Question 1

Convert this GS-register opening into an essay opening: 'Water scarcity is a major challenge facing India today. India has 18% of the world's population but only 4% of its freshwater resources. Per capita water availability has been declining steadily. This essay will examine the causes, impacts and solutions.'

Accepted Answer

The GS opening does three things an essay should not: it leads with an aggregate statistic, it announces its own structure, and it treats the topic as a subject to be covered rather than a claim to be argued.

Essay opening: 'In a village in Marathwada, a farmer who has never had a canal deepened his borewell for the third time in nine years, and the water he now draws is older than the state he lives in. Two villages away, the same thing is happening at the same depth, and neither farmer is doing anything unusual, illegal or ill-advised — each is responding rationally to the only price signal he faces, which is the cost of running a pump for an hour on electricity supplied free. The scarcity that results is real, but describing it as scarcity mislocates the problem. There is no shortage of rain in Marathwada relative to what is grown elsewhere on similar rainfall; there is an absence of any mechanism by which one farmer's extraction registers as a cost to another. This essay is therefore about a commons rather than a resource, and about why the arithmetic of a shared aquifer defeats the good intentions of everyone drawing on it.'

What changed: opens at human scale, names the underlying question (commons, not scarcity), refuses to announce its own structure, and declares a line the essay can be held to. The 4%-and-18% figure can appear in paragraph three, where it will land harder for being earned.

Question 2

For each of these policy topics, name the value question underneath it in one sentence: (i) reservation in private sector employment; (ii) regulation of online speech; (iii) farm loan waivers; (iv) urban slum redevelopment.

Accepted Answer

(i) Reservation in private employment. Surface question: whether a mandate on private employers is efficient or workable. Underneath: whether a market outcome is entitled to be treated as neutral when the distribution of qualifications entering it was itself produced by exclusion — that is, whether merit is a property of a person or of the path that brought them to the point of assessment.

(ii) Online speech regulation. Surface question: what content should be removed, by whom, and under what procedure. Underneath: whether the right to speak is a right to be carried — whether a platform's decision not to distribute is a private editorial choice or an exercise of public power that has outgrown the category of private choice.

(iii) Farm loan waivers. Surface question: fiscal cost, credit discipline, moral hazard. Underneath: whether a farmer's debt is the consequence of a decision they made or of a risk the state chose not to insure — because if income volatility is a policy outcome rather than an individual failure, then a waiver is a delayed and badly designed insurance payout rather than a subsidy.

(iv) Slum redevelopment. Surface question: floor space ratios, developer incentives, rehabilitation ratios. Underneath: whether long occupation without title creates a claim — whether a city is a place people acquire a stake in by living and working in it, or a market they may occupy only on terms they can pay.

In every case the underlying question is the one on which people actually disagree, and naming it is what makes the essay an argument rather than a survey.

Question 3

Rewrite as a mechanism: 'Free electricity for agriculture has led to groundwater depletion in Punjab and Haryana.'

Accepted Answer

'Electricity supplied without charge to agricultural connections sets the marginal cost of extracting an additional unit of groundwater at very close to zero, since the only remaining cost is the wear on the pump. A farmer facing a marginal cost of zero has no reason to stop at the efficient quantity and every reason to pump to satiation, which is a rational response and not a wasteful one. That in turn changes what is worth growing: water-intensive crops become viable where they otherwise would not be, and because procurement at an assured price is concentrated in precisely those crops, the choice is reinforced from the output side as well as the input side. As the water table falls, extraction requires deeper pumping and therefore more electricity — which the same subsidy covers, so the rising physical cost never reaches the person deciding how much to pump. The loop is closed at four points, which is why interventions on any single leg have consistently failed: metering without an alternative income proposal is politically unsurvivable, crop diversification without procurement support asks farmers to bear the price risk alone, and a canal that raises reliability without altering the marginal cost simply adds a second free source.'

