Why this chapter matters in GPSC Class 1-2
Amul is named in the syllabus, and water is Gujarat's central agricultural issue. Two date chains, the three-tier model and a benefit-cost pairing cover most objective and descriptive questions.

Agriculture, Water and Cooperatives: The Amul Model — GPSC Class 1-2

Weightage: GS Paper III, Section II names Gujarat's economy and dairy cooperatives such as Amul. Agriculture and water policy also appear in the economy and planning section. Growth rates and allocation figures are often contested, so this chapter marks them as reported.

1. The core problem

Gujarat has a long coast and large industry but also semi-arid farmland, erratic rain and a falling groundwater table. Its agricultural story is therefore about water, and its best-known institutional success is a cooperative.

2. Crops

  • Cotton: Gujarat is among the leading producers, and Bt cotton spread widely from the early 2000s.
  • Groundnut: Saurashtra is the main belt, and Gujarat is a leader in output.
  • Castor, cumin and isabgol in the north and Saurashtra, tobacco in Kheda, bajra and wheat.
  • Horticulture: Kesar mango (a GI-tagged crop of Gir), banana and dates in Kutch.
  • Fisheries: Veraval is a major fishing port.

3. Irrigation: wells, dams and canals

A large share of irrigation depends on wells and borewells, and over-extraction has lowered water tables, especially in North Gujarat. Canals are growing in importance because of the Narmada.

4. Sardar Sarovar and the Narmada

  • Jawaharlal Nehru laid the foundation stone in 1961.
  • The Narmada Water Disputes Tribunal gave its award in 1979, sharing water among Madhya Pradesh, Gujarat, Maharashtra and Rajasthan.
  • The Narmada Bachao Andolan, led by Medha Patkar, opposed the dam over displacement, and the Supreme Court allowed construction to proceed with rehabilitation conditions in 2000.
  • The dam reached its full height of 138.68 m and was inaugurated in September 2017.

The canal network is among the largest in the world, and carries water to the dry parts of Gujarat and Rajasthan. A balanced Mains answer notes benefits (drinking water, irrigation, power) and costs (displacement, delays in distribution, ecological change downstream).

5. The Saurashtra answer: check dams and Sauni

  • The Sardar Patel Participatory Water Conservation Programme (2000) funded check dams built with village contributions. It is a key example of community participation.
  • The Sauni Yojana (Saurashtra Narmada Avtaran Irrigation, 2017 onward) carries Narmada flood water by pipelines to fill dams and ponds in Saurashtra.
  • Drip and sprinkler irrigation was promoted through the Gujarat Green Revolution Company (2005).

6. Power for farms

The Jyotigram Yojana (2003) reorganised rural power feeders. The Kisan Suryodaya Yojana (2020) aimed to supply daytime three-phase power to farmers. Both address the link between free or cheap farm power and groundwater depletion, a point examiners reward.

7. The Anand pattern

The Kaira District Cooperative Milk Producers' Union was formed at Anand in 1946. Its origin was a farmers' protest against a private dairy that paid low prices, with the support of Sardar Patel. Tribhuvandas Patel led the union and Verghese Kurien, as general manager, built its professional management.

The Anand pattern is a three-tier structure:

  1. Village dairy cooperative societies, where farmers deliver milk twice a day.
  2. District milk unions, which process and market.
  3. A state federation, the Gujarat Cooperative Milk Marketing Federation (GCMMF, 1973), which sells under the Amul brand.

8. Operation Flood

Operation Flood began in 1970, with the National Dairy Development Board (1965) at Anand as the agency, and spread the Anand pattern to other states. It helped to make India the world's largest milk producer. Gujarat has other strong unions, including Banas Dairy and Sabar Dairy.

Why it worked. Farmers own the business, the market is assured, prices are fair and profits return as bonus. Its limits are that women do most of the dairy work but hold fewer leadership roles, and that the model does not suit every product.

9. A Mains pattern

For "Examine Gujarat's agricultural strategy", write: problem (water and rain), responses (Sardar Sarovar, check dams, Sauni, drip), institutions (Amul, cooperatives, Jyotigram) and limits (groundwater, displacement, farm power subsidies). End with a priority such as efficient water use.

  • Putting the Narmada tribunal in 2000. The award was 1979; 2000 was the Supreme Court decision.
  • Calling Sauni a canal from the dam. It is a pipeline link that moves flood water to dams in Saurashtra.
