,' and what this implies for how marks are typically lost.

Accepted Answer

A theory question is scored against an expected-content checklist — did the candidate cover the right concepts. A case study is scored on the quality of a decision-making process — did the candidate correctly identify what's at stake, generate genuinely distinct options, evaluate them soundly, and commit to a specific, defensible decision. This implies that marks are most often lost not from holding the 'wrong' values, but from structural gaps in the reasoning process itself: skipping stakeholder identification, generating only one real option, or never committing to an actual decision. An eloquent answer with sound values but a missing structural step typically scores worse than a plainer answer that completes every step of the method.

Question 3

A case study describes an officer deciding whether to grant a hardship exception to one applicant. Beyond the applicant themselves, name at least three other stakeholders a strong answer should identify.

Beyond the applicant: (1) other applicants in the same queue or scheme, who are affected by whether the exception sets a precedent or is applied inconsistently relative to their own treatment; (2) the institution or scheme itself, whose credibility and the integrity of its rules are affected by how exceptions are granted and documented; (3) the officer's own supervisor or the broader oversight structure, who bears responsibility for how discretionary decisions in the office are exercised and would need to account for the decision if reviewed; and, depending on the specific scenario, (4) the wider public or taxpayer base funding the scheme, whose interest in the scheme's rules being applied fairly and sustainably is also genuinely at stake. Identifying stakeholders beyond the single most visible party is exactly what separates a strong stakeholder analysis from a thin one.

Explain the difference between a 'genuine option' and a 'strawman option' in a case-study answer, with a brief example of each for a scenario involving a minor procedural violation by a colleague.

A genuine option is one a reasonable, well-intentioned decision-maker could actually choose, with a real merit and a real cost — for the minor-violation scenario, genuine options might include 'raise it directly and privately with the colleague first' (merit: proportionate, preserves the relationship; cost: relies on the colleague responding well) or 'report it through the formal channel immediately' (merit: consistent, documented; cost: may be disproportionate for a first, minor lapse). A strawman option is included only to be easily dismissed, without genuine defensibility — 'ignore it completely and tell no one' or 'publicly confront the colleague in front of the whole team' are both extreme enough that almost no reasonable person would seriously consider them, and including only options like these (alongside one 'obviously correct' middle option) signals to an examiner that the option-generation step wasn't done with real rigour.

Explain why an answer that discusses multiple options evenhandedly, without ever choosing one, is typically scored as incomplete.

Real administrative situations require an actual choice — a decision-maker who never commits hasn't actually resolved the dilemma, they've only described it. An answer that surveys options without ever choosing one demonstrates analytical breadth but not judgment, which is precisely the skill case studies are designed to test — GS4's case-study format exists specifically because UPSC wants evidence that a candidate can move from analysis to a committed, defensible decision under real constraints, not just identify that a situation is complex. An examiner scoring an evenhanded, non-committal answer has no way to assess whether the candidate can actually make a sound judgment call, only that they can list considerations — which is why case-study marking schemes specifically credit a clearly stated final decision with justification, and why staying deliberately non-committal, even when a dilemma is genuinely close, under-scores relative to committing to the best-supported option while acknowledging its trade-offs.

Question 6

A case study is worth 20 marks and has two sub-questions. How should you budget your time across the two parts?

Using the paper-wide ratio of roughly 0.72 minutes per mark, a 20-mark case study warrants approximately 14–15 minutes in total. If the two sub-questions carry different mark values (for instance, a 10-mark 'identify the issues' part and a 10-mark 'what would you do' part), split the time roughly in proportion to each sub-question's marks, rather than treating the case study as a single undifferentiated block — this ensures the higher-value or more analytically demanding sub-question receives adequate attention rather than being rushed because most of the time was spent on the first part. Within each sub-question, the same discipline applies as for a single-part case study: a brief upfront moment (10–20 seconds) identifying stakeholders and options before writing is worth the time even within a compressed sub-question budget.

Question 7

Explain why explicitly naming a specific ethical framework or value (rather than reasoning purely from intuition) tends to score better in a case-study answer.

Accepted Answer

Reasoning purely from intuition — 'this feels like the right thing to do' — doesn't demonstrate to an examiner that the candidate has genuinely engaged with the ethical structure of the dilemma, even if the final decision happens to be sound; it's indistinguishable, from the examiner's side, between a well-reasoned conclusion and a lucky guess. Explicitly naming a specific value or framework — identifying a scenario as a private-duty-versus-public-duty collision, applying a proportionality check, invoking a specific foundational value like objectivity or compassion for weaker sections — demonstrates that the candidate is applying the structured analytical vocabulary GS4's other subjects build, not reasoning in a vacuum. This matters for scoring specifically because case-study marking schemes are typically built around recognising this kind of structured, framework-aware reasoning as a distinct, creditable skill, separate from simply reaching a reasonable-sounding conclusion — two candidates who reach the identical final decision can still be scored differently based on whether the reasoning that got them there demonstrates genuine command of GS4's conceptual toolkit.

Question 8

Why does an examiner sometimes expect a case-study answer to address 'implementation,' not just the decision itself?

Accepted Answer

A decision stated in the abstract — 'I would grant the exception' — doesn't yet demonstrate whether the candidate has thought through how that decision would actually function in a real administrative context, which is a distinct and separately creditable skill from reaching the decision itself. Addressing implementation means briefly noting practical follow-through: who would need to be informed of the decision, what documentation or safeguards should accompany it (to prevent it from being treated as an unaccountable precedent), and how any resulting risk (of the decision being questioned, misused, or inconsistently repeated) would be managed. An answer that stops at the decision reads as a philosophy essay; an answer that briefly extends to implementation reads as genuinely administrative — which is closer to what the exam is actually testing, since UPSC is selecting officers who will need to both decide and execute, not only reason in the abstract.
