Welfare Programmes & Schemes of Chhattisgarh — Practice

Question 1

What is the Mahtari Vandan Yojana?

Accepted Answer

A state scheme giving monthly cash assistance to eligible married women, reported to reach over seventy lakh beneficiaries and to be one of the largest items in the 2026-27 budget. It is paid by direct bank transfer.

Question 2

What is the Mukhyamantri Haat Bazaar Clinic Yojana?

Accepted Answer

A health scheme begun on 2 October 2019 that sends a medical team and medicines to weekly markets in remote areas, giving primary care and screening to people far from health centres.

Question 3

Name two central schemes that operate in Chhattisgarh.

Accepted Answer

PM-KISAN for farmer income support and PM-JAY (Ayushman Bharat) for health cover. PMAY-G for rural housing and PMGSY for roads are others.

Question 4

Describe the schemes for farmers in Chhattisgarh. (~100 words)

Accepted Answer

Paddy is bought at MSP through primary cooperative societies, with the marketing federation as nodal agency and payment by direct bank transfer. The Krishak Unnati Yojana, as reported in the 2026-27 budget, pays a set price per quintal up to a limit per acre and has been extended to pulses, oilseeds, maize and millets, which encourages diversification. Irrigation pumps receive free or subsidised power, and central schemes such as PM-KISAN and crop insurance also apply. The limits are fiscal cost and continued paddy dependence.

Question 5

Why is last-mile delivery difficult in Bastar and Surguja, and how have schemes adapted? (~100 words)

Accepted Answer

Remote hamlets in forested tribal districts face poor roads, weak mobile and banking networks, staff vacancies and scattered settlements, and security concerns in parts of Bastar. Schemes have adapted: community-run PDS shops under gram panchayats and self-help groups reduce distance, Haat Bazaar Clinics take health care to weekly markets, minor forest produce is bought through village societies, and new education and medical facilities are planned in former conflict areas. The remaining gap is connectivity and staffing.

Question 6

What is exclusion error in Aadhaar-linked delivery?

Accepted Answer

Eligible people are denied benefits because of missing documents, biometric or network failure, or lack of nearby banks. It is a particular risk in remote tribal hamlets.

Question 7

Which schemes support forest produce gatherers?

Accepted Answer

Purchase of minor forest produce at support prices through the state federation, Van Dhan centres for value addition by women's groups, and the Charan Paduka Yojana, which provides footwear to tendu leaf collectors.

Question 8

Evaluate the direct cash transfer schemes for women in Chhattisgarh. (~175 words)

Accepted Answer

Monthly cash assistance to women, such as the Mahtari Vandan Yojana, gives women independent income, supports household nutrition and reaches beneficiaries directly through bank transfer without intermediaries. It also has a large political and social reach, with over seventy lakh beneficiaries reported. Concerns are fiscal and administrative. The scheme absorbs a large share of the budget, which may squeeze capital spending under the FRBM limit, and beneficiary lists need regular verification to prevent leakage and exclusion, especially in remote areas. Cash alone does not create assets or jobs. Its impact is strongest when paired with self-help groups under Bihan, skills, credit and local livelihoods, so that cash leads to lasting economic participation and not only consumption. Outcomes should be tracked through nutrition, school and savings indicators, and the scheme should be reviewed for cost-effectiveness. A cash transfer is therefore a useful floor, and not a substitute for investment in jobs, health and education.

Question 9

How can welfare schemes in Chhattisgarh be made more effective? (~175 words)

Accepted Answer

Effectiveness depends on design and delivery. First, targeting: clean, verified beneficiary lists linked to Aadhaar and banks, with offline options for people who are excluded by network or document failures. Second, convergence: nutrition, housing, livelihood and health schemes should be planned together through the Gram Sabha for each family. Third, last-mile delivery: staff, mobile networks and roads in Bastar and Surguja, using community institutions such as self-help groups and community-run PDS shops. Fourth, fiscal sustainability: balance recurring cash transfers with capital spending, within the FRBM ceiling. Fifth, evaluation: judge schemes on outcomes such as stunting, school completion and incomes and not on outlays, and publish data. Sixth, participation: Gram Sabhas under PESA and social audits can improve accountability. Together these turn spending into results.