The original sentence reports an outcome. This version explains why the outcome is stable, which is what tells a reader why the obvious remedies have not worked.

Question 4

An essay recommends replacing food grain distribution with direct cash transfers. Write the paragraph that names who bears the cost, and derive the counter-argument from it.

Accepted Answer

'Every reform of this kind moves a cost, and the honest question is onto whom. A shift from grain to cash imposes at least four distinct burdens, and they fall on different people. The beneficiary bears price risk that the state previously absorbed: a fixed transfer purchases less when local grain prices rise, and it rises slowest exactly when prices rise fastest, which is during a local production failure — the moment the entitlement exists for. Within the household, the incidence shifts again, since a transfer is fungible in a way that grain is not, and control over fungible resources is distributed differently from control over food; the evidence on this is contested but the mechanism is not. The farmer selling into procurement bears the loss of an assured buyer at an assured price, since the same operation that supplies the ration shop supports the floor price. And the state itself sheds the storage and logistics network, which is expensive and leaky and is also the only physical capacity available when a distribution emergency occurs.'

The counter-argument follows directly: 'The objection is therefore not the sentimental one about tradition. It is that the reform's benefits — reduced leakage, lower carrying cost, greater choice — are real, aggregate and evenly spread, while its costs are concentrated on the person least able to absorb a price shock and on the moment when the system matters most. A reform with that profile can be right on the arithmetic and still be wrong to implement uniformly, which is an argument for varying the instrument by context rather than for keeping either system whole.'

That paragraph could not have been written by someone who had not asked who bears the cost, and it is the essay's most valuable material.

Question 5

A candidate writes: 'India's unemployment rate is currently 5.5%, the manufacturing sector contributes 17% of GDP, and the repo rate stands at 6.25%.' Assess this sentence and rewrite it safely.

Accepted Answer

Three separate exposures in one sentence, and they compound because a reader who doubts one will doubt all.

The unemployment figure is undefined without its measurement basis — the annual periodic survey's usual-status estimate and its current-weekly-status estimate differ substantially, and the two are routinely quoted interchangeably in coaching material. Quoting a bare rate signals that the candidate does not know there is a choice.

The manufacturing share depends on whether gross value added or GDP is the denominator and on whether construction is included, and published figures on the point vary by several percentage points for exactly this reason.

The policy rate is the most dangerous of the three, because it changes on a fixed calendar and an essay written months after the figure was learnt has a substantial chance of being wrong on a fact any examiner can check instantly.

Safe rewrite: 'The structural features are more telling than any current reading. Manufacturing's share of output has remained broadly flat across three decades of rapid growth, which is the fact that distinguishes India's development path from the East Asian one it is often compared with. Employment data tell a related story once the measurement basis is specified: the periodic labour force survey's usual-status estimates show low headline unemployment alongside a large share of the workforce in self-employment and unpaid family work, which is why the unemployment rate is a poor summary statistic for a labour market whose problem is the quality of work rather than its absence. And monetary policy has been operating in a tightening-then-holding phase in which the transmission question — how much of a policy rate change reaches lending rates, and after how long — matters more for the argument here than the level itself.'

Every claim is now attributed, structural, or about a mechanism, and none can be falsified by a change that occurred after the essay was written.

Question 6

Using the technology-and-work family, write the counter-case paragraph for an essay arguing that automation will displace a substantial share of current employment.

Accepted Answer

'The objection has two centuries of evidence behind it and deserves to be stated without condescension. Every previous wave of mechanisation produced a confident prediction of permanent displacement, and every one of them was wrong about the aggregate: employment recovered, often at higher wages, because the same technology that eliminated tasks lowered the cost of output, and cheaper output expanded demand into activities that had not previously been worth anyone doing. The mechanism is not mysterious and it is not a matter of faith. A textile industry that mechanised spinning employed more people afterwards than before, because cloth became affordable to people who had previously owned very little of it. The burden therefore sits squarely on the pessimist to identify what is different this time, and the usual answers — that these systems are general rather than specific, or that they target cognition rather than muscle — are assertions about category rather than arguments about consequence.'

