Care responsibilities fall disproportionately on women in the absence of accessible childcare and eldercare provision, which makes regular employment difficult to combine with household obligation. Safety and mobility constraints limit the range of workplaces and hours realistically available. And on the demand side, the sectors that have driven employment growth — construction and certain services — have not generated the kinds of jobs that drew women into the workforce in comparable economies, where labour-intensive manufacturing played that role.

The measures follow from the specific constraints. Expanding accessible childcare provision addresses the care constraint directly and is among the most evidenced interventions. Safe and reliable public transport addresses mobility. Growth in labour-intensive manufacturing, particularly in sectors such as textiles and food processing that have historically employed women at scale, addresses the demand side. Flexible and part-time work arrangements with social security coverage address the combination problem. And the input credit chain created an audit trail with self-enforcing properties, since each buyer needs the seller's compliance to claim credit, which has supported formalisation. The persisting criticisms are equally specific: multiple rate slabs retain classification disputes and complexity that a simpler rate structure would remove; compliance burden remains significant for small firms despite composition schemes; refund delays affect exporters' working capital; and the inclusion of petroleum products and some other items outside the GST base leaves the cascading problem partly unresolved in those sectors. The accurate element is that employment growth has lagged output growth substantially, and that the composition of growth explains why. Output growth has been led by sectors with low employment intensity — information technology, finance and telecommunications generate large output per worker and require skills a minority of the labour force possesses. Within manufacturing, growth has been relatively capital-intensive, partly because regulatory obligations rising with establishment size discourage labour-intensive scale. The structural transition has consequently stalled: agriculture still employs roughly double the share of the workforce that it contributes to output, and those leaving it have moved into construction and low-productivity services rather than formal manufacturing.

The characterisation overstates in two respects. Employment has grown in absolute terms, and jobs have been created in construction, services and the gig economy, so growth has not been literally jobless. And the deeper problem is arguably employment quality rather than quantity — the issue is that available work is informal, low-productivity and insecure, not that work is unavailable, which is why the measured unemployment rate remains low.

The more precise characterisation is therefore that India's growth has been weak in generating formal, high-productivity employment rather than jobless as such.

This reframing matters for policy: if the problem were job scarcity, demand stimulus would be the response; because the problem is the composition and quality of employment, the responses are labour-intensive manufacturing growth, reduced cost of formalisation, and skilling linked to employer demand.
