1. Why this matters for WBCS in particular
WBCS fills posts such as Block Development Officer (BDO), Deputy Magistrate and Deputy Collector and Sub-Divisional Officer roles. Panchayats and district administration are therefore not just exam topics, they are the work.
2. How the state took shape
- 1947: the Partition created West Bengal from the Hindu-majority districts of the old province.
- 1950: the princely state of Cooch Behar merged.
- 1954 to 1955: the French enclave of Chandernagore joined, after a vote in 1949 and a transfer treaty.
- 1956: after the States Reorganisation, Purulia and parts of other areas were transferred from Bihar to West Bengal.

3. The institutions
- The Legislative Assembly has 294 seats. The Legislative Council was abolished in 1969, so the state is unicameral.

4. Panchayati Raj in West Bengal
West Bengal was a pioneer. The West Bengal Panchayat Act, 1973 set up a three-tier system, and the first party-based panchayat elections were held in 1978, after the Left Front came to power in 1977. The state's panchayats were thus functioning before the 73rd Amendment (1992) gave them constitutional status.

Panchayats were central to Operation Barga and to the delivery of rural schemes. The state also conducts elections through a State Election Commission.
5. Urban local government
The Kolkata Municipal Corporation is governed by a state Act of 1980, and its roots go back to the early 18th century. Other cities have municipal corporations and municipalities. The 74th Amendment (1992) covers urban bodies, and as in other states, devolution of functions and funds is a recurring weak point.
6. The Darjeeling hills
The demand for a separate Gorkhaland has produced special arrangements. The Darjeeling Gorkha Hill Council was set up in 1988 after an agitation. In 2011, a tripartite agreement created the Gorkhaland Territorial Administration (GTA) with some autonomy over local subjects. Elections to its Sabha were held in 2012. 7. District administration

For the exam, know only the structure: the Left Front governed from 1977 to 2011, a long continuous run, followed by a different party until a change of government in 2026, as reported. Confirm current details and name offices, not persons.