The answer, by reframing rather than dismissing: 'The historical record is correct and it is being asked the wrong question. It establishes what happens to aggregate employment over decades, and the concern that matters is what happens to particular people over the length of a working life. Those are different questions with different answers, and the same episodes that vindicate the optimist on the first vindicate the pessimist on the second: the handloom weaver whose trade was destroyed did not become a factory worker, and the recovery that historians record occurred substantially in the next generation. If the relevant comparison is the speed of displacement against the time required for a forty-five-year-old to acquire and be hired into a different skill, then the aggregate reassurance is answering a question nobody in the affected group is asking. The disagreement, properly stated, is not about whether new work appears. It is about whether it appears in the same place, at a reachable skill level, within a period the displaced person can survive — and those three conditions are testable, rarely stated, and almost never all satisfied at once.'

Question 7

A candidate's Section B essay on urbanisation scores 102 despite being factually excellent. Its paragraph openings are: (1) India is urbanising rapidly. (2) Urbanisation brings economic benefits. (3) However, cities face infrastructure challenges. (4) Governance of cities is weak. (5) Various schemes have been launched. (6) The way forward requires an integrated approach. Diagnose and rebuild.

Accepted Answer

Diagnosis. This is the GS template exactly: context, benefits, challenges, governance gap, schemes, integrated way forward. Every opening is a topic label; no paragraph asserts anything a reasonable person could dispute; the objection never appears because nothing is being argued against; and paragraph (5) accumulates authority in place of reasoning. The essay is comprehensive and has no position, which is why it scored where it did.

Rebuild, for an essay arguing that Indian cities are administratively designed not to be governed:

(1) 'An Indian city of ten million has less control over its own budget than a district in most federal countries, and this is not an accident of underdevelopment but the outcome of a specific constitutional bargain.'
(2) 'The bargain is visible in what was actually devolved: elections were made mandatory and the transfer of functions was left to state discretion, so cities acquired political legitimacy and no corresponding authority.'
(3) 'Because of this, the offices that matter most in a city — water, transport, planning, policing — sit in parastatals and state departments answerable upward, which means the mayor a resident can vote out controls almost nothing the resident complains about.'
(4) 'The fiscal side compounds the design: a municipal revenue base resting largely on a property tax that states cap and cities are reluctant to revise grows slower than the population it serves, so every city is structurally dependent on discretionary transfers.'
(5) 'The objection is that Indian cities lack the administrative capacity to use greater authority well, and that centralised parastatals were created precisely because municipal bodies had failed.'
(6) 'That objection is historically accurate and analytically backwards: capacity is built by exercising responsibility, and an entity that has never controlled a budget cannot demonstrate that it can — so the argument, applied consistently, guarantees the condition it cites.'
(7) 'The comparison that settles it is internal rather than international: the few Indian cities that have secured stable own-revenue and an empowered executive have not obviously governed worse than the parastatals they displaced, which is a modest claim and the only one the evidence supports.'
(8) Conclusion — a conditional: nothing here requires a constitutional amendment, only that a state government transfer functions it is already empowered to transfer, which has not happened for three decades because the incentive runs the other way.

Same subject, same facts, and now there is an argument with an objection answered inside it.

Question 8

Design a full architecture — opening device, eight paragraph claims with connectors, and close — for 'Artificial intelligence and the future of governance in India.'

Accepted Answer

Opening device: human scale. A pension applicant whose claim is rejected by an automated eligibility check, who is told the system found a mismatch, and who cannot be told which field mismatched because the officer at the counter does not have access to that either.

(1) 'The significant question about automated decision-making in government is not whether the systems decide accurately, but what happens to the obligation to give reasons when the decision has no author.'

