RBI Grade B's Economic & Social Issues paper does not reward a candidate who can define GDP — it rewards one who can name a committee, cite a figure, and explain a mechanism. Growth and development are the two concepts every other topic in this subject builds on, and confusing them is the single most common conceptual slip candidates make under exam pressure.

1. Growth versus development — a distinction, not a synonym

Economic growth is a purely quantitative measure: a sustained increase in a country's real output, conventionally tracked as the growth rate of real GDP. It says nothing about who benefits, how it was achieved, or what it cost.

Economic development is broader and normative: it asks whether that growth translated into a genuine improvement in living standards — rising incomes, yes, but also better health, wider education, and reduced inequality and deprivation.

A country can grow rapidly while development stagnates, if the gains concentrate narrowly and public health or education spending does not keep pace — which is exactly why a regulator's economist needs both a growth number and a development read on any given period, not just one.

The Human Development Index (HDI), published annually by the UNDP, operationalises this distinction directly: it combines a health indicator (life expectancy at birth), an education indicator (mean and expected years of schooling), and an income indicator (GNI per capita, PPP-adjusted) into a single composite score — explicitly designed so that a country cannot look good on the index through income growth alone.

2. Measuring poverty — India's three answers to the same question

India has measured poverty three genuinely different ways in the last fifteen years, and each answers a slightly different question rather than simply refining the last one.

The Tendulkar Committee's central methodological break was moving away from the older Lakdawala Committee's pure calorie-intake norm, toward a basket that also priced in a minimum standard of health and education spending — a recognition that a calorie-sufficient diet alone does not describe a life free of deprivation.

The Rangarajan Committee was constituted specifically because the Tendulkar line was criticised as too low a bar, and its higher poverty-line values (and correspondingly higher 29.5% poverty estimate) reflect a more generous reference basket — but the government never formally adopted the Rangarajan methodology for official poverty statistics, which is why the Tendulkar line remains the more commonly cited historical benchmark despite Rangarajan's later publication.

3. The Multidimensional Poverty Index — measuring deprivation, not just income

NITI Aayog's national MPI takes an entirely different approach: instead of asking whether a household's income clears a rupee threshold, it asks directly whether a person is deprived across a defined set of indicators spanning health, education, and living standards.

The index uses 12 indicators — nutrition, child/adolescent mortality, maternal health, years of schooling, school attendance, cooking fuel, sanitation, drinking water, electricity, housing, assets, and bank account access — each carrying its own weight within the three broader dimensions. A person is classified as multidimensionally poor if they are deprived in at least one-third of these weighted indicators, a threshold chosen deliberately so that a single isolated deprivation does not classify someone as poor.

India's national MPI draws its underlying data from the National Family Health Survey (NFHS), and its trend — falling from 24.85% in 2015-16 to 14.96% in 2019-21 — is frequently cited precisely because it captures a dimension of improvement (sanitation, electrification, cooking fuel access) that a pure income-poverty line would understate, since these are largely public-provision improvements rather than income gains per se.

4. Inequality — why a falling poverty rate does not settle the question

A falling poverty headcount and rising inequality can occur simultaneously, which is why ESI questions frequently pair the two rather than treating "poverty is falling" as the end of the discussion. The Gini coefficient, the standard inequality measure, ranges from 0 (perfect equality) to 1 (perfect inequality).

India's rising Gini alongside a falling poverty rate over the past two decades is the textbook illustration of exactly this divergence — growth has lifted many above the poverty line while the income share captured by the top decile has also risen.

Worked Examples

Example 1. A country's GDP grows 8% in a year, but its under-five mortality rate and school enrolment ratio show no improvement. Has the country developed?

Not necessarily — this is a clean growth-without-development case: quantitative output rose, but the health and education indicators the HDI explicitly tracks show no corresponding gain, meaning the growth has not (yet) translated into broader human development.

Example 2. Which poverty estimate is higher for the 2011-12 reference year — Tendulkar's or Rangarajan's — and why?

Rangarajan's (29.5% vs. Tendulkar's 21.9%), because the Rangarajan Committee used a more generous reference consumption basket and reverted to separate, higher rural/urban poverty-line values rather than Tendulkar's single mixed basket.

Example 3. A household has access to electricity, sanitation and a bank account, but is deprived in nutrition and years-of-schooling indicators only. Is this household classified as multidimensionally poor under the national MPI?

It depends on the specific weighted deprivation score crossing the one-third threshold — two deprived indicators alone, out of 12, will usually fall short of that threshold unless they carry unusually high combined weight, which illustrates why the MPI's one-third cutoff is a deliberate design choice against classifying isolated deprivation as poverty.

Example 4. State the three dimensions the national MPI measures, and one indicator under each.

Health (nutrition or child/adolescent mortality), Education (years of schooling or school attendance), and Living Standards (cooking fuel, sanitation, drinking water, electricity, housing, assets, or bank account, any one of the seven).

Example 5. Why does the Human Development Index deliberately include a health and an education indicator alongside income, rather than ranking countries on GNI per capita alone?

Because a ranking on income alone would say nothing about whether that income actually reached broader human welfare — the HDI is explicitly constructed to prevent income growth alone from producing a high development score.

Example 6. A country's Gini coefficient rises from 0.35 to 0.42 over a decade during which its poverty headcount ratio falls from 25% to 15%. Are these two facts contradictory?

No — a falling poverty rate (more people cross above the poverty line) and a rising Gini (income increasingly concentrated at the top) can and frequently do occur together; growth can lift the poor while disproportionately benefiting the already-well-off.

Example 7. Which committee's poverty line methodology has the government of India NOT officially adopted for its poverty statistics?

The Rangarajan Committee's — despite being commissioned specifically to address criticism of the Tendulkar line, its recommendations were never formally adopted as the official poverty-measurement methodology.
