Weightage: this chapter's 15 fully worked case studies, alongside the method chapter, cover roughly half of GS4's 250 marks in worked form — the single highest-leverage material in the paper if studied for genuine reasoning transfer rather than memorised as fixed answers.
1. Recognising recurring dilemma types
Real GS4 case studies vary enormously in surface detail — a village official, a PSU manager, a disaster-response coordinator, a diplomat — but most fall into a small number of recurring underlying dilemma types. Recognising the type quickly is often the fastest route into a well-structured answer, because each type points toward the specific analytical tools (from GS4's other subjects) most relevant to resolving it.
- Authority-versus-conscience dilemmas: a senior's instruction or an established rule conflicts with the decision-maker's own ethical judgment. The relevant tool: the hierarchy-of-resort framework from the public-service-values chapter (default to rule, conscience flags exceptions, institutional channels resolve them).
- Resource-scarcity dilemmas: limited funds, time, or capacity must be allocated among multiple legitimate claims. The relevant tools: consequentialist reasoning about aggregate impact, Rawls's difference principle (does the allocation protect the worst-off), and financial propriety's proportionality principle.
- Loyalty-versus-duty dilemmas: a personal relationship (friend, relative, colleague) pulls against an impartial professional obligation. The relevant tool: the private-vs-public ethics distinction from the ethics-fundamentals chapter.
- Transparency-versus-confidentiality dilemmas: disclosing information serves one legitimate value (public interest, accountability) while withholding it serves another (privacy, ongoing process integrity, institutional stability). The relevant tool: distinguishing what's genuinely confidential-for-good-reason from what's merely inconvenient to disclose.
- Cultural-or-contextual-variation dilemmas: a general rule or standard produces a result that feels wrong in a specific cultural, local, or unusual context. Most real case studies blend two or more of these types, which is precisely what makes them hard — the skill isn't matching a scenario to a single type mechanically, but recognising which tools from GS4's other subjects are actually doing the analytical work in this specific case.
Worked example 1.1 (authority-versus-conscience, illustrating the full method). "You are a junior engineer at a state public works department. Your section head instructs you to sign off on a road construction quality report as fully compliant, ahead of a politically important inauguration deadline, though your own site inspection found the sub-base compaction below the specified standard in a way that could meaningfully shorten the road's lifespan, though not create an immediate safety hazard. Your section head says the deviation is 'within acceptable practical tolerance' and that raising it now would be seen as obstructing an important public event. What would you do? (20 marks, ~300 words)"
Model answer. The core issue here is a conflict between a technical, documented finding and pressure — social and hierarchical, though not explicitly coercive — to certify compliance ahead of a deadline. The stakeholders extend well beyond the two people directly involved: future road users who will bear the consequences of a shortened lifespan; the department's own long-term credibility and budget, since a prematurely-failing road will eventually require costly, unplanned repair; the section head, whose own position is affected by how this is resolved; and indirectly, the political event's stakeholders, whose legitimate interest in a successful inauguration doesn't extend to certifying false technical findings.
The ethical issue is a genuine authority-versus-conscience collision, but importantly not really a law-versus-conscience one — the engineer isn't being asked to break an explicit law, but to sign a document that would misrepresent a documented technical finding, which is closer to an integrity failure (consistency between what's known and what's certified) than a legality one.
Options: (a) sign the compliant report as instructed, prioritising the relationship and deadline — but this directly misrepresents a documented finding and exposes the engineer personally if the deviation surfaces later; (b) refuse outright and escalate immediately to a higher authority without further discussion with the section head — resolves the integrity issue but bypasses a more collegial first step and assumes bad faith prematurely; (c) document the specific technical finding clearly, propose it be noted as an accepted deviation with a defined remediation timeline (rather than certified as fully compliant), and raise this directly with the section head as a good-faith alternative that still allows the event to proceed.
Option (c) is the strongest: it doesn't misrepresent the technical finding (preserving integrity), it doesn't assume the section head is acting in bad faith (preserving the working relationship and using the hierarchy-of-resort's collegial-first step), and it gives the political event's legitimate interest a real, honest path forward rather than treating honesty and the deadline as strictly incompatible. If the section head refuses even this compromise, escalation through a formal channel becomes justified — but it should be the second step, not the first.
2. Resource-scarcity dilemmas often hide a false binary
A common trap in resource-scarcity case studies is treating the choice as a strict binary (help group A fully, or help group B fully) when a genuinely creative third option — partial allocation with transparent criteria, phased response, seeking additional resources — is available and ethically superior to either extreme. Strong answers actively look for this kind of option before assuming a binary is the only structure available.
Worked example 2.1 (resource scarcity, illustrating option-generation beyond a binary). "As the officer coordinating relief after a flood, you have enough emergency shelter kits for 60% of the affected households. Two badly-hit villages, roughly equal in population and damage, both urgently need kits, and delivery logistics mean you can fully supply one village today or partially supply both today with the rest of each arriving in two days. What would you do? (15 marks, ~250 words)"
Model answer. The immediate framing suggests a binary — fully supply one village now, or partially supply both — but the actual decision has a third dimension worth surfacing: whether the two-day delay for a partial allocation poses a genuinely serious risk (exposure, immediate safety) or a more tolerable one (discomfort but not danger), since this determines which option is actually better, not just which sounds more balanced.
Stakeholders: both villages' affected households equally, and the officer's own accountability for a defensible, explainable allocation method given genuinely equal need.
If the two-day partial-supply gap does not pose serious immediate risk (assessed against actual conditions — weather, exposure, medical urgency), the partial-supply-to-both option is generally stronger: with two villages of genuinely equal need, fully serving one while leaving the other entirely unserved for the same period is harder to justify to the second village's residents, who have an equally legitimate claim, than a transparent, equally-shared partial delivery is. This mirrors Rawls's reasoning: a rule that could leave you fully unserved through no fault of your own, decided by which village happened to be logistically first, is a worse rule to be subject to than one that shares the shortfall proportionately.
If the delay genuinely does pose serious immediate risk to whichever village goes second, the calculus changes, and the officer should prioritise using an objective, defensible criterion (documented severity of damage, medically vulnerable population count) rather than an arbitrary or logistically convenient one — and should communicate the criterion transparently to both villages, since a genuinely difficult allocation decision, honestly explained, sustains more trust than an unexplained one, even when the outcome itself is unwelcome to the village that receives aid second.
Common traps UPSC sets here
- Treating a resource-scarcity scenario as a strict binary without considering a proportional, phased, or criteria-based middle option.
- Assuming bad faith in a superior's instruction and escalating immediately, without a good-faith first attempt at a collegial resolution — unless the instruction is clearly and seriously improper.
- Resolving loyalty-versus-duty dilemmas by simply asserting "duty wins" without engaging with why the personal loyalty pull is genuinely difficult, which reads as under-analysed even when the conclusion is correct.
- Missing that a scenario blends multiple dilemma types — many strong answers explicitly note that a scenario has both a resource-scarcity dimension and a transparency dimension, for instance, rather than addressing only one.
- Forgetting to name the stakeholders' own accountability or credibility as a stakeholder interest in itself — the institution's own long-term trustworthiness is frequently an under-weighted stakeholder interest relative to the more visible, immediate parties.