*Because* (2) 'Indian administrative law has built its accountability almost entirely on that obligation — a decision affecting a person must be reasoned, and the reasons must be capable of being examined, which is what makes review possible at all — and a scored output satisfies neither condition while looking more objective than the discretion it replaced.'

*The attraction is nonetheless genuine, since* (3) 'the discretion being replaced was not neutral: a human officer applying eligibility rules exercised judgment that was unrecorded, uneven across offices, and occasionally purchased, and an automated rule is at least uniform — which is a real gain and the reason these systems spread without much resistance.'

*But uniformity has a specific cost:* (4) 'an error in discretion affects one applicant while an error in a rule affects every applicant simultaneously and silently, and the exclusion produced by a threshold set slightly wrong is invisible precisely because those excluded receive a consistent, plausible and identical explanation.'

*This is compounded by the fact that* (5) 'the data these systems run on were collected for other purposes and encode the administrative history of the population — so a household that was under-enumerated, misclassified or never digitised is not merely absent from the dataset but is scored as though its absence were information.'

*The objection deserves its strongest form:* (6) 'that this is a counsel of paralysis, since manual administration at Indian scale is neither affordable nor accurate, the delays it produces are themselves a denial of entitlement, and holding a new system to a standard the old one never met is a familiar way of defending the status quo.'

*Absorbing it,* (7) 'the objection is correct and it specifies the design rather than blocking it: automation is appropriate where it recommends and unacceptable where it decides finally, the reason for an adverse outcome must be renderable in a sentence the affected person can act on, and the error the system should be tuned to avoid is exclusion rather than leakage — a choice that is currently made implicitly, by whoever sets the threshold, and should be made explicitly by whoever is accountable for the programme.'

*What follows is* (8) 'that the governance question is prior to the technical one: these systems will be adopted regardless, and the only variable in play is whether they are adopted with the duty to give reasons intact or with it quietly retired as an artefact of an era when decisions had authors.'

Close: return to the applicant at the counter. She is not the victim of a machine that decided wrongly; she is the first citizen of an administration in which no one is required to be able to explain a decision to her, and that is a constitutional change being made through procurement rather than through law.

Question 9

You want to discuss a policy question currently under litigation and a climate target under negotiation. Show how to write about both without predicting outcomes.

Accepted Answer

The principle: write the structure of the disagreement, not a forecast. A reader gains more from understanding why two principles collide than from a prediction, and the essay cannot be overtaken by an event between writing and evaluation.

For a matter under litigation: 'The dispute is usually reported as a contest between two institutions, and it is better understood as a collision between two propositions that are each independently defensible. The first is that an appointment process controlled by the executive compromises the independence of a body whose function is to check the executive, which is not a hypothetical concern but the reason such bodies exist. The second is that unelected appointment mechanisms transfer a power that belongs to accountable government to a body accountable to no one, which is equally a constitutional value and not merely an argument of convenience. Neither proposition can be discarded without cost, which is why the question has been unstable for decades and why any resolution will be a settlement rather than a finding. What is worth noticing is that the argument is conducted entirely about appointment and almost never about removal — and that in practice the power to appoint has proved the more consequential of the two.'

For a target under negotiation: 'The disagreement is not really about the number. It is about the base against which the number is measured, and the choice of base is the whole negotiation. A target expressed as emissions intensity permits absolute emissions to rise while the ratio improves, which is defensible for an economy whose per-capita emissions are far below the global average and indefensible if the atmosphere is understood to respond to totals. A target expressed as installed capacity is not a target for generation, since capacity and output diverge by the availability factor of the technology installed. Each formulation is honest on its own terms and each was chosen by parties whose interests it serves, and an essay that reports the headline figure without stating which of these it is has reported almost nothing.'

Both passages are more analytically useful than a prediction and neither can be falsified by next month's news.

Question 10

'The cost of being wrong is less than the cost of doing nothing' appeared in Section B. Explain why treating it as a Section B subject heading fails, and how to handle a proposition-shaped Section B topic.

Accepted Answer

Why the subject-heading reading fails. A candidate who sees this in Section B and reads it as 'decision-making in governance' will write a survey: the need for timely decisions, examples of delay, the reasons for it, and a way forward on administrative reform. That essay never engages the printed claim, which is a **comparative** one — an assertion that one cost is smaller than another. Since the essay neither agrees with the comparison, disputes it, nor bounds it, it has not answered, and no amount of accurate material about administrative delay repairs that.

How to handle it. Parse it exactly as a Section A topic, then use Section B material to argue it. The parse: comparative claim; the implicit quantifier is 'generally', not 'always'; the scope is decisions taken by people who will be held accountable for them; and the falsifier is the class of irreversible decisions, where inaction preserves an option that action destroys.

Then the Section B material does the work that Section A material could not. The mechanism is institutional rather than psychological: a wrong decision has an author, a date and a file, while the cost of inaction is diffuse, delayed and attributable to no one, so an official weighing personal exposure under-acts even where the arithmetic plainly favours acting. The evidence is administrative — clearance regimes requiring many assents and no decision, files that circulate rather than conclude, the preference for a committee over a determination. The counter-case is the irreversibility exception, stated properly, along with the observation that it is invoked far more often than it applies. And the conditional close is a design conclusion: record reasons for inaction as well as action, deem silence a decision after a fixed period, and — the important one — judge decisions by the quality of the reasoning at the time rather than by the outcome, because a system that punishes bad outcomes teaches its officers to make no decisions rather than good ones.

The general rule: when a Section B topic is phrased as a claim, parse it as a claim and populate it with policy material. The register stays reflective and the evidence stays concrete, which is exactly the combination this section rewards.

Question 11

Write four Section B anchors as finished prose — usable in an essay without adaptation — on the theme of welfare delivery.

Accepted Answer

Anchor one, the exclusion asymmetry. 'Every targeting mechanism makes two kinds of error, and they are not equivalent. Including someone who does not qualify costs the exchequer the value of one entitlement. Excluding someone who does qualify costs that household the thing the programme existed to provide, at the moment they needed it. Administrative systems are nonetheless tuned overwhelmingly against the first error, because inclusion errors are audited and exclusion errors are not recorded anywhere — the excluded household does not appear in a file, does not generate a complaint that reaches a register, and is statistically invisible to the very system that produced it.'

Anchor two, the last-mile discretion problem. 'Entitlements are defined centrally and delivered by an official at the end of a long chain, and it is at that last point — where a form is accepted or returned, where a name is matched or not — that the entitlement becomes real or does not. Reforms that alter the design without altering the incentives of that last officer tend to move the problem rather than solve it, which is why the same programme performs very differently across districts under identical rules.'

Anchor three, the identification trade-off. 'A robust identity system reduces duplicate and ghost claims, and the same robustness converts every failure of matching into a denial of service. The gain and the risk are produced by the identical property, which is why the sensible argument is not for or against the system but about what happens when it fails — whether an exception route exists, whether it is usable by the people most likely to need it, and whether anyone is accountable for the size of the exception queue.'

Anchor four, the substitution question. 'Cash and kind are not two delivery methods for the same good. Grain insulates a household from local price movement and cash does not, control over the two is distributed differently within a household, and the physical distribution network is also the state's only surge capacity in a crisis. An argument for one over the other that treats them as interchangeable has omitted the reasons the choice is difficult.'

Each states a mechanism, could be transcribed into an essay unaltered, and carries no volatile figure.

Question 12

For an essay arguing that India should prioritise adaptation over mitigation in climate policy, write the objection at full strength and answer it by bounding.

Accepted Answer

The objection at strength: 'This proposal is a description of surrender presented as pragmatism, and it fails on three counts. It treats the amount of warming as exogenous when it is precisely what mitigation determines, so a country that adapts and does not mitigate is adapting to a future its own choices are making worse. It ignores that adaptation has a ceiling — sea walls, heat-resilient housing and drought-tolerant varieties all work within a range of warming and stop working beyond it, so an adaptation-first strategy is a bet that the range will not be exceeded, taken by a country with an unusually large exposure if it is. And it forfeits a negotiating position that India has built and used effectively: a country that has declared adaptation its priority has conceded that the historically responsible parties need not act, and the argument for differentiated responsibility does not survive its principal advocate abandoning it.'

The answer, by bounding rather than dismissal: 'Each of these is correct as an argument against adaptation *instead of* mitigation, and none of them touches the claim actually being made, which is about the allocation of attention and money at the margin. The bound is this: mitigation determines the warming that occurs after roughly two decades, while adaptation determines the harm caused by the warming already committed — and those are separate quantities on separate timescales, so treating them as competitors is a category error that both sides of the debate commit. Within the period in which India's exposure is greatest and least avoidable, the temperature path is substantially already set, and the variable still in play is whether a construction worker in a heatwave has a work-hour advisory, whether a city has a functioning heat action plan, and whether a coastal settlement has been mapped for surge. That is where adaptation spending operates, and it is currently a small fraction of climate expenditure while the exposure it addresses is immediate. The proposition is therefore not that India should mitigate less — its mitigation is largely driven by the falling cost of the alternatives and not by climate policy at all — but that the two are financed from different logics and only one of them has a constituency.'

Question 13

Section B offers: (i) 'Digital India and the last mile'; (ii) 'Can federalism survive fiscal centralisation?'; (iii) 'The young are inheriting a world they did not choose'; (iv) 'Growth without jobs'. You know most about (i). Which do you choose and why?

Accepted Answer

Probably not (i), and the reason is the whole point of this section.

Topic (i) is where your material is deepest, which in Section B is a hazard rather than an advantage. Deep material pulls toward the GS register: the programme, its components, the achievements, the connectivity and literacy gaps, the way forward. The essay will be comprehensive, accurate and unremarkable, and it will score in the low hundreds precisely because nothing was at stake in it.

Topic (ii) is a genuine question with a genuine tension and a strong counter-case on each side — the case that fiscal centralisation is the price of a unified market and macroeconomic stability, against the case that a tier which raises little of what it spends cannot be politically accountable for it. It permits a real position, has abundant concrete anchors, and its objection is not manufactured. This is the strongest choice for most candidates.

Topic (iii) is Section A wearing Section B's clothes: a proposition about generational obligation, which demands the abstract-essay treatment and rewards material about discounting, irreversibility and institutions designed for events rather than erosion. An excellent choice for a candidate comfortable with that register, and a trap for one who is not, because the available policy material sits awkwardly against a claim about inheritance.

Topic (iv) is strong and slightly narrower — it commits you to explaining a mechanism, which is a good discipline, but the counter-case is thinner because few people argue that jobless growth is desirable. It risks becoming an essay everyone agrees with, which is a quieter version of the same failure.

Decision: (ii), with (iii) as the alternative if the abstract register is a strength. Choose for the tension, not for the material — the material follows once there is something to argue.

Question 14

Write conditional closes — not way-forward lists — for essays on (i) judicial pendency and (ii) female labour force participation.

Accepted Answer

(i) Judicial pendency. 'The debate is conducted almost entirely about the Supreme Court and the great bulk of the pendency is in district and subordinate courts, which tells us something about whose delay is considered a national problem. Nothing about the arithmetic is mysterious: the number of judges per million population has been described as inadequate by every commission that has examined it, vacancies against sanctioned strength persist for years, and the sanctioned strength itself was set against a caseload that no longer exists. What is missing is not a diagnosis or a plan but an actor with both the authority to fill the posts and a reason to care whether they are filled — since the delay is borne by litigants who are not organised, in courts that generate no political constituency, over a timescale longer than any tenure. Until the responsibility for a vacancy rests somewhere that a vacancy is costly, the pendency figure will continue to be cited as evidence of a crisis by everyone who is in a position to reduce it.'

(ii) Female labour force participation. 'The participation rate has not moved the way any simple account predicts: it did not rise steadily with income, and it did not rise steadily with education, which defeats both the modernisation story and the human capital story on their own terms. What the exceptions have in common is unglamorous and consistent — work that is available within reach of home, transport that is usable at the hours the work requires, care arrangements for children and the elderly that do not assume a woman is available, and safety that is a fact rather than an assurance. None of these is an attitudinal question and all of them are budget lines. The uncomfortable implication is that a great deal of what is discussed as social change is waiting on infrastructure, and that a society can hold entirely modern views about women working and still make it impossible, one absent bus route at a time.'

Both are forward-looking, neither lists measures, each states what would have to be true and what prevents it, and each ends in the writer's own voice.

Question 15

Take the GS-register outline for an essay on 'India's demographic dividend' — young population, advantages, challenges of skilling and jobs, schemes, way forward — and rebuild it as an essay with a position.

Accepted Answer

The GS outline's defect: 'demographic dividend' is treated as a possession India has, and the essay then lists what must be done to realise it. Nothing is argued, and the phrase itself goes unexamined.

Rebuilt with a position — that the dividend is a claim about timing rather than about numbers, and that the window is being spent rather than used.

Opening at human scale: a graduate in a district town with a degree, a certificate from a skilling programme, and a job as a delivery rider — none of which is a failure of his effort, and all of which is the outcome the system was arranged to produce.

(1) 'A demographic dividend is not a stock of young people; it is a temporary configuration of the age structure in which the working-age share is unusually high, and its entire value lies in what happens during the years it lasts.'

*Which means* (2) 'the relevant metric is not how many young people there are but how many are in work that raises their productivity over time — because a young worker in low-productivity self-employment ages into an unproductive older worker and then into a dependent one, and the arithmetic that produced the dividend runs in reverse.'

*On that metric* (3) 'the record is uneven in a specific way: enrolment and certification have expanded far faster than the absorption of the certified, so the system has become efficient at producing qualified people and has not become efficient at employing them.'

*The reason is structural rather than administrative:* (4) 'skilling was designed as a supply-side intervention in a labour market whose constraint is on the demand side, and a certificate does not create the job it qualifies someone for — which is why completion rates and placement rates have diverged so consistently across programmes with very different designs.'

*The objection is serious:* (5) 'employers report unfilled vacancies alongside unemployed graduates, which is evidence of a genuine mismatch rather than a demand shortfall, and a mismatch is precisely what skilling exists to close.'

*Absorbing it,* (6) 'both are true and they describe different segments: there is a real shortage in a narrow band of technical and supervisory roles, and a large surplus everywhere else, so an intervention scaled to the second while designed for the first will show exactly the pattern observed — high throughput and low placement.'

*And the window matters because* (7) 'the age structure is already turning in several southern states while remaining favourable in the north, so India is not one demographic case but two, with the states holding the young population having the weakest capacity to employ them and the states with capacity beginning to age.'

*What follows is* (8) 'that the dividend is a deadline rather than an asset, and deadlines are met by things that are hard to do quickly — labour-absorbing sectors that have been growing slowly, an internal migration policy that treats movement as the mechanism rather than the problem, and public provision of the health and schooling that determines what a nineteen-year-old is capable of, which had to be done fifteen years ago and cannot be done now for the cohort in question.'

Close, conditional and returning to the rider: he is not a wasted individual — he is a correctly functioning output of a system that measured what it could count. The dividend will be assessed retrospectively, by whether people his age are more productive at forty than at twenty, and that verdict is being written now by decisions nobody is describing as demographic policy.
